Shober, Jr. and Controller Mike Namie. Also being present: President Judge Katherine B. Emery; Solicitor J. Lynn DeHaven; Director of Administration Scott Fergus; Chief Clerk Cynthia Griffin; Administrative Assistant Joyce Thornburg; Executive Secretaries Joy Omdoff and Marie Trossman; Human Resources Director Kathleen Bali; District Attorney Gene Vittone; Sheriff Sam Romano; Court Administrator Patrick Grimm; Prothonotary Joy Ranko; Register of Wills Mary Jo Poknis; Treasurer Francis King; Recorder of Deeds Debbie Bardella; Public Defender Glenn Alterio; Coroner Tim Warco; Finance Director Josh Hatfield; Veterans Affairs representative Angie Mattes; and Observer -Reporter representative Barbara Miller. Chairman Maggi called the meeting to order at approximately 2:03 p.m. Moved by Mrs. Vaughan, seconded by Mr. Namie, approving Minute No. SB 11-2-17 dated November 2, 2017, as written.a Roll call vote taken: Mr. Shober — Yes; Mrs. Vaughan — Yes; Mr. Maggi — Yes; Mr. Namie — Yes. Motion carried unanimously. PUBLIC COMMENT None. MOTION FOR 2018 WAGES Moved by Mrs. Vaughan, seconded by Mr. Shober, to approve the 2018 wages on the respective departmental salary schedules which reflect the negotiated wage increases for union employees as negotiated with the Service Employees International Union (SEIU) 668, the Service Employees International Union (SEIU) Court Appointed/Court Related 668, the Pennsylvania Social Services Union (PSSU) Local 668, the Teamsters 249 (District Attorneys and Public Defenders) and the American Federation of State, County and Municipal Employees, District Council 84 (AFSCME). These wage rates are effective January 1, 2018. Roll call vote taken: Mr. Shober — Yes; Mrs. Vaughan — Yes; Mr. Maggi — Yes; Mt. Namie — Yes. Motion carried unanimously. Moved by Mrs. Vaughan, seconded by Mr. Shober, approving that the salaries of the Deputy Sheriff's Association of Washington County Local 900, IUPA, AFL-CIO (DPSA) and the Teamsters 205 Qail) will remain the same as in 2017, since a contract agreement has not been reached. Roll call vote taken: Mr. Shober — Yes; Mrs. Vaughan — Yes; Mr. Maggi — Yes; Mr. Namie — Yes. Motion carried unanimously. COURTS Moved by President Judge Emery, seconded by Mrs. Vaughan, to retain all employees at the classifications and salaries as contained in the 2018 salary schedule book for the court related offices, and to approve the requests listed on the For the Board's Consideration chart for the courts. Roll call vote taken: President Judge Emery — Yes; Mr. Shober — Yes; Mrs. Vaughan — Yes; Mr. Maggi — Yes; Mr. Namie — Yes. Motion carried unanimously. Adult Probation, Probation Monitor, $33,044.00/year; create one full-time salaried position effective 1/2/18. The requested salary does include any increase that may be approved by the Salary Board for 2018 for non -union employees. Adult Probation, Probation Monitor, $16.95/hour (equivalent to $33,052.50/year); create six part- time salaried positions effective 1/2/18. The requested salary does include any increase that may be approved by the Salary Board for 2018 for non -union employees. Adult Probation, Probation Officer, A - $20.02; create two full-time union positions effective 1/2/18. FITS, FITS Foreman, $11.85/ hour; increased to $14.00/hour (equivalent to $25,480.00/year); increase in hourly salary for one part-time salaried position effective 1/2/18. This increase does include any increase that may be approved by the Salary Board for 2018 for non -union employees. Domestic Relations, Enforcement Officer I, $90%-$18.932; abolish one full-time union position effective 1/2/18. DISTRICT ATTORNEY Moved by Mr. Vittone, seconded by Mrs. Vaughan, to retain all employees at the classifications and salaries as contained in the 2018 salary schedule book for the District Attorney's Office. Roll call vote taken: Mr. Vittone — Yes; Mr. Shober — Yes; Mrs. Vaughan — Yes; Mr. Maggi — Yes; Mr. Namie — Yes. Coroner, Chief Deputy Coroner, $39,252.12/year increased to $46,798.80/year; increase in annual salary for one full-time salaried position and title change to Chief Deputy Coroner, effective 1/2/18. This increase does not include any increase that may be approved by the Salary Board for 2018 for non -union employees. CLERK OF COURTS In Frank Scandale's absence Mrs. Vaughan moved, seconded by Mr. Shober, to retain all employees at the classifications and salaries as contained in the 2018 salary schedule book for the Clerk of Courts Office. RECORDER OF DEEDS Moved by Ms. Bardella, seconded by Mrs. Vaughan, to retain all employees at the classifications and salaries as contained in the 2018 salary schedule book for the Recorder of Deeds Office, and to approve the requests listed on the For the Board's Consideration chart for the Recorder of Deeds Office. TAX REVENUE Tax Revenue, Assistant Chief Assessor, $46,370.97/year increased to $ 52,000. 00 /year; increase in annual salary for one full-time salaried position effective 1/2/18. This increase does include any increase that may be approved by the Salary Board for 2018 non -union employees. PURCHASING Purchasing, Fixed Asset Manager/Buyer, $37,511.86/year increased to $38,834.96/year; increase in annual salary for one full-time salaried position effective 1/2/18. This increase does not include any increase that may be approved by the Salary Board for 2018 non -union employees. HUMAN RESOURCES Human Resources, Human Resources Generalist, $46,371.00/year; abolish one full-time salaried position effective 1/2/18. MAINTENANCE Maintenance, Maintenance Worker II, Pay Grade 6 — 90%-$17.887; create one full-time union position effective 1/2/18. Maintenance, Director of Building & Grounds, $61,800.00/year increased to $66,019.42/year; increase in annual salary for one full-time salaried position effective 1/2/18. This increase does not include any increase that may be approved by the Salary Board for 2018 non -union employees. CHILDREN & YOUTH SERVICES Children & Youth Services, Attorney, $74,000.00/year; create one full-time salaried position effective 1/2/18. The requested salary does include any increase that may be approved by the Salary Board for 2018 non -union employees. BRIDGE Bridge, Bridge Maintenance Supervisor, Pay Grade 7 — 90%-$18.102; abolish one full-time union position effective 1/2/18. BEHAVIORIAL HEALTH AND DEVELOPMENTAL SERVICES Moved by Mrs. Vaughan, seconded by Mr. Shober, approving the remaining personnel requests found on the For the Board's Consideration chart. BHDS, Administrative Assistant II, $40,574.59/year; abolish one full-time salaried position effective 1/2/18. Moved by Mrs. Vaughan, seconded by Mr. Shober, approving to retain all of the employees in the offices under jurisdiction of the Commissioners, as listed in each department, at the classifications and salaries as contained in the 2018 salary schedule book. Roll call vote taken: Mr. Shober — Yes; Mrs. Vaughan — Yes; Mr. Maggi — Yes; Mr. Namie — Yes. Motion carried unanimously. Moved by Mrs. Vaughan, seconded by Mr. Shober, approving the salaried employees' 2017 rates will reflect a 3% across the board increase effective retroactive to January 1, 2018. This is in accordance with the budget allotment assigned to each department. Salaried employees hired during 2017 are eligible to receive a 3% across the board increase on their anniversary date.
