Minute No. PB 5-16-18 May 16, 2018
The meeting of the Washington County Prison Board was held in the 7t floor conference
room, Courthouse Square, Washington, Pennsylvania, with the following members being present:
Commissioners Diana Irey Vaughan and Harlan G. Shober, Jr.; Judge John DiSalle; and Controller Mike
Namie. Absent from the meeting are Commissioner Larry Maggi; Sheriff Sam Romano; and District
Attorney Gene Vittone. Also present: Warden Ed Strawn; Solicitor J. Lynn DeHaven; Finance Director
Joshua Hatfield; Deputy District Attorney, Chief of Litigation Jason Walsh; Human Resources Acting
Director Andrea Johnston; Deputy Controller Cathy Sams; Chief Clerk Cindy Griffin; Administrative
Assistants Joyce Thornburg and Joy Orndoff, and Observer -Reporter representative Barbara Miller.
Mrs. Vaughan called the meeting to order at approximately 11:31 a.m.
Mrs. Vaughan asked if there were any corrections, additions or omissions to Minute
No. PB 4-18-18, dated April 18, 2018, each member having received a copy.
It was moved by Mr. Namie and seconded by Judge DiSalle that Minute No. PB 4-18-18, be
approved. The motion was carried unanimously with the Board signifying their approval by stating

WARREN'S REPORT
Warden Strawn presented the following information to the Board:

Warden Strawn recommended to the Board, on behalf of the Wash? rgton County Correctional
Facility, to approve purchasing from TriMark, Pittsburgh, PA, the following items for the correctional
facility kitchen: two gas combination ovens Model No. CTC7-20G with in':`;,llation and a 12-month
extended 'warranty to begin at the end of standard warranty; two water filt..,ation system Terry
Model No. SM2 ScaleMaster two -panel mounted system:; one mobile proo!e: cabinet with S�0-C2.y
labor and one year parts warranty and installation; and one electric sere l,-, counter, hot f,-)rjd Model

No. 3315-208 with one year of arts and 90-day labor warranty, standard and installation. The

estimated total for TriMark $44,115.80. The requested items would be purchased via DGS Costars.
This item is contingent upon approvalof the Board of Commissioners' meeting to be held May 17,-
2018, Minute No. 1061.
Warden Strawn recommended to the Board, on behalf of the Washington County Correctional
Facility, to approve the purchasing from Hobart Service, Pittsburgh, PA, one Fleck 4650 water
softener and installation.' This unit is to replace the current unit at the correctional facility. The
estimated total for Hobart Service's is $2,112.67. The requested item would be purchased via DIGS
Costars.
Warden Strawn recommended to the Board to approve the following individuals as part-time
correctional officers:
Andrea Godor Noah Lolley Justin Santoro
Andrew Forshey Donald Booher Jesse Snyder
Warden Strawn informed the Prison Board members that William Cramer, who served as the
Major the Washington County Correctional Facility, resigned on April 20, 2018.
It was moved by Mr. Namie and seconded by Mr. Shober, approving the Warden's Report as
stated above. The motion was carried unanimously with the Board signifying their approval by
stating "Aye".
BILLS
Mr. Namie presented to the Board for their consideration and approval of the bills dated
May 16, 2018, in the amount of $134,044.43.
It was moved by Mr. Namie and seconded by Mr. Shober, approving the bills dated
May 16, 2018. The motion was carried unanimously with the Board signifying their approval by
stating "Aye". (See list of bills attached hereto and made a part hereof.)
Mrs. Vaughan stated the pharmacy invoices appeared high. (Bills show the period from
October 2017 to May 2018.) Mr. Namie explained that the payments of invoices for the past several
months were placed on hold until a pricing discrepancy had been resolved with the pharmacy. Once
resolved, the pharmacy reissued the invoices with the correct pricing (included in the invoices
presented for approval).
OLD BUSINESS
None.
NEW BUSINESS
Mrs. Vaughan called an executive session to discuss litigation at approximately 11:36 a.m.
Mrs. Vaughan reconvened the meeting at approximately 11:40 a.m. following the executive
session.
Discussion was held regarding litigation with Brandon Wolowski and the Estate of Gregory
Michaux.
There being no further business, Mrs. Vaughan declared the meeting adjourned at
approximately 11:41 a.m.
