Shober. Also being present the Rev. Eugene C. Beard, Jr., Nazareth Baptist Church, Washington, Pa.; American Legion Post 613 representative Barry Grimm; Solicitor J. Mr. Maggi called the meeting to order at approximately 10 a.m. The Rev. Beard led the meeting with a prayer. Mr. Grimm led the Pledge of Allegiance. Mr. Maggi entertained a motion approving Minute No. 1045 dated September 21, 2017. Moved by Mrs. Vaughan; seconded by Mr. Shober, approving Minute No. 1045, as written. Roll call vote taken: Mr. Shober — Yes; Mrs. Vaughan — Yes; Mr. Maggi — Yes. Motion carried unanimously. SPECIAL ORDER OF BUSINESS Mrs. Vaughan read and proclaimed October as Domestic Violence Awareness Month. Moved by Mrs. Vaughan; seconded by Mr. Shober, approving the above proclamation. Roll call vote taken: Mr. Shober — Yes; Mrs. Vaughan — Yes; Mr. Maggi — Yes. Motion carried unanimously. Representative from the Domestic Violence Services of Southwestern Pennsylvania accepted the proclamation and thanked the commissioners for their continuous support. 942 MINUTE BOOK BOARD OF COMMISSIONERS WASHINGTON COUNTY, PENNSYLANIA Mr. Maggi read a certificate congratulating Ed Povirk for being selected as firefighter of the year from the Pennsylvania division of the American Legion and on the national level, the Northeast Firefighter of the Year award. Mr. Maggi also stated Mr. Povirk is also a police officer. Mr. Povirk thanked the commissioners for this recognition. He stated he's been with the fire service for 47 years. (RECESS FOR PHOTOS PUBLIC COMMENTS Washington County Health Center employees Leeann Howell, Mary Glendenning and Zelda Pirt all expressed their displeasure regarding how the sale of the health center has been handled. They all stated they have been left in the dark regarding their jobs, wages and hours. OLD BUSINESS BID AWARD Solicitor DeHaven recommended the Board, on behalf of the Purchasing Department, approve the bid award contract with McVehil Plumbing, Heating & Supply, Co., Inc., Washington, Pa. for plumbing services on a time and material basis at a 15% discount from list price. This agreement will be effective November 1, 2017 through October 31, 2018, with the option to renew for two additional one-year periods. The total yearly cost for 2017 to date is approximately $21,000 for all county facilities. This bid is being awarded to the lowest most responsive and responsible bidder meeting specifications. Moved by Mrs. Vaughan, seconded by Mr. Shober, approving the contract with McVehil Plumbing, Heating & Supply Co., Inc. Roll call vote taken: Mr. Shober - Yes; Mrs. Vaughan - Yes; Mr. Maggi - Yes. BID CONTRACT EXTENSION Solicitor DeHaven recommended the Board, on behalf of the Purchasing Department, approve the bid contract extension for outdoor equipment, maintenance and supplies to the following vendors: Action Equipment Center, Washington, Pa. Contractors Connection, Washington, Pa. Middletown Tractor Sales, Washington, Pa. Murphy Family, Inc., Washington, Pa. This contract will be effective November 1, 2017 through October 31, 2018, with the option to extend for two additional one-year periods. The contract authorization amount is approximately $20,000. Motion carried unanimously. 943 CJ MINUTE BOOK BOARD OF COMMISSIONERS WASHINGTON COUNTY, PENNSYLANIA Solicitor DeHaven recommended the Board, on behalf of the Purchasing Department and the Washington County Correctional Facility, approve the extension of our current service agreement for pharmacy services with Health Direct Pharmacy Services, Syracuse, NY, with locations in Washington and Claysville, Pa (formerly Curtis Pharmacy LTC Services, Washington, Pa.) This contract extension will be effective through October 31, 2018. All other terms and conditions of the current agreement remain the same based on brand products AWP-20%, Generic Products AWP-80%, however not to fall below cost. This is contingent upon approval of the Prison Board to be held Wednesday, October 18, 2017. Motion carried unanimously. CHANGE ORDER Solicitor DeHaven recommended the Board, on behalf of the Redevelopment Authority, approve the following RSCC Architect/Engineering Services change orders. This will increase the amount of their current contract to $192,250.00. The additional work for the Public Safety/Airport Storage Buildings Project consists of storm water management for existing airport facilities that includes a 1,200 1f storm sewer system extension, inlets and head wall. Survey, design, construction drawings, right-of-way exhibit and DEP storm water discharge permit: RSSC Contract - add $12,000 Estimated construction cost - add $100,000 Total proposed additions to contract to date - $24,250. Moved by Mrs. Vaughan, seconded by Mr. Shober, approving the change order with RSCC Architect/Engineering Services. Roll call vote taken: Mr. Shober — Yes; Mrs. Vaughan — Yes; Mr. Maggi — Yes. NEW BUSINESS Chief Clerk presented to the Board for their consideration and approval to adopt a resolution to approve the conveyance and sale of property (parcel #600-012-00-00-0016-01) located on Meyers Road, South Strabane Township, Washington County, at the appraised price of $6,500. Moved by Mrs. Vaughan; seconded by Mr. Shober, approving the resolution for the sale of property located on Meyers Road. Roll call vote taken: Mr. Shober — Yes; Mrs. Vaughan — Yes; Mr. Maggi — Yes. Motion carried unanimously. MINUTE BOOK BOARD OF COMMISSIONERS WASHINGTON COUNTY, PENNSYLANIA Chief Clerk presented to the Board for their consideration and approval, on behalf of Juvenile Probation, of an addendum to the memorandum of understanding (MOU) between Washington County and the Washington County Intermediate Unit 1 — Alternative School, for participation in a school -based probation program. Moved by Mrs. Vaughan; seconded by Mr. Shober, approving the addendum with Washington County Intermediate Unit 1 — Alternative School. Roll call vote taken: Mr. Shober — Yes; Mrs. Vaughan — Yes; Mr. Maggi — Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval, on behalf of the Planning Commission, of a contract supplement with Gibson Thomas in the amount of $3,600 for pre -demolition asbestos survey; lead -based paint sampling; and reporting on the abandoned house at the top of Thompson Hill Road in West Middletown. The revised contract total is $73,600 and will be paid with Cross Creek oil and gas lease funds. Moved by Mrs. Vaughan; seconded by Mr. Shober, approving the contract supplement with Gibson Thomas. Chief Clerk presented to the Board for their consideration and approval, on behalf of the Planning Commission, of an agreement with the Southwestern Pennsylvania Commission to complete a corridor based transportation plan for northern Washington County including cost sharing up to $20,000 of the $50,000 match with Canonsburg Borough; Cecil Township; Chartiers Township; Mount Pleasant Township; North Strabane Township; Peters Township; Washington County; and PADOT District 12-0. The match will utilize Act 13 funds. Moved by Mrs. Vaughan; seconded by Mr. Shober, approving the agreement with Southwestern Pennsylvania Commission. The agreement will be effective July 1, 2017 through December 31, 2017 and no additional county funds are required. The contract authorization amount is $100,000 and no additional county funds are required. This memorandum addresses transportation concerns by allowing the design of a transportation plan and reimbursement of transportation costs. No additional county funds are required. Chief Clerk presented to the Board for their consideration and approval, on behalf of the Purchasing Department, to enter into an agreement with Michael Crabtree, Ph.D., licensed psychologist, Washington, Pa. for the purpose of providing pre -employment psychological evaluations as directed by the Washington County Department of Human Resources as well as psychological evaluations for probation officers to carry firearms. The cost of this service is $176.40/per applicant and is currently a requirement for all sheriff's deputies prior to employment. This agreement will be effective November 1, 2017 through October 31, 2020. Purchasing, on behalf of Court Technology, respectfully requests the Commissioners approve an agreement with SAP Public Services, Vancouver, BC, Canada, for an additional 25 crystal reports software licenses at a cost of $23,437 bringing the total licenses to 40, including a yearly maintenance and support fee of $12,857.10 for the total amount of licenses. This agreement will be effective through October 31, 2018 and will be paid from their operating budget and funded from Act 13. This purchase is being made from the PA state contract/CoStars and therefore does not require bidding.
