Shober. Also being present: Pastor Don Waltermyer, Washington Presbyterian Church, Washington, Pa.; American Legion Post 744 representative John Brafchag; Solicitor J. Mr. Maggi called the meeting to order at approximately 10:00 a.m. Pastor Don Waltermyer led the meeting with a prayer. Mr. Brafchag led the Pledge of Allegiance. Mr. Maggi entertained a motion approving Minute No. 1036 dated April 20, 2017. Moved by Mrs. Vaughan; seconded by Mr. Shober, approving Minute No. 1036, as written. Roll call vote taken: Mr. Shober — Yes; Mrs. Vaughan — Yes; Mr. Maggi — Yes. Motion carried unanimously. SPECIAL ORDER OF BUSINESS PNC capital markets representative Nick Falgione, spoke to approve the refinancing of the 2007 bonds. PNC watches the county debt for refinancing opportunities. Mr. Falgione stated this is probably the last good financing opportunity the county will have. The bonds will be signed within approximately two weeks in order to lock in the savings. The savings is approximately $2.9 million over the life of the loans. Dinsmore & Shohl representative Sean Garin stated he was happy to be serving the county as bond counsel and also a resident of the county. The approval of this ordinance will authorize the transaction of the sale of the bonds later this month. MINUTE BO0K BOARD OF COMMISSIONERS WASHINGTON COUNTY, PENNSYLANIA Redevelopment Authority of Washington County representative Rob Phillips spoke on behalf of the commissioners presenting a Local Share Account check in the amount of $266,000 to City Mission for their veterans residential facility project. This facility to be constructed will be approximately 10,000 sq. ft., three- story facility that will serve as a temporary residence for veterans. Mr. Maggi recognized Mrs. Vaughan for running a marathon and collecting money for this project. All monies raised will be donated to the construction of this facility. Executive Director Dean Gartland thanked the Commissioners and the Local Share Committee. He stated he is grateful for their continued support. Mr. Maggi read a certificate of recognition for the JFK varsity boys' basketball team congratulating them on winning the Diocesan championship. Coach Michael Bodart accepted the certificate on behalf the attending team and thanked the Commissioners for recognizing their hard work and achievement. Mr. Shober read a proclamation for National Older Americans Month. Moved by Mr. Shober, seconded by Mrs. Vaughan, approving the proclamation for the month of April as National Older Americans Month. Roll call vote taken: Mr. Shober — Yes; Mrs. Vaughan — Yes; Mr. Maggi — Yes. Motion carried unanimously. Director of Aging Services Mary Lynn Spilak accepted the proclamation. She thanked the Commissioners and introduced many senior center representatives that are in attendance. Executive Director of Southwestern Pennsylvania Area Agency on Aging Leslie Grenfell also thanked the Commissioners for their longtime continued support of the seniors and the partnership she has with the county's Aging Services. Ms. Grenfel stated this is this is the time to pause and celebrate the contributions that each older American has made to the community through the years. President of the Washington Area Senior Advisory Council Debbie DeStefano and Kathy Costantino of Southwestern Pennsylvania Area Agency on Aging presented the Commissioners with gifts from the older Americans. Mr. Shober read a proclamation for National Nursing Home Week to be celebrated during the week of May 14 — 20, 2017, with a theme entitled The Spirit ofAmerica. Moved by Mr. Shober, seconded by Mrs. Vaughan, approving the proclamation for National Nursing Home Week during the week of May 14 — 20, 2017. Motion carried unanimously. •I • 1 MINUTE BOOK BOARD OF COMMISSIONERS WASHINGTON COUNTY, PENNSYLANIA Director of the Washington County Health Center Tim Kimmel accepted the proclamation. He thanked the Commissioners for the ongoing support. There are a variety of events planned for the residents, their families and the staff. Mrs. Vaughan read a proclamation for National Corrections Employee Week to be celebrated during the week of May 7 —13, 2017. Moved by Mrs. Vaughan, seconded by Mr. Shober, approving the proclamation for National Corrections Employee Week during the week of May 7 — 13, 2017. Roll call vote taken: Mr. Shober — Yes; Mrs. Vaughan — Yes; Mr. Maggi — Yes. Motion carried unanimously. Warden Ed Strawn accepted the proclamation and thanked the Commissioners for their continued support. He thanked his staff for continuing to find the balance of discipline and compassion; and they have to find the balance of treating people with respect and dignity, while never losing sight that danger could be just around the corner. Warden Strawn thanked his staff and noted how he appreciates their job that they continue to do on a daily basis. (RECESS FOR PHOTOSI PUBLIC COMMENTS OLD BUSINESS BID AWARD Solicitor DeHaven recommended the Board, on behalf of the Planning Commission, award the bid contract to Tresco Paving, Pittsburgh, Pa. for the paving of both the Panhandle Trail and the Washington County Fairgrounds. The total cost is $601,328.00 ($526,802.50 for the Panhandle Trail and $74,525.50 for the Fairgrounds) and will be paid from Act 13 and gas and oil funds. This bid is being awarded to the lowest most responsive and responsible bidder meeting specifications. Moved by Mrs. Vaughan, seconded by Mr. Maggi, approving the contract with Tresco Paving. Roll call vote taken: Mr. Shober — No; Mrs. Vaughan — Yes; Mr. Maggi — Yes. Motion carried by majority. Solicitor DeHaven recommended the Board, on behalf of Purchasing, award the bid contract for the furnishing, delivery and installation or repair of flooring for all Washington County facilities to Don Greer's Fashion Floors, Washington, PA. This agreement will be effective June 1, 2017 through May 31, 2018 with the option to extend for three additional one-year periods upon mutual agreement. BID CONTRACT EXTENSION Solicitor DeHaven recommended the Board, on behalf of Information Technology, approve the extension of the current service agreement for video surveillance, access control and intercom services to ASCC, Cranberry Twp., PA. This contract extension will be effective through April 30, 2018. The contract authorization amount will not exceed $30,000 and will be funded through the IT operating budget. Solicitor DeHaven recommended to the Board for their consideration and approval, on behalf of Buildings & Grounds, of an extension to the current agreement with Building Control Systems, Inc., for preventative maintenance for the HVAC temperature control system for the Family Court Center. This agreement will be effective August 1, 2017 through July 31, 2018, with the option to extend year-to-year at a yearly cost of $3,850. All repairs will be done on an as needed basis at the rate of $125/hour regular time. This extension is under the same terms and conditions as the original agreement. NEW BUSINESS Chief Clerk presented to the Board for their consideration and approval, on behalf of the Washington County Industrial Development Authority, to adopt a resolution and applicable elected representative, relating to Section 147(f) of the Internal Revenue Code of 1986, as amended, approving issuing by the Washington County Industrial Development Authority of its notes in principal amount not to exceed $16,000,000 for Waynesburg University to finance a project consisting of (a) the refunding of the Allegheny County Higher Education Building Authority issued its College Revenue Bonds, Series 2007 and the Washington County Industrial Development Authority's Tax -Exempt Revenue Note, Series 2011 together with the 2007 Bonds and the payment of all or a portion of the costs of issuance of the Note. Chief Clerk presented to the Board for their consideration and approval, on behalf of the Washington County Industrial Development Authority, to adopt a resolution and applicable elected representative, relating to Section 147 (f) of the Internal Revenue Code of 1986, as amended, approving issuing by the Washington County Industrial Development Authority of its notes in the aggregate principal amount of $3,000,000 for the purpose of financing a manufacturing project consisting of (i) the construction of a 60,000 square foot manufacturing building to be leased by DWH Properties, LLC, to Hennemuth Metal Fabricators for its use in the manufacture of HVAC metal ductwork for residential and commercial contractors located at 101 North Branch Road in North Fayette Township, Allegheny County, Pennsylvania, and (ii) the purchase of new equipment. W MINUTE BOOK BOARD OF COMMISSIONERS WASHINGTON COUNTY, PENNSYLANIA Chief Clerk presented to the Board for their consideration and approval to adopt a resolution for the purchase of an avgation easement on property located on Mounts Road, Buffalo Township, Washington County, at the purchase price of $15,000. Be it further resolved that William R. McGowen, Executive Director of the Redevelopment Authority, be authorized to execute on behalf of the county, any and all documents necessary to acquire this easement. Moved by Mrs. Vaughan; seconded by Mr. Shober, approving the resolution. Roll call vote taken: Mr. Shober — Yes; Mrs. Vaughan — Yes; Mr. Maggi — Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval to enter into an agreement with Mon Valley Hospital, Inc., providing for the hospital to make payments in lieu of taxes on five different parcels that are being used by the hospital for strictly charitable purposes. The parcels numbers are set forth in the agreement. This agreement shall be for a term of 12 years and the hospital shall pay a total of $54,923.40 in 12 equal payments of $4,576.95. This is an extension of an agreement dated December 17, 1998 and was extended by an agreement on August 14, 2008. The hospital has entered into similar with the Ringgold School District. Moved by Mrs. Vaughan; seconded by Mr. Shober, approving the agreement with Mon Valley Hospital, Inc. Roll call vote taken: Mr. Shober — Yes; Mrs. Vaughan — Yes; Mr. Maggi — Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval to enter into an agreement with Mon -Vale Acute Care Services, Inc., providing for Mon -Vale to make payments in lieu of taxes on parcel #130-011-00-0008-00 upon which is located at the Residence at the Hilltop, an assisted living facility used for charitable purposes. This agreement is a result of the settlement of litigation between Mon -Vale and Ringgold School District. This agreement shall be for a term of 13 years and Mon -Vale shall pay a total of $59,302.75 in 13 equal payments of $4,561.75. Mon -Vale has entered into a similar Agreement with Ringgold School District. Moved by Mrs. Vaughan; seconded by Mr. Shober, approving the agreement with Mon -Vale Acute Care Services. Motion carried unanimously. • 1 F� MINUTE BOOK BOARD OF COMMISSIONERS WASHINGTON COUNTY, PENNSYLANIA Chief Clerk, presented to the Board for their consideration and approval, on behalf of the Redevelopment Authority, extend two separate land leases, one with T&T Aviation, Inc. and the other with Aeronational, Inc. for an additional 20-year term, which shall commence June 1, 2017. The land lease rental under both land leases shall be 42 cents per square foot with rent increases beginning June 1, 2019 and at the beginning of each three-year period thereafter increased upward based upon the United States Consumer Price Index for all urban consumers as is more set forth in the Land Lease. The term of these land leases shall be coterminous with the limited commercial agreements being extended this date." Chief Clerk, presented to the Board for their consideration and approval, on behalf of the Redevelopment Authority, extend two separate limited commercial agreements, one with T&T Aviation, Inc., and the other with Aeronational, Inc., for an additional 20-year term, which shall commence June 1, 2017. The privilege fee under both agreements shall be 56 cents per square foot with increases beginning June 1, 2019 and at the beginning of each three-year period thereafter the fee shall be adjusted upward based upon the United States Consumer Price Index for all urban consumers as is more set forth in the agreement. The term of these agreements shall be coterminous with the land leases being extended this date." Chief Clerk presented to the Board for their consideration and approval, on behalf of the Planning Commission, of a renewed cooperative agreement with the Pennsylvania Game Commission for public hunting in Cross Creek Park and allows the Game Commission right of entry and enforcement of game laws within the park. The term of the agreement is five years with automatic one-year renewals thereafter unless cancelled with a 60-day written notice. Chief Clerk presented to the Board for their consideration and approval, on behalf of the Planning Commission, of a deed of easement for 0.12 acres of permanent easement and 0.18 acres of temporary easement from Cindrich Development Company/Ron and Darlene Cindrich in the amount of $1,800. Chief Clerk presented to the Board for their consideration and approval, on behalf of the Planning Commission, of a supplement in the amount of $19,855.63 with SAI Consulting Engineers for the Canonsburg Lake Bridge design. Additional costs are for accelerated bridge construction plans, additional environmental work associated with the bald eagle documentation and right-of-way revisions to address Pennsylvania Fish and Boat Commission's concerns. The revised contract authorization amount has been approved by the Pennsylvania Department of Transportation in the amount of $578,561.91 ($328,233.55 preliminary design and $250,328.36 final design) paid 80% state and 20% county liquid fuels. This agreement will be effective May 20, 2016 through May 19, 2017. The contract authorization amount will increase by $55,000 to $231,250. No additional county funds are required. Chief Clerk presented to the Board for their consideration and approval, on behalf of Children & Youth Services, of a purchase of service agreement addendum with Casa for Kids for the period of July 1, 2016 through June 30, 2017. The contract authorization amount will increase by $5,000 to $30,000. No additional county funds are required. Chief Clerk presented to the Board for their consideration and approval, on behalf of Human Services, of the agreement addendums with the Department of Housing and Urban Development (HUD) to provide emergency shelter services to homeless individuals and families. The addendums are for budget revisions that reflect the service needs of the providers. The contract authorization amount will remain unchanged and no additional county funds are required. This agreement will be effective December 1, 2017 through November 30, 2018. The contract authorization amount is $219,306 and no additional county funds are required. Moved by Mrs. Vaughan; seconded by Mr. Shober, approving the agreement with the Department of Housing and Urban Development (HUD). Chief Clerk presented to the Board for their consideration and approval, on behalf of Human Services, of a supportive housing agreement with Domestic Violence Services of Southwestern Pennsylvania for the provision of housing and supportive services to victims of domestic violence. This agreement will be effective December 1, 2017 through November 30, 2018. The contract authorization amount is $212,133 and no additional county funds are required.
