HomeMy WebLinkAboutCOMM - Meeting Minutes - PB 8-15-18 - 8-15-2018 - PRISON BOARD179 11 MINUTE BO0K PRISON BOARD WASHINGTON COUNTY, PENNSYLANIA IMR LIMITED E1316 491 D Minute No. PB 8-15-18 August 15, 2018 The meeting of the Washington County Prison Board was held in the 7th floor conference room, Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners Larry Maggi, Diana Irey Vaughan: Harlan G. Shober, Jr.; Judge John DiSalle; Sheriff Sam Romano; Controller Mike Namie; and District Attorney Gene Vittone. Also present: Warden Ed Strawn; Director of Administration Scott Fergus; Solicitor J. Lynn DeHaven; Deputy Controller Cathy Sams; Human Resources Acting Director Andrea Johnston; Chief Clerk Cindy Griffin; Administrative Assistant Joyce Thornburg; Observer -Reporter representative Barbara Miller; and WJPA representative Bruce Sakalik. Mr. Maggi called the meeting to order at approximately 11:33 a.m. Mr. Maggi asked if there were any corrections, additions or omissions to Minute No. PB 7-18-18, dated July 18, 2018, each member having received a copy. It was moved by Mrs. Vaughan and seconded by Mr. Vittone that Minute No. PB 7-18-18, be approved. The motion was carried unanimously with the Board signifying their approval by stating „Aye„ PUBLIC COMMENTS None. This extension will be effective through June 30, 2019, and is under the same terms and conditions as the original contract. This contract is contingent upon approval at the Board of Commissioners' meeting to be held Thursday, August 16, 2018. Warden Strawn recommended to the Board, on behalf of the Washington County Correctional Facility, to approve the extension of the current pharmacy services contract with Health Direct MINUTE BOOK PRISON BOARD IMR LIMITED El316649LD WASHINGTON COUNTY, PENNSYLANIA Pharmacy Services, Syracuse, NY, with locations in Washington and Claysville, PA (formerly known as Curtis Pharmacy LTC Services, Washington, PA). This contract extension will be effective through October 31, 2019, and is under the same terms and conditions as the original contact based on brand products AWP - 20%, generic products AWP - 80%, not to fall below cost. This contract is contingent upon approval at the Board of Commissioners' meeting to be held Thursday, August 16, 2018. Warden Strawn recommended to the Board, on behalf of the Washington County Correctional Facility, to approve the extension of the yearly agreement with PrimeCare Medical, Harrisburg, PA, for the purpose of providing mental health services at the correctional facility. The current term allows for a 3% increase for a total of $20, 600 per month to be funded via the Human Services operating budget (funding provided through BHDS, Drug & Alcohol and the General Fund). This contract will be effective through June 30, 2019, with two one-year options unless terminated pursuant to the terms of the agreement, and is contingent upon approval at the Board of Commissioners' meeting to be held Thursday, August 16, 2018. Warden Strawn recommended to the Board, on behalf of the Washington County Correctional Facility, to approve the promotion of Jamie Restanio to Alternative Sentencing Coordinator. Jamie has been a correction officer with the correctional facility for nearly five years. It is also requested that the Prison Board approve the hiring of the following as part-time correction officers: Jonathan McDonough Joshua Van Divner Chad Van Scyoc Zacherey Allum Jamie Pomaibo Jesse Snyder It was moved by Mr. Shober and seconded by Mrs. Vaughan, approving the Warden's Report. The motion was carried unanimously with the Board signifying their approval by stating "Aye". BILLS Mr. Namie presented to the Board for their consideration and approval of the bills dated August 15, 2018, in the amount of $132,205.05. It was moved by Mr. Namie and seconded by Mrs. Vaughan, approving the bills dated August 15, 2018. The motion was carried unanimously with the Board signifying their approval by stating "Aye". (See list of bills attached hereto and made a part hereof.) OLD BUSINESS None. NEW BUSINESS Warden Strawn called an executive session at approximately 11:36 regarding personnel. Mr. Maggi reconvened the meeting at approximately 11:56 a.m. following the executive session. Shober, Jr.; Judge John DiSalle; Controller Mike Namie; Sheriff Sam Romano; and District Attorney Gene Vittone. Also present: Warden Ed Strawn; Solicitor J. Lynn DeHaven; Finance Director Joshua Hatfield; Deputy Controller Cathy Sams; Human Resources Acting Director Andrea Johnston; Chief Clerk Cindy Griffin; Administrative Assistant Joyce Thornburg; Executive Secretaries Joy Orndoff, Marie Trossman and Randi Marodi: Observer -Reporter representative Barbara Miller; and WJPA representative Bruce Sakalik. It was moved by Mr. Namie and seconded by Mr. Shober, approving the bills dated September 19, 2018. The motion was carried unanimously with the Board signifying their approval by stating "Aye".
