Minute No. PB 9-20-17 September 20, 2017 The meeting of the Washington County Prison Board was held in the Washington County Correctional Facility,100 West Cherry Avenue, Washington, Pennsylvania, with the following members being present: Commissioners Larry Maggi, Diana Irey Vaughan and Harlan G. Shober, Jr.; Controller Michael Namie; District Attorney Eugene Vittone; Judge John DiSalle; and Sheriff Samuel Romano. Also present: Warden Ed Strawn; Solicitor J. Lynn DeHaven; Director of Administration Scott Fergus; Finance Director Joshua J. Hatfield; Deputy Controller Cathy Sams; Human Resources Director Kathleen Bali; Chief Clerk Cindy Griffin; Administrative Assistant Joyce Thornburg; Observer Reporter representative Barbara Miller; and WJPA representative Bruce Sakalik. Mr. Maggi called the meeting to order at approximately 11:32 a.m. Mr. Maggi asked if there were any corrections, additions or omissions to Minute No. PB 8-16-17, dated August 16, 2017, each member having received a copy. It was moved by Mr. Namie and seconded by Mrs. Vaughan that Minute No. PB 8-16-17, be approved. The motion was carried unanimously with the Board signifying their approval by stating "Aye". PUBLIC COMMENTS None. The extension of this bid award is contingent upon approval of the Board of Commissioners' meeting to be held September 21, 2017, Minute No.1045. Warden Strawn recommended to the Board to approve the purchase of one 40-gallon tilting skillet for the dietary area, at a total cost of $21,954.35. The requested items would be purchased via DIGS Costars 36, and, therefore, would not require a bid. The proposed item would replace aged dietary equipment that has been removed from service. The proposed vendor for this purchase is Curran Taylor, Inc., of Canonsburg, Pennsylvania. The purchase has been reviewed and recommended for approval by the Capital Committee. This purchase is contingent upon approval of the Board of Commissioners' meeting to be held September 21, 2017, Minute No.1045. Warden Strawn recommended to the Board to approve the following staffing changes: • Abolish one vacant full-time union position of Visitors Receptionist at pay grade 4 - 90% - $17.157 effective August 17, 2017; • Create one full-time union position of Correctional Officer I t 80% - $15.77 effective August 17, 2017; (lE: position effective date changed to September 21, 2017.) • Create four part-time temporary positions of Licensed Practical Nurses (LPN) at 90% - $20.40 effective September 21, 2017. The positions will be abolished when the required training is completed; • Create three full-time temporary positions of Licensed Practical Nurses (LPN) at 90% - $20.40 effective September 21, 2017. The positions will be abolished when the required training is completed. Judge DiSalle asked Warden Strawn for clarification regarding the abolishment of the LPN positions after the completion of training. Warden Strawn explained that new staff will be required to go through training at the academy. Once the training is completed, the incoming staff is expected to bump the existing staff, at which time, the newly created positions will be abolished. Mr. Shober confirmed with Warden Strawn that the training is a five -week course. Warden Strawn stated that the training will be five weeks in classroom and two weeks on-the-job. Subsequent to the completion of the training, the staffing will revert back. Mr. Namie noted that the first two personnel requests specify an effective date of August 17, 2017. Warden Strawn explained that the Visitors Reception position has been vacant since the end of July due to retirement. Mr. Namie agreed with the effective date of the Visitors Reception position but established that the effective date of the creation of the Correctional Officer I position should be September 21, 2017, following the Salary Board approval. Warden Strawn was in agreement. Mr. Shober requested that the revision be reflected in the Warden's Report. It was moved by Mrs. Vaughan and seconded by Mr. Namie, approving the Warden's Report as stated above with the revision noted. The motion was carried unanimously with the Board signifying their approval by stating "Aye". BILLS Mr. Namie presented to the Board for their consideration and approval of the bills dated September 20, 2017, in the amount of $92,848.47. It was moved by Mr. Namie and seconded by Mr. Shober, approving the bills dated, September 20, 2017. The motion was carried unanimously with the Board signifying their approval by stating"Aye". Mr. Maggi reconvened the meeting at approximately 11:47 a.m., following the executive session.
