Minute No. PB 2-14-18 February 14, 2018
The meeting of the Washington County Prison Board was held in the 7thfloor conference
room, Courthouse Square, Washington, Pennsylvania, with the following members being present:
Commissioners Larry Maggi, Diana Irey Vaughan and Harlan G. Shober, Jr.; Judge John DiSalle; and
Controller Mike Namie. Absent from the meeting are District Attorney Gene Vittone and Sheriff Sam
Romano. Also present: Warden Ed Strawn; Solicitor J. Lynn DeHaven; Finance Director Joshua
Hatfield; Chief Deputy Sheriff Jim Dallesandro; First Assistant District Attorney Dennis Paluso; Human
Resources Acting Director Andrea Johnston; Deputy Controller Cathy Sams; Chief Clerk Cindy Griffin;
Administrative Assistant Joyce Thornburg; Observer Reporter representative Barbara Miller; and
WJPA representative Bruce Sakalik.
Mr. Maggi called the meeting to order at approximately 11:32 a.m.
Mr. Maggi asked if there were any corrections, additions or omissions to Minute
No. PB 1-17-18, dated January 17, 2018, each member having received a copy.
It was moved by Mrs. Vaughan and seconded by Mr. Namie that Minute No. PB 1-17-18, be
approved. The motion was carried unanimously with the Board signifying their approval by stating
"Aye".

WARDEN'S REPORT
Warden Strawn presented the following information to the Board:

Warden Strawn recommended to the Board, on behalf of the Washington County Correctional
Facility, to award the bid for milk to Schneider's Dairy Inc., Washington, PA. This bid has been

awarded to the most responsible and responsive bidder meeting the specifications. Pending
approval, this contract will be effective from January 1, 2018 through December 31, 2020.
Warden Strawn recommended to the Board, on behalf of the Washington County Correctional
Facility, to enter into a renewal agreement with the PA District Attorneys Institute (PDAI) for the
maintenance and continuance of the PA Statewide Automated Victim Information and Notification
(SAVIN) program. The program was provided to the correctional facility through the PA Commission
on Crime and Delinquency (PCCD) grant funds for the purpose of victim notification. The SAVIN
program automatically notifies a victim 24/7 of an offender's escape, subsequent apprehension, date
of release, work release, etc. PCCD will pay 100% of the maintenance and service fees for 2018 with
no cost incurred to Washington County. This agreement will be effective January 1, 2018 through
December 31, 2018. It is anticipated that this contract will be renewed for subsequent years. A new
renewal contract will be issued yearly with changes included on the maintenance fee page.
Warden Strawn recommended to the Board, on behalf of the Washington County Correctional
Facility, to extend for one year, the Good News Prison Ministry agreement. The agreement term shall
extend through December 31, 2018, based on terms and conditions of the original agreement dated
January 1, 2017 at $36,000 annually, $3,000 monthly.
Warden Strawn recommended to the Board, on behalf of the Washington County Correctional
Facility, to approve the hiring of the following as individuals as part-time correctional officers:

Joseph Fischer
Martiqua Sloan
Patricia Declair
Kathlean Hancock
Roni Sprowls
It was moved by Mrs. Vaughan and seconded by Mr. Shober, approving the Warden's Report
as stated above. The motion was carried unanimously with the Board signifying their approval by
stating "Aye".
BILLS
Mr. Namie presented to the Board for their consideration and approval of the bills dated
February 14, 2018, in the amount of $123,789.81.
It was moved by Mr. Namie and seconded by Mrs. Vaughan, approving the bills dated,
February 14, 2018. The motion was carried unanimously with the Board signifying their approval by
stating "Aye". (See list of bills attached hereto and made a part hereof.)
OLD BUSINESS
None.
NEW BUSINESS
None.
Judge John DiSalle stated that during mental health court, one of the clients had been detained
and was placed on a waiting list to be seen by the Prime Care tele-psych doctor. Warden Strawn's
response indicated that there had not been a waiting list for approximately 1-1/2 years. Warden
Strawn asked Judge DiSalle to provide him with the client's information, and he would look into it.
Judge DiSalle stated that the case manager had brought this information to his attention, but the
treatment had not been court ordered. He was not aware of where the case manager received this
information.

There being no further business, Mr. Maggi declared the meeting adjourned at approximately 11:35
p.m.
