Shober. Also being present Rev. Donna Christopher, Laboratory Presbyterian Church, Washington, Pa.; American Legion Post 613 representative Larry Spahr; Solicitor J. Lynn DeHaven; Director of Administration Scott Fergus; Chief Clerk Cynthia B. Griffin; Administrative Assistant Joyce Thornburg; Executive Secretaries Joy Orndoff, Marie Trossman and Randi Marodi; Planning Department representative Gracie Abel; Human Resources Director Kathleen Bali; Veterans Affairs Director Susan Meighen; TRPIL representative Patrick Griffith; Observer -Reporter Publishing Co. representative Barbara Miller; WJPA representative Bruce Sakalik. Mr. Maggi called the meeting to order at approximately 10:03 a.m. Rev. Christopher led the meeting with a prayer. Mr. Spahr led the Pledge of Allegiance. Mr. Maggi entertained a motion approving Minute No. 1051 dated December 21, 2017. Moved by Mrs. Vaughan; seconded by Mr. Shober, approving Minute No. 1051, as written. Roll call vote taken: Mr. Shober — Yes; Mrs. Vaughan — Yes; Mr. Maggi — Yes. Motion carried unanimously. SPECIAL ORDER OF BUSINESS None. RECESS FOR PHOTOS PUBLIC COMMENTS None. OLD BUSINESS BID EXTENSION Solicitor DeHaven recommended the Board, on behalf of the Purchasing Department, approve the extension of the bid contracts for the provision of repair and maintenance of commercial hot water heaters and boilers to Scalise Industries Corporation, Lawrence, Pa. and W. G. Tomko, Inc., Finleyville, Pa. for work to be done on a time and material basis. This agreement will be effective through December 31, 201 S. This additional service is contingent upon approval at the next Prison Board meeting. Moved by Mrs. Vaughan, seconded by Mr. Shober, approving the bid contracts with Scalise Industries Corporation and W. G. Tomko, Inc. Roll call vote taken: Mr. Shober — Yes; Mrs. Vaughan — Yes; Mr. Maggi — Yes. Motion carried unanimously. 1012 MINUTE BOOK BOARD OF COMMISSIONERS WASHINGTON COUNTY, PENNSYLANIA Solicitor DeHaven recommended the Board, on behalf of the Purchasing Department, extend the bid contract for locksmith services on a time and material basis to Diebold, Inc., N. Canton, Ohio, at the hourly rates provided in their proposal. This contract will be effective through December 31, 2018, with the option to extend for one additional year. Moved by Mrs. Vaughan, seconded by Mr. Shober, approving the bid contract with Diebold, Inc. Roll call vote taken: Mr. Shober — Yes; Mrs. Vaughan — Yes; Mr. Maggi — Yes. Motion carried unanimously. BID CONTRACT PURCHASES Solicitor DeHaven recommended the Board, on behalf of Building and Grounds, authorize payment to Schultheis Electric, Latrobe, Pa. at an estimated cost of $32,000, for the replacement of the Courthouse electrical service and old existing switch gear and other components, including labor, equipment and materials. Moved by Mrs. Vaughan, seconded by Mr. Shober, approving the payment to Schultheis Electric. Roll call vote taken: Mr. Shober — Yes; Mrs. Vaughan — Yes; Mr. Maggi — Yes. Motion carried unanimously. BID REJECTION Solicitor DeHaven recommended the Board approve, on behalf of Building and Grounds, the rejection of all bids for heat pump units do to enough units in stock. Moved by Mrs. Vaughan, seconded by Mr. Shober, approving the bid rejection for heat pump units. Roll call vote taken: Mr. Shober — Yes; Mrs. Vaughan — Yes; Mr. Maggi — Yes. Motion carried unanimously. NEW BUSINESS Chief Clerk presented to the Board for their consideration and approval to adopt a resolution declaring that a grant by the Washington County Hospital Authority to Mon Vale -Health Resources, Inc. to assist in the cost of a simulation center to provide health care training for the staff and community facilities, in the amount of $50,000, and it is desirable for the health and safety of the people in the area served by said project. Moved by Mrs. Vaughan; seconded by Mr. Shober, approving the resolution. Roll call vote taken: Mr. Shober — Yes; Mrs. Vaughan — Yes; Mr. Maggi — Yes. Motion carried unanimously. 1013 MINUTE BOOK BOARD OF COMMISSIONERS WASHINGTON COUNTY, PENNSYLANIA Chief Clerk presented to the Board for their consideration and approval, on behalf of the Planning Commission, of a renewal of the contract with Kymberly Secreet for animal control services in county parks. This contract will be effective January 1, 2018 through December 31, 2018. The contract authorization amount is $4,800 annually and will be paid from Parks operating budget. Moved by Mrs. Vaughan; seconded by Mr. Shober, approving the agreement with Kymberly Secreet. Roll call vote taken: Mr. Shober — Yes; Mrs. Vaughan — Yes; Mr. Maggi — Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval, on behalf of Human Resources, of the renewal of the current Employee Assistance Program agreement with the Washington Health System for counseling services to all full-time employees and eligible family members. This agreement will be effective January 1, 2018 through December 31, 2018. The annual contract authorization amount will decrease from $19,185 to $16,143.00. The monthly fee for employees remains at $1.69. Moved by Mrs. Vaughan; seconded by Mr. Shober, approving the contract with Washington Health System. Roll call vote taken: Mr. Shober — Yes; Mrs. Vaughan - Yes; Mr. Maggi - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval, on behalf of Children and Youth Services, of the following provider agreements for the period of July 1, 2017 through June 30, 2018. No additional county funds are required. PROVIDER AMOUNT Adoption Connection $350,000 Families United Network, Inc. 325,000 TOTAL Moved by Mrs. Vaughan; seconded by Mr. Shober, approving the provider agreements listed. Chief Clerk presented to the Board for their consideration and approval, on behalf of Children and Youth Services, of a provider agreement with Blueprints, for the provision of the Parents as Teachers program. This agreement will be effective November 1, 2017 through June 30, 2018. Chief Clerk presented to the Board for their consideration and approval, on behalf of Human Services, of a provider agreement addendum with the Department of Community and Economic Development to provide emergency housing services to homeless individuals and families. This addendum is for budget revision that reflects the service needs of the provider. The contract authorization amount will remain unchanged and no additional county funds are required. Moved by Mrs. Vaughan seconded by Mr. Shober, approving the provider agreement addendum with the Department of Community and Economic Development. Roll call vote taken: Mr. Shober — Yes; Mrs. Vaughan — Yes; Mr. Maggi — Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval, on behalf of the Purchasing Department and Adult Probation, to authorize the advertising for proposals, to either lease or purchase a drug testing laboratory at an estimated three-year cost of $200,000. Moved by Mrs. Vaughan; seconded by Mr. Shober, approving the advertising for a drug testing laboratory. Roll call vote taken: Mr. Shober — Yes; Mrs. Vaughan — Yes; Mr. Maggi — Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval, on behalf of the Purchasing Department and Public Safety, of the renewal of the annual service agreement with SynergIT for level three support for the HP blades, servers and SAN systems located in our 911 Center. This agreement will be effective January 1, 2018 through December 31, 2018, with an option to extend for an additional year. The contract authorization amount is not to exceed $75,000. Services outside this scope of work would require written approval from the county and would be billed separately. Moved by Mrs. Vaughan; seconded by Mr. Shober, approving the agreement with SynergIT. Roll call vote taken: Mr. Shober — Yes; Mrs. Vaughan — Yes; Mr. Maggi — Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval, on behalf of the Purchasing Department and the Correctional Facility, of a three-year maintenance agreement with COM-TEC Security 1015 1 1 J MINUTE BOOK BOARD OF COMMISSIONERS WASHINGTON COUNTY, PENNSYLANIA System. This agreement will be effective January 1, 2018 through December 31, 2020, at a total cost of $14,598.00 for year one; $14,798.00 for year two and $14,998.00 for year three. Moved by Mrs. Vaughan; seconded by Mr. Shober, approving the agreement with COM-TEC Security System. Roll call vote taken: Mr. Shober — Yes; Mrs. Vaughan — Yes; Mr. Maggi — Yes. Motion carried unanimously. ANNOUNCEMENTS An executive session was held at 10 a.m. Wednesday, January 3, 2018, following the agenda meeting to discuss personnel.
