Minute No. PB 3-14-18 March 14, 2018
The meeting of the Washington County Prison Board was held in the Washington County
Correctional Facility,100 West Cherry Avenue, Washington, Pennsylvania, with the following
members being present: Commissioners Larry Maggi, Diana Irey Vaughan and Harlan G. Shober, Jr.;
Judge John DiSalle; Controller Mike Namie; Sheriff Sam Romano; and District Attorney Gene Vittone
entered the meeting at approximately 11:35. Also present: Warden Ed Strawn; Solicitor J. Lynn
DeHaven; Human Resources Acting Director Andrea Johnston; Deputy Controller Cathy Sams; Chief
Clerk Cindy Griffin; Administrative Assistant Joyce Thornburg; Secretaries Marie Trossman and Randi
Marodi.
Mr. Maggi called the meeting to order at approximately 11:33 a.m.
Mr. Maggi asked if there were any corrections, additions or omissions to Minute
No. PB 2-14-18, dated February 14, 2018, each member having received a copy.
It was moved by Mr. Namie and seconded by Mrs. Vaughan that Minute No. PB 2-14-18, be
approved. The motion was carried unanimously with the Board signifying their approval by stating

WARDEN'S REPORT
Warden Strawn presented the following information to the Board:

Warden Strawn recommended to the Board, on behalf of the Washington County Correctional
Facility, requests the approval of the extension of the current bid contract for medical supplies to
McKesson Medical Surgical Minnesota Supply Inc., Golden Valley, MN. This extension is based on the
per unit cost of medical supplies as listed on revised pricing and an 18% discount from the current
catalog for items not listed. This extension will be effective April 1, 2018 through March 31, 2021.

Warden Strawn recommended to the Board, on behalf of the Washington County Correctional
Facility, to approve the hiring of the following individuals:
Alese Pace, Part -Time LPN
Darla Grant, Part -Time Visitor Receptionist
It was moved by Mrs. Vaughan and seconded by Mr. Romano, approving the Warden's Report
as stated above. The motion was carried unanimously with the Board signifying their approval by
stating "Aye".
BILLS
Mr. Namie presented to the Board for their consideration and approval of the bills dated
March 14„ 2018, in the amount of $95,653.53.
It was moved by Mr. Namie and seconded by Mr. Shober, approving the bills dated,
March 14, 2018. The motion was carried unanimously with the Board signifying their approval by
stating "Aye". (See list of bills attached hereto and made a part hereof.)
Mr. Namie noted for the record that Warden Strawn and he are meeting with the pharmacy
services vendor to resolve an issue related to incorrect pricing being charged to the County. Mr.
Namie stated that payments to the pharmacy have been withheld while the pricing issue is being
resolved. Mr. Namie communicated that due to the delay in payment of the outstanding pharmacy
invoices, the Board should expect, in the month that the issue is resolved, that the total dollar amount
of the bills presented for approval will be higher than normal and could possibly exceed $200,000.
OLD BUSINESS
None.
NEW BUSINESS
Mr. Shober directed a question to Judge DiSalle regarding the line item on the Warden's
Report "Unsentenced : Awaiting Trial and/or Sentencing" asking if there was anything that can be
done about the high number of people awaiting trial. Judge DiSalle responded that there is a pre-trial
services program and stated that he thought that he was going to see five people in that category this
past Monday. For some reason the meetings did not occur which indicated to him that something
happened such as they bonded out or that they had a warrant. He also stated that he wanted to look
at this program and would like to see more categories of people added to this program. District
Attorney Vittone added that many included in the total may be for revocations. Judge DiSalle stated
that there has been an uptick of detainers for revocations (violation of probation or parole) who have
not yet been sentenced. The Judge is scheduled to see several in the next two weeks. Mr. Shober
stated that the pre-trial services is still a good idea, however, he referred to a previous discussion that
one of the expected results of the pre-trial services was to reduce the jail population by approximately
100 people. Mr. Shober stated that he has not really seen this reduction. He stated that what he has
seen is that the people on pre-trial services would have probably bonded out anyway, but now we are
adding extra controls to get the individuals into treatment. Therefore, Mr. Shober wonders if the pre-
trial services has made an impact in reducing the numbers in the jail. Warden Strawn stated that
many of those individuals would have made bond anyway. Judge DiSalle stated that he expected to
see more people than he is seeing. He noted that one thing that has happened about the same time is
that the MDJs have become more attuned to what the courts are trying to do, so the bonds have not
been as high. The MDJs also have more services available at their end. The Judge stated that he wants
to review the program and try to do better with the management, including the other end, the violent
offenders who should have a higher bond.

Warden Strawn asked Mr. Maggi if the Prison Board was going to meet at a different time. Mr.
Maggi responded that there would be no change in the regularly schedule time.
There being no further business, Mr. Maggi declared the meeting adjourned at approximately
11:39 p.m.
