Washington, Pa., April 6, 2017
The Washington County Salary Board met in session in the Public Meeting Room of the Courthouse
Square Office Building, Washington, Pennsylvania, for the purpose of reconvening with the following
members being present: Commissioners Larry Maggi, Diana Irey Vaughan and Harlan G. Shober, Jr.;
Controller Mike Namie. Also being present: Solicitor J. Lynn DeHaven; Director of Administration Scott
Fergus; Chief Clerk Cynthia B. Griffin; Administrative Assistant Joyce Thornburg; Human Resources
Assistant Director Andrea Johnston; Finance Director Josh Hatfield; Observer -Reporter representative Barb
Miller; WJPA representative Carl Mahn; Herald Standard representative Pat Cloonan and concerned citizens
Frank Byrd and health center employees.
Chairman Maggi called the meeting to order at approximately 10:55 a.m.
Moved by Mrs. Vaughan, seconded by Mr. Namie, approving Minute No. SB 3-16-17 dated
March 16, 2017 as written.
Roll call vote taken:
Mr. Shober — Yes; Mrs. Vaughan — Yes; Mr. Maggi — Yes; Mr. Namie — Yes.
Motion carried unanimously.
PUBLIC COMMENT

MEMORANDUM OF UNDERSTANDING
CORONER
Summer employee, $10.00/hour; modify the effective dates for one position not to exceed budget
amount effective 3/29/17 through 8/25/17
Moved by Mrs. Vaughan, seconded by Mr. Shober, ratifying the Memorandum of Understanding
approved by the Salary Board during the period of March 16, 2017 to April 5, 2017.

Mrs. Vaughan presented to the board on behalf of President Judge Emery, Court Technologist;
$33,765.26/year reduced to $31,826.96/year; reduction in annual salary for one (1) vacant full-time salaried
position effective 4/6/17.
Mrs. Vaughan presented to the board on behalf of President Judge Emery, Paralegal; Pay Grade 10-
90% - $18.408/hour; abolish one (1) vacant full-time union position effective 5/1/17.
Mrs. Vaughan presented to the board on behalf of President Judge Emery, Magisterial District Judge
Secretary; Pay Grade 7 — 90%-$17.738/hour; create one (1) full-time union position effective 5/1/17.
Mrs. Vaughan presented to the board on behalf of President Judge Emery, Magisterial District Judge
Clerk; Pay Grade 4 — 90%-$17.157/hour; abolish one (1) full-time union position effective 5/1/17.

4 — 90%-$17.157/hour; create one (1) full-time union position effective 5/1/17.

Mrs. Vaughan presented to the board on behalf of President Judge Emery, FITS Foreman;
$33,874.54/year; abolish one (1) vacant full-time salaried position effective 5/1/17.

BHDS, MR Program Specialist I; $52,656.11/year reduced to $41,195.00/year; reduction in annual
salary for one (1) vacant full-time salaried position effective 4/6/17.
HEALTH CENTER
Nursing Administration, RN Clinical Coordinator; $55,000.00/year increased to $56,650.00/year;
increase in annual salary for one (1) vacant full-time salaried position effective 4/6/17.
Health Center, summer employee, $10.00/hour; create position(s) not to exceed budget amount,
effective 5/1/17 through 8/25/17
Moved by Mrs. Vaughan; seconded by Mr. Shober, approving the foregoing personnel request.

There being no further business, Chairman Maggi declared the meeting recessed at approximately
10:58 a.m.
