Minute No. 1058 April 5, 2018
The Washington County Commissioners met in regular session in the Public Meeting Room,
Courthouse Square, Washington, Pa., with the following members being present: Commissioners Larry
Maggi, Diana Irey Vaughan and Harlan G. Shober. Also being present Father Mark Swoger, Holy Trinity
Catholic Church, Washington, Pa.; American Legion Post 793 representative Harry Thompson; Solicitor J.

Mr. Maggi called the meeting to order at approximately 10:02 a.m.
Father Swoger led the meeting with a prayer.
Mr. Thompson led the Pledge of Allegiance.
Mt. Maggi entertained a motion approving Minute No. 1057 dated March 15, 2018.

SPECIAL ORDER OF BUSINESS
Redevelopment Authority of Washington County's representative Nathan Voytek introduced Chris
Whidatch, CEO of the Mon Valley Alliance, who is the recipient of a local share check in the amount of
$252,000 for the Charleroi Renaissance project. Mr. Whitlatch thanked the Commissioners and the
representatives of the local share account for this financial help.
Mr. Shober read a proclamation celebrating National Library week from April through
April 14, 2018.

proclamation.

OLD BUSINESS
BID AWARD
Solicitor DeHaven recommended the Board, on behalf of the Purchasing Department, approve the
bid award for kitchen and laundry equipment repair to AIS Commercial Parts & Service, Pittsburgh, Pa.
All work will be done on a time and material basis, as needed at a rate of $90.00/hour Monday through Friday
8 a.m. to 5 p.m. and $135/hour Monday through Friday 5 p.m. to 8 p.m. and weekends. The contract will be
effective from the date of approval through March 31, 2019, with the option to extend for two additional
one-year periods. This bid is being awarded to the lowest most responsive and responsible bidder meeting
specifications. This is contingent upon Prison Board approval to be held Wednesday, April 18, 2018,
Minute No. PB-4-18-18.

Parts & Service.

Solicitor DeHaven recommended the Board, on behalf of the Purchasing Department, approve the
bid award for the furnishing, delivering and/or installation of landscaping supplies for all county buildings
based on the per unit cost submitted in their bid proposal to the following vendors:
New Look Landscaping, Washington, Pa. Steel Nation Environmental, Canonsburg, Pa.
The contract will be effective from the date of approval through December 31, 2018. This bid is being
awarded to the lowest most responsive and responsible bidder meeting specifications.

with the vendors mentioned above.

Solicitor DeHaven recommended the Board, on behalf of the Purchasing Department, approve the
requests for proposals to administer the activity, administrative and data analysis requirements for the
Community Traffic Safety Project Grant program, contingent upon grant approval, to Highway Safety
Network, Inc., Pottsville, Pa. as submitted in their bid proposal. The contract will be effective from the date
of approval through April 4, 2020, and may continue for an additional two-year periods if additional funding

Authorized distributor: Interstate Pipe, Washington, Pa.
This contract is effective from the date of approval through March 31, 2019. The total yearly cost of
the contract is approximately $10,000. This bid is being awarded to the lowest most responsive and
responsible bidder meeting specifications.

Solicitor DeHaven recommended the Board, on behalf of the Planning Commission and the
Purchasing Department, approve the Wheeling 8 bridge repair and relocation project to be performed by
Maccabee Industrial Inc., our contract of record. The total estimated cost is $48,890 and will be paid from
Cross Creek oil and gas funds.

NEW BUSINESS
Chief Clerk, on behalf of the Washington County Transportation Authority, presented to the Board
for their consideration and approval to adopt a resolution to provide matching funds for fiscal year 2018-2019
in the amount of $130,653, which when combined with the City of Washington's match, will make available
state funds in the amount of $1,763,925.

Chief Clerk presented to the Board for their consideration and approval, on behalf of the Planning
Commission, of a no -cost contract revision with GAI Consulting Engineers to re -allocate unused funds from
Cycle 1 inspections into Cycle 2 and 3 inspections. This transfer of funds allows for the contract to be fully
expended under the Pennsylvania Department of Transportation (PADOT) guidelines.

Chief Clerk presented to the Board for their consideration and approval, on behalf of Finance and
Adult Probation, of a project modification request with the Pennsylvania Commission on Crime and
Delinquency (PCCD) for the restrictive treatment program grant. This project modification request increases
the cash match provided by the subcontractor in the amount of $90,636 and is for the time period of
July 1, 2016 through June 30, 2018.

Pennsylvania Commission on Crime and Delinquency.

Chief Clerk presented to the Board for their consideration and approval, on behalf of Finance and the
District Attorney, of a grant application with the Pennsylvania Commission on Crime and Delinquency
(PCCD) for the purchase and installation of an authorized license plate reader system to be installed at eight
intersections within the county to assist law enforcement. The grant application is in the amount of $150,000
and is for the period of October 1, 2018 through September 30, 2019.

additional county funds are required.

April 30, 2019. The contract authorization amount will not exceed $30,000 and will be funded through the IT

the 2018 general fee schedule for all county facilities on an as needed basis for the purpose of providing air
quality control testing, including abatement projects. All other terms and conditions of the current agreement
remain the same.
