Minute No. PB 1-18-17 Washington County Prison Board
Washington, Pennsylvania, January 18, 2017
The meeting of the Washington County Prison Board was held in the 7th floor conference
room, Courthouse Square, Washington, Pennsylvania, with the following members being present:
Commissioners Larry Maggi and Diana Irey Vaughan; Controller Michael Namie; Sheriff Samuel
Romano; and Judge John DiSalle; absent were Commissioner Harland G. Shober, Jr. and District
Attorney Eugene Vittone. Also present were: Warden Ed Strawn; Solicitor Lynn DeHaven; Human
Resources Director Kathleen Bali; Chief Clerk Cindy Griffin; and Secretary Paula Jansante.
Mr. Maggi called the meeting to order at approximately 11:30 a.m.
Mr. Maggi asked if there were any corrections, additions or omissions to Minute No.
PB 12-14-16, dated December 14, 2016, each member having received a copy. Mr. Namie noted for
the record there was a revision to the PB 12-14-16 minutes under facility population on the
Warden's Report. Warden Strawn expressed to Mr. Namie that the figures were incorrect in the
report that was submitted at the last meeting due to a software change. Correctional facility staff
took numbers from the old software where people were no longer being entered. Mr. Namie stated
that he will correct the minutes to reflect the change.
It was moved by Mrs. Vaughan and seconded by Mr. Namie that Minute No. PB 12-14-16 be
approved based on the above correction. The motion was carried unanimously with the Board
signifying their approval by stating "Aye".

WARDEN'S REPORT
Warden Strawn presented the following information to the Board:

Warden Strawn recommended to the Board to award the bid for fire alarm inspections and
repairs to the SimplexGrinnell LP of Cranberry Township, PA., the lowest most responsive and
responsible bidder meeting requirements. The total cost for the inspections is approximately
$30,000 for all county owned buildings for the initial three-year term of the contact. The repairs are
performed as needed based on time and materials. If approved, this contract will be effective
January 1, 2017 through December 31, 2017, with option to extend for one additional three-year
period. [This bid award was previously approved at the Board of Commissioners meeting held
January 5, 2017, Minute No. 1029.]
Warden Strawn recommended to the Board to award the bid for laundry supplies for the
correctional facility and the health center to the following vendors based on the per unit costs
submitted in their bids:
Gurtler Industries of South Holland, IL Ecolab Inc. of St. Paul, MN
Jack Frye Sales & Service of Monongahela, PA
If approved, this contract will be effective January 1, 2017 through December 31, 2017, with the
option to extend through December 31, 2018, at a total yearly cost of approximately $30,000. This
bid is being awarded to the lowest most responsive and responsible bidders meeting the
specifications. [This bid award was previously approved at the Board of Commissioners meeting
held January 5, 2017, Minute No. 1029.]
Warden Strawn recommended to the Board to award the bid for the linen supplies for the
correctional facility and the health center to the following vendors based on the per unit costs
submitted in their bids:
Calderon Textiles LLC of Indianapolis, IN
Harbor Linen of Cherry Hill, NJ
Medline Industries Holding LP of Sugarland, TX
Cromwell Textile LLC of Cromwell, CT
Tabb Textiles Co., Inc. of Opelika, AL
Standard Textile Co., Inc. of Cincinnati, OH
Victory Supply, Inc. of Mount Pleasant, TN
If approved, this contract will be effective January 1, 2017 through December 31, 2017, with the
option to extend through December 31, 2018, at a total yearly cost of approximately $50,000. This
bid is being awarded to the lowest most responsive and responsible bidders meeting the
specifications. Purchasing also requests to rebid items that were not able to be awarded as vendors
did not meet specifications. [This bid award was previously approved at the Board of
Commissioners meeting held January 5, 2017, Minute No. 1029.]
Warden Strawn recommended to the Board to promote Wendy Harris to Captain at the
Washington County Correctional Facility, due to a recent retirement.
Warden Strawn recommended to the Board to hire the following as part time correctional
officers:
Billy Vickers Daniel Frey Sean Thomas David E. Miller, Jr.
Nia Chilensky Danny Kosek
Mr. Maggi inquired if Danny Kosek was a previous employee of the correctional facility.
Warden Strawn responded that Mr. Kosek did previously work at the facility but left to take a job in

the oil and gas industry.

It was moved by Mrs. Vaughan and seconded by Mr. Romano to approve the Warden's
Report. The motion was carried unanimously with the Board signifying their approval by stating
„Aye"
BILLS
Mr. Namie presented to the Board for their consideration and approval the bills dated
January 18, 2017, in the amount of $141,793.57.
It was moved by Mr. Namie and seconded by Mr. Romano to approve the bills dated
January 18, 2017. The motion was carried unanimously with the Board signifying their approval by
stating "Aye". (See list of bills attached hereto and made a part hereof.)
OLD BUSINESS

NEW BUSINESS
None.
There being no further business, Chairman Maggi declared the meeting adjourned at
approximately 11:36 a.m.
