Shober, Jr. and Controller Mike Namie. Also being present: President Judge Katherine B. Emery; Solicitor J. Lynn DeHaven; Chief Clerk Cindy Griffin; Administrative Assistant Joyce Thornburg; Commissioner Secretary Randi Marodi; Human Resources Assistant Director Andrea Johnston Sheriff Sam Romano; Court Administrator Patrick Grimm; Prothonotary Joy Ranko; Register of Wills Mary Jo Poknis; Treasurer Francis King; Clerk of Courts Frank Scandale; Recorder of Deeds Debbie Bardella; Public Defender Glenn Alterio; Coroner Tim Warco; WJPA representative Jim Jefferson; Observer -Reporter representative Barbara Miller; Herald Standard representative Pat Cloonan; and concerned citizen Frank Byrd. Chairman Maggi called the meeting to order at approximately 10:04 a.m. Moved by Mrs. Vaughan, seconded by Mr. Namie, approving Minute No. SB 12-15-16 dated December 15, 2016, as written. Roll call vote taken: Mr. Shober - Yes; Mrs. Vaughan - Yes; Mr. Maggi — Yes; Mr. Namie — Yes. Motion carried unanimously. PUBLIC COMMENT Concerned citizen Frank Byrd stated he was happy about the health center decision. He is also against wasteful spending. He is against taxpayers paying for televisions and ping pong tables in jail, new carpeting in offices, and public housing. MOTION FOR 2017 WAGES Moved by Mrs. Vaughan, seconded by Mr. Shober, to approve the 2017 wages on the respective departmental salary schedules which reflect the negotiated wage increases for union employees as negotiated with the Service Employees International Union (SEIU) Court Appointed/Court Related 668, the Deputy Sheriffs Association of Washington County Local 900, IUPA, AFL — CIO (DPSA), Teamsters 249 (District Attorneys and Public Defenders), the American Federation of State, County and Municipal Employees, District Council 84 (AFSCME) and the Teamsters 205 Gail). These wage rates are effective January 1, 2017. Roll call vote taken: Mr. Shober - Yes; Mrs. Vaughan - Yes; Mr. Maggi — Yes; Mr. Namie — Yes. Motion carried unanimously. Moved by Mrs. Vaughan, seconded by Mr. Shober, to approve that the salaries of the Service Employees International Union (SEIU) Healthcare, the Service Employees International Union (SEIU) 668 and the Pennsylvania Social Services Union (PSSU) Local 668 will remain the same as in 2016 since a contract agreement has not been reached. Roll call vote taken: Mr. Shober - Yes; Mrs. Vaughan - Yes; Mr. Maggi — Yes; Mr. Namie — Yes. Motion carried unanimously. COURTS Moved by President Judge Emery, seconded by Mrs. Vaughan, to retain all employees at the classifications and salaries as contained in the 2017 salary schedule book for the court related offices; and to approve the requests listed on the For the Board's Consideration chart for the courts. Court Administrator, John Richards and Jessica Roberts, Juvenile Master, $45,374.00/year; abolish two quasi-judicial positions effective 1/3/17. 194 MINUTE BOOK SALARY BOARD WASHINGTON COUNTY, PENNSYLANIA IMR LIMITED E1316649LD Court Administrator, Juvenile Master, $69,000.00/year; create one full time salaried position effective 1/3/17. The requested salary does not include any increase that maybe approved by the Salary Board for 2017 for non -union employees. Court Administrator, Amanda Fisher, Child Custody Conference Officer, $38,731.66; abolish one quasi-judicial position effective 1/3/17. Court Administrator, Child Custody Conference Officer, $69,000.00/year; create one full time salaried position effective 1/3/17. The requested salary does not include any increase that may be approved by the Salary Board for 2017 for non -union employees. Court Administrator, David Rundquist, Child Custody Conference Officer, $56,574.10/year increased to $69,000.00/year; increase in annual salary for one full time salaried position effective 1/3/17. This increase does not include any increase that may be approved by the Salary Board for 2017 for non -union employees. Court Administrator, John Smider, Master in Divorce, $56,574.18/year increased to $69,000.00/year; increase in annual salary for one full time salaried position effective 1/3/17. This increase does not include any increase that may be approved by the Salary Board for non -union employees. Domestic Relations, M. Scot Curran, Support Master, $56,574.23/year increased to $69,000.00/year; increase in annual salary for one full time salaried position effective 1/3/17. This increase does not include any increase that may be approved by the Salary Board for 2017 for non -union employees. Adult Probation, Office Manager, $38,189.74/year; create one full time salaried position effective 1/3/17. The requested salary does not include any increase that may be approved by the Salary Board for 2017 for non -union employees. FITS, FITS Foreman, Lead FITS Foreman; increase in hours from 6.5 per day to 7 per day effective 1/3/17. DISTRICT ATTORNEY In the District Attorney's absence Mrs. Vaughan moved, seconded by Mr. Shober, to retain all employees at the classifications and salaries as contained in the 2017 salary schedule book for the District Attorney's Office. Roll call vote taken: Mr. Shober - Yes; Mrs. Vaughan - Yes; Mr. Maggi — Yes; Mr. Namie — Yes. Motion carried unanimously. SHERIFF Moved by Mr. Romano, seconded by Mrs. Vaughan, to retain all employees at the classifications and salaries as contained in the 2017 salary schedule book for the Sheriff's Office. Roll call vote taken: Mr. Romano - Yes; Mr. Shober - Yes; Mrs. Vaughan - Yes; Mr. Maggi — Yes; Mr. Namie — Yes. Motion carried unanimously. PROTHONOTARY Moved by Mrs. Ranko, seconded by Mrs. Vaughan, to retain all employees at the classifications and salaries as contained in the 2017 salary schedule book for the Prothonotary's Office. CLERK OF COURTS Moved by Mr. Scandale, seconded by Mrs. Vaughan, to retain all employees at the classifications and salaries as contained in the 2017 salary schedule book for the Clerk of Courts Office. RECORDER OF DEEDS Moved by Ms. Bardella, seconded by Mrs. Vaughan, to retain all employees at the classifications and salaries as contained in the 2017 salary schedule book for the Recorder of Deeds Office. PUBLIC DEFENDER Moved by Mr. Alterio, seconded by Mrs. Vaughan, to retain all employees at the classifications and salaries as contained in the 2017 salary schedule book for the Public Defender's Office. Motion carried unanimously. 196 MINUTE BOOK SALARY BOARD WASHINGTON COUNTY, PENNSYLANIA IMR LIMITED E1316649LD Moved by Mrs. Vaughan, seconded by Mr. Shober, approving to retain all of the employees in the offices under jurisdiction of the Commissioners, as listed in each department, at the classifications and salaries as contained in the 2017 salary schedule book. Roll call vote taken: Mr. Shober — Yes; Mrs. Vaughan — Yes; Mr. Maggi — Yes; Mr. Namne — Yes. Motion carried unanimously. Moved by Mrs. Vaughan, seconded by Mr. Shober, approving the salaried employees' 2016 rates will reflect a 3% across the board increase effective retroactive to January 1, 2017. This is in accordance with the budget allotment assigned to each department. Salaried employees hired during 2016 are eligible to receive a 3% across the board increase on their anniversary date. It is the consensus of the Salary Board that any procedural errors in the 2017 salary schedule book may be corrected administratively by Human Resources.
