Mr. Maggi called the meeting to order at approximately 10:02 a.m. Father Swoger led the meeting with a prayer. Mr. Thompson led the Pledge of Allegiance. Mt. Maggi entertained a motion approving Minute No. 1057 dated March 15, 2018. Moved by Mrs. Vaughan; seconded by Mr. Shober, approving Minute No. 1057, as written. Roll call vote taken: Mr. Shober — Yes; Mrs. Vaughan — Yes; Mr. Maggi — Yes. Motion carried unanimously. SPECIAL ORDER OF BUSINESS Redevelopment Authority of Washington County's representative Nathan Voytek introduced Chris Whidatch, CEO of the Mon Valley Alliance, who is the recipient of a local share check in the amount of $252,000 for the Charleroi Renaissance project. Mr. Whitlatch thanked the Commissioners and the representatives of the local share account for this financial help. Mr. Shober read a proclamation celebrating National Library week from April through April 14, 2018. MINUTE BOOK BOARD OF COMMISSIONERS WASHINGTON COUNTY, PENNSYLANIA Moved by Mr. Shober; seconded by Mrs. Vaughan, approving the library proclamation. Roll call vote taken: Mr. Shober — Yes; Mrs. Vaughan — Yes; Mr. Maggi — Yes. Motion carried unanimously. Diane Ambrose accepted the proclamation on behalf of Citizens Library and all surrounding scholastic and public libraries. She thanked the Commissioners for their continued support Mrs. Vaughan read the Equal Pay Day proclamation that is Tuesday, April 10, 2018. Moved by Mrs. Vaughan; seconded by Mr. Shober, approving the Equal Pay Day proclamation. Roll call vote taken: Mr. Shober — Yes; Mrs. Vaughan — Yes; Mr. Maggi — Yes. Motion carried unanimously. Patricia Milioto accepted the proclamation and thanked the Commissioners for their continued support. Mrs. Milioto also introduced Cathy Smith to the audience. Mr. Shober read the PA 8-1-1 Safe Digging Month proclamation. Moved by Mr. Shober; seconded by Mrs. Vaughan, approving the library proclamation. Roll call vote taken: Mr. Shober - Yes; Mrs. Vaughan — Yes; Mr. Maggi — Yes. Motion carried unanimously. PA One Call System representative Marcos Bernal accepted the proclamation. He thanked the Commissioners for recognizing the importance of this in the community. Mrs. Vaughan read a proclamation recognizing Sexual Assault Awareness Month. Moved by Mrs. Vaughan; seconded by Mr. Shober, approving the Sexual Assault Awareness Month proclamation. Roll call vote taken: Mr. Shober — Yes; Mrs. Vaughan — Yes; Mr. Maggi — Yes. Motion carried unanimously. STTARS Program supervisor Joanna Dragan accepted the proclamation. She thanked the Commissioners for their continued support. OLD BUSINESS BID AWARD Solicitor DeHaven recommended the Board, on behalf of the Purchasing Department, approve the bid award for kitchen and laundry equipment repair to AIS Commercial Parts & Service, Pittsburgh, Pa. All work will be done on a time and material basis, as needed at a rate of $90.00/hour Monday through Friday 8 a.m. to 5 p.m. and $135/hour Monday through Friday 5 p.m. to 8 p.m. and weekends. The contract will be effective from the date of approval through March 31, 2019, with the option to extend for two additional one-year periods. This bid is being awarded to the lowest most responsive and responsible bidder meeting specifications. This is contingent upon Prison Board approval to be held Wednesday, April 18, 2018, Minute No. PB-4-18-18. Solicitor DeHaven recommended the Board, on behalf of the Purchasing Department, approve the bid award for the furnishing, delivering and/or installation of landscaping supplies for all county buildings based on the per unit cost submitted in their bid proposal to the following vendors: New Look Landscaping, Washington, Pa. Steel Nation Environmental, Canonsburg, Pa. The contract will be effective from the date of approval through December 31, 2018. This bid is being awarded to the lowest most responsive and responsible bidder meeting specifications. Moved by Mrs. Vaughan, seconded by Mr. Shober, approving the contract for landscaping supplies with the vendors mentioned above. Solicitor DeHaven recommended the Board, on behalf of the Purchasing Department, approve the requests for proposals to administer the activity, administrative and data analysis requirements for the Community Traffic Safety Project Grant program, contingent upon grant approval, to Highway Safety Network, Inc., Pottsville, Pa. as submitted in their bid proposal. The contract will be effective from the date of approval through April 4, 2020, and may continue for an additional two-year periods if additional funding 1070 MINUTE BOOK BOARD OF COMMISSIONERS WASHINGTON COUNTY, PENNSYLANIA is available for Washington County. This bid is being awarded to the lowest most responsive and responsible bidder meeting specifications. Solicitor DeHaven recommended the Board, on behalf of the Purchasing Department, award the bid contract for the Joint Municipal Purchasing Program to the following vendors based on their per unit cost submitted in their bid. Advanced Drainage Systems, Ludlow, Mass. Coolsprings, Uniontown, Pa. Authorized distributor: Interstate Pipe, Washington, Pa. This contract is effective from the date of approval through March 31, 2019. The total yearly cost of the contract is approximately $10,000. This bid is being awarded to the lowest most responsive and responsible bidder meeting specifications. BID CONTRACT PURCHASES Solicitor DeHaven recommended the Board, on behalf of the Planning Commission and the Purchasing Department, approve the Wheeling 8 bridge repair and relocation project to be performed by Maccabee Industrial Inc., our contract of record. The total estimated cost is $48,890 and will be paid from Cross Creek oil and gas funds. Solicitor DeHaven recommended the Board, on behalf of the Planning Commission and the Purchasing Department, approve the purchase of a new Ventrac Tractor Model 4500Y 4 x 4 with mower ($25,085) and a new Cronkhite 260DR equipment trailer ($6,815) from Contractor's Connection, 1071 1 I MINUTE BOOK BOARD OF COMMISSIONERS WASHINGTON COUNTY, PENNSYLANIA Washington, Pa. The total cost is $31,900 (including $2,500 county discount) and will be paid via capital funds. Moved by Mr. Shober, seconded by Mrs. Vaughan, approving the purchase from Contractor's Connection. NEW BUSINESS Chief Clerk, on behalf of the Washington County Transportation Authority, presented to the Board for their consideration and approval to adopt a resolution to provide matching funds for fiscal year 2018-2019 in the amount of $130,653, which when combined with the City of Washington's match, will make available state funds in the amount of $1,763,925. Moved by Mrs. Vaughan; seconded by Mr. Shober, approving the resolution. Roll call vote taken: Mr. Shober — Yes; Mrs. Vaughan — Yes; Mr. Maggi — Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval of the reappointments of Harry Miale, Vivian Osowski, Michelle McIntyre, Joanna Dragan, and Lisa Mascara, to the Children and Youth Advisory Board. Chief Clerk presented to the Board for their consideration and approval, on behalf of the Planning Commission, of a no -cost contract revision with GAI Consulting Engineers to re -allocate unused funds from Cycle 1 inspections into Cycle 2 and 3 inspections. This transfer of funds allows for the contract to be fully expended under the Pennsylvania Department of Transportation (PADOT) guidelines. Motion carried unanimously. 1072 MINUTE BOOK BOARD OF COMMISSIONERS WASHINGTON COUNTY, PENNSYLANIA Chief Clerk presented to the Board for their consideration and approval, on behalf of Finance and Adult Probation, of a project modification request with the Pennsylvania Commission on Crime and Delinquency (PCCD) for the restrictive treatment program grant. This project modification request increases the cash match provided by the subcontractor in the amount of $90,636 and is for the time period of July 1, 2016 through June 30, 2018. Moved by Mrs. Vaughan; seconded by Mr. Shober, approving the project modification with Pennsylvania Commission on Crime and Delinquency. Roll call vote taken: Mr. Shober — Yes; Mrs. Vaughan — Yes; Mr. Maggi — Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval, on behalf of Finance and the District Attorney, of a grant application with the Pennsylvania Commission on Crime and Delinquency (PCCD) for the purchase and installation of an authorized license plate reader system to be installed at eight intersections within the county to assist law enforcement. The grant application is in the amount of $150,000 and is for the period of October 1, 2018 through September 30, 2019. Moved by Mrs. Vaughan; seconded by Mr. Shober, approving the grant application with the Pennsylvania Commission on Crime and Delinquency. Chief Clerk presented to the Board for their consideration and approval, on behalf of Child Care Information Services, of the 2017-2018 provider service agreements with the list of previously approved providers. Kim Boyd, Rochester, Pa. Bullfrogs & Butterflies Child Care Center, Ambridge, Pa. Moved by Mrs. Vaughan; seconded by Mr. Shober, approving the 2017-2018 new provider agreements listed. Chief Clerk presented to the Board for their consideration and approval, on behalf of Children and Youth Services, of a provider agreement with Summit Academy for placement services. This agreement will be effective July 1, 2016 through June 30, 2017. Chief Clerk presented to the Board for their consideration and approval, on behalf of Behavioral Health and Developmental Services, of a provider agreement with ARC Human Services for the provision of Trauma Informed Care training for the period of April 1, 2018 through June 30, 2018. The contract authorization amount is$1,680 and no additional county funds are required. Moved by Mrs. Vaughan seconded by Mr. Shober, approving the provider agreement with ARC Human Services. Chief Clerk presented to the Board for their consideration and approval, on behalf of the Purchasing Department and Voter Registration, of an agreement with Dominion Voting, Denver, Colo. for the software license and maintenance renewal license. The total cost is $26,910 and will be paid from their operating budget. Moved by Mrs. Vaughan; seconded by Mr. Shober, approving the agreement with Dominion Voting. Chief Clerk presented to the Board for their consideration and approval, on behalf of the Purchasing Department and Courts, of the advertising for bids for engineering design services for the construction of a new courtroom. Chief Clerk presented to the Board for their consideration and approval, on behalf of Information Technology, of the extension of our current service agreement for video surveillance, access control and intercom services to ASCC, Cranberry Twp., Pa. This contract extension will be effective through 1074 MINUTE BOOK BOARD OF COMMISSIONERS WASHINGTON COUNTY, PENNSYLANIA April 30, 2019. The contract authorization amount will not exceed $30,000 and will be funded through the IT operating budget. This extension is in accordance with the original bid documents. Chief Clerk presented to the Board for their consideration and approval, on behalf of the Purchasing Department, of an addendum to the existing professional services agreement with PSI Engineering to include the 2018 general fee schedule for all county facilities on an as needed basis for the purpose of providing air quality control testing, including abatement projects. All other terms and conditions of the current agreement remain the same. Moved by Mrs. Vaughan; seconded by Mr. Shober, approving the agreement with PSI Engineering. Chief Clerk presented to the Board for their consideration and approval, on behalf of the Purchasing Department and Children and Youth Services, of the purchase of eight wireless Mifi through Verizon Wireless for computer access to the county. The total cost is $39.99/month and will be paid from their operating budget. The Mifi equipment is free with activation.
