Salary Board Minute No. SB 4-20-17 Washington, Pa., April 20, 2017
The Washington County Salary Board met in session in the Public Meeting Room of the Courthouse
Square Office Building, Washington, Pennsylvania, for the purpose of reconvening with the following
members being present: Commissioners Larry Maggi and Harlan G. Shober, Jr.; absent Commissioner Diana
Irey Vaughan; Controller Mike Namie. Also being present: Solicitor J. Lynn DeHaven; Director of
Administration Scott Fergus; Chief Clerk Cynthia B. Griffin; Administrative Assistant Joyce Thornburg;
Human Resources Director Kathleen Bali; Finance Director Josh Hatfield; Treasurer Francis King; Building
and Grounds Director Justin Welsh; Observer -Reporter representative Barb Miller; WJPA representative Jim
Jefferson; Herald Standard representative Pat Cloonan; WTAE representative Paul Van Osdol and concerned
citizen Lisa Foltz.
Chairman Maggi called the meeting to order at approximately 10:39 a.m.
Moved by Mr. Namie, seconded by Mr. Shober, approving Minute No. SB 4-6-17 dated
April 6, 2017 as written.
Roll call vote taken:
Mr. Shober — Yes; Mr. Maggi — Yes; Mr. Namie — Yes.
Motion carried unanimously.
PUBLIC COMMENT
None.
FOR THE BOARD'S CONSIDERATION
COURTS
JUVENILE PROBATION
Mr. Shober presented to the board on behalf of President Judge Emery, Community Based Manager;
$41,733.87/year reduced to $38,00.00/year; reduction in annual salary for one (1) vacant full-time salaried
position effective retroactive to 4/17/17.
Mr. Shober presented to the board on behalf of President Judge Emery, PO Supervisor;
$75,502.49/year; abolish one (1) full-time salaried position effective 5/1/17.
ADULT PROBATION
Mr. Shober presented to the board on behalf of President Judge Emery, PO Supervisor;
$75,502.49/year; create one (1) full-time salaried position effective 5/1/17.
Moved by Mr. Shober; seconded by Mr. Namie, approving the foregoing personnel request.
Roll call vote taken:
Mr. Shober — Yes; Mr. Maggi — Yes; Mr. Namie — Yes.
Motion carried unanimously.

AGING SERVICES
Cook; Pay Grade 3-90% - $16.899; abolish one (1) vacant part-time position effective 4/20/17.
Coordinator; Pay Grade 8-90% - $17.957; create one (1) part-time temporary position effective
4/20/17. This position will be grant funded and will be abolished when the current full-time employee
returns from a leave of absence.
Moved by Mr. Shober; seconded by Mr. Namme, approving the foregoing personnel request.

Mr. Shober — Yes; Mr. Maggi — Yes; Mr. Namie — Yes.
Motion carried unanimously.
LEAVES OF ABSENCES —April 6. 2017 to April 19. 2017
Chairman Maggi noted for the record the following leaves of absences:
Spencer Allen, Correctional Officer I, Military leave, 03/18/17 to 03/31/17 and 04/09/17 to
05/06/17
Lauri Alt, LPN, Intermittent leave for self, 04/10/17 to 04/10/18
Merry Hamner, Clerk Typist II, Intermittent leave for father, 04/10/17 to 04/10/18
Dalene Kelley, Dietetic Technician, FMLA medical, 04/11/17 to 05/09/17
Joyce Muto, Activity Aide, FMLA medical, 03/28/17 to 03/31/17 and 04/11/17 to 04/13/17
Wanda Scott, Laundry Worker, Intermittent leave for self, 03/17/17 to 02/27/18
Chairman Maggi stated for the record, items noted during 2017 were incorporated into the Salary
Book. It is the consensus of the Salary Board that any procedural errors 'in the 2017 salary schedule book
may be corrected administratively by Human Resources.
There being no further business, Chairman Maggi declared the meeting recessed at approximately
10:41 a.m.
