Minute No. PB 7-18-18 July 18, 2018
The meeting of the Washington County Prison Board was held in the 7th floor
conference room, Courthouse Square, Washington, Pennsylvania, with the following members being
present: Commissioners Larry Maggi, Diana Irey Vaughan: Harlan G. Shober, Jr. and District Attorney
Gene Vittone; Absent from the meeting were Judge John DiSalle; and Sheriff Sam Romano. Also
present: Warden Ed Strawn; Director of Administration Scott Fergus; Solicitor J. Lynn DeHaven;
Finance Director Joshua Hatfield; Deputy Controller Cathy Sams; Human Resources Acting Director
Andrea Johnston; Chief Clerk Cindy Griffin; Administrative Assistant Joyce Thornburg; Observer -
Reporter representative Barbara Miller; WJPA representative Bruce Sakalik and assistant Jacob
Knizner; and Director of Clinical and Case Management Services at Washington Drug and Alcohol
Commission Erich Curnow.
Mr. Maggi called the meeting to order at approximately 11:33 a.m.
Mr. Maggi asked if there were any corrections, additions or omissions to Minute
No. PB 6-20-18, dated June 20, 2018, each member having received a copy.
It was moved by Mrs. Vaughan and seconded by Mr. Namie that Minute No. PB 6-20-18, be
approved. The motion was carried unanimously with the Board signifying their approval by stating
"Aye".

WARDEN'S REPORT
Warden Strawn presented the following information to the Board:

Warden Strawn recommended to the Board, on behalf of the Washington County Correctional
Facility, to approve a three-year agreement with Guardian RFID, Maple Grove, MN, for the provision
of software, hardware, support services and web -based software for inmate management,
monitoring and tracking. The total cost of the system is estimated at $129,369.40, which will be

100% funded by CCAP/PCORP. If this agreement is cancelled within the first three years,
Washington County will be required to reimburse all or part of total cost.
Washington County will be responsible for the integration into existing offender case
management systems, Wi-Fi connections, consumables (wrist bands - $1.00/ea.) and the yearly
renewal fee of $3,500.00. The yearly fee covers maintenance, software updates, data backup,
customer service and technical support and will be funded from the IC Solutions Technology grant,
with no cost to the County. This is contingent upon approval of the Board of Commissioners' meeting
to be held July 19, 2018, Minute No. 1064.
Warden Strawn recommended to the Board, on behalf of the Washington County Correctional
Facility, to approve an agreement with Ideal Integrations, Pittsburgh, PA, for the purpose of
providing hardware and labor, including a wireless assessment to create a plan for a new wireless
network configuration which will work in conjunction with the inmate management, monitoring and
tracking system. This agreement will be effective from the date of agreement 2018, at a total cost of
$12,868.06, paid from the IC Solutions Technology grant, with no cost to the County. This is
contingent upon approval of the Board of Commissioners' meeting to be held
July 19, 2018, Minute No. 1064.
Warden Strawn recommended to the Board, on behalf of the Washington County Correctional
Facility, to award the bid for food delivery carts/trays to Fountain Products, Bethel Park, PA, at a
total cost of $32,404.00. This bid has been awarded to the most responsible and responsive bidder
meeting the specifications. Funding will be from Capital. This is contingent upon approval of the
Board of Commissioners' meeting to be held July 19, 2018, Minute No. 1064.
Warden Strawn recommended to the Board, on behalf of the Washington County Correctional
Facility, to approve the dispersal of Narcan, at the time of release, to all Vivitrol referrals that did not
fit criteria or were ineligible for the program. As of July 18, 2018, there had been 127 referrals to the
program, 54 program participants, 16 refusals, 57 ineligible participants, and 111 injections.
Discussions were held between Prison Board members and the Drug and Alcohol
representative Erich Curnow, regarding the statistical data looking at recidivism and relapse rates
currently being compiled by the University of Pittsburgh. This information will provide a basis for
evaluating the success rate of the Vivitrol program. The goal is to eliminate overdoses for individuals
participating in this program. The objective of 50% abstinence rate for a one-year post -release has
been met based on the two individuals who have been in the program for one year since the
program's inception in June 2017. During the first year, the statistical data shows 7 out of 10
individuals did not return for probation violations or new charges. The County's objective is to bring
that 30% recidivism rate down to approximately 20% over three years. Nationally the recidivism
rate for that particular high -risk population maybe as high as 85%. Participants will typically be in
this program for six months to one year. Several participants are no longer taking the injection
subsequent to release but still engage in treatment and voluntary counseling. Community -based
support groups are also available to assist individuals who choose to continue with treatment.
It was explained that each shot of Vivitrol administered in the jail is free, and a grant
(extended through the end of September) funds the program thereafter. The government discounted
cost of each shot is approximately $1,000, but 100% of the released participants are actively enrolled
in Medicaid which covers the cost of the treatment. Consequently, only one shot of 111 has been
funded by the grant according to a recent fiscal report. As shown on the Warden's Report, 57
individuals were classified as ineligible participants. A person could be considered ineligible for
various reasons such as risks due to existing health conditions or that the individual is simply not
expected to be in the facility long enough to go through the program.
Many jails are electing to go with the Vivitrol program, but it is difficult to attract participants.
Since Washington County has moved treatment into the jail, which differentiates it from other
facilities, the fact that there are 54 participants is encouraging. The second phase of providing

Narcan to individuals upon release is only supplied to those individuals who have a treatment plan in
place and may include participants in the Vivitrol program or non -participants as it is not uncommon
for a relapse or overdose to occur within one to two days after release.
It was moved by Mrs. Vaughan and seconded by Mr. Vittone, approving the Warden's Report.
The motion was carried unanimously with the Board signifying their approval by stating "Aye".
BILLS
Mr. Namie presented to the Board for their consideration and approval of the bills dated
July 18, 2018, in the amount of $122,917.56.
It was moved by Mr. Namie and seconded by Mr. Shober, approving the bills dated
July 18, 2018. The motion was carried unanimously with the Board signifying their approval by
stating "Aye". (See list of bills attached hereto and made a part hereof.)
OLD BUSINESS
None.
NEW BUSINESS
Warden Strawn called an executive session at approximately 11:45 regarding personnel. Mr.
Maggi reconvened the meeting at approximately 12:27 p.m. following the executive session.
There being no further business, Mr. Maggi declared the meeting adjourned at approximately
12:28 p.m.
