Shober, Jr. and Controller Mike Namie. Also being present: Solicitor J. Lynn DeHaven; Director of Administration Scott Fergus; Chief Clerk Cynthia Griffin; Administrative Assistant Joyce Thornburg; Human Resources Acting Director Andrea Johnston; Judge DiSalle; District Attorney Gene Vittone; Sheriff Sam Romano; Court Administrator Patrick Grimm; Prothonotary Joy Ranko; Register of Wills Mary Jo Poknis; Treasurer Francis King; Recorder of Deeds Debbie Bardella; Public Defender Glenn Alterio; Coroner Tim Warco; Finance Director Josh Hatfield; Observer -Reporter representative Barbara Miller and concerned citizen Thomas Lonich. Chairman Maggi called the meeting to order at approximately 10:06 a.m. Moved by Mrs. Vaughan, seconded by Mr. Namie, approving Minute No. SB 12-6-18 dated December 6, 2018, as written. Roll call vote taken: Mr. Shober — Yes; Mrs. Vaughan — Yes; Mr. Maggi — Yes; Mr. Namie — Yes. Motion carried unanimously. PUBLIC COMMENT None. MOTION FOR 2019 WAGES Moved by Mrs. Vaughan, seconded by Mr. Shober, to approve the 2019 wages on the respective departmental salary schedules which reflect the negotiated wage increases for union employees as negotiated with the Service Employees International Union (SEIU) 668, the Service Employees International Union (SEIU) Court Appointed/Court Related 668, the Pennsylvania Social Services Union (PSSU) Local 668 and the American Federation of State, County and Municipal Employees, District Council 84 (AFSCME — Probation Officers). These wage rates are effective January 1, 2019. Roll call vote taken: Mr. Shober — Yes; Mrs. Vaughan — Yes; Mr. Maggi — Yes; Mr. Namie — Yes. Motion carried unanimously. The salaries of the Deputy Sheriffs Association of Washington County Local 900, IUPA, AFL — CIO (DPSA), the National Correctional Employees Union (NCEU) and the Teamsters 249 (District Attorneys and Public Defenders) will remain the same as in 2018 since a contract agreement has not been reached. Moved by Mrs. Vaughan, seconded by Mr. Shober, approving that the salaries of the Deputy Sheriff's Association of Washington County Local 900, IUPA, AFL-CIO (DPSA), the National Correctional Employees Union (NCEU) and the Teamsters 249 (District Attorneys and Public Defenders) will remain the same as in 2018 since a contract agreement has not been reached. Juvenile Probation, vacant, Garrett Vulcano, Franklin Morris, Emily Haywood and Jacob Fritch, all Site Based Monitors, $14.63/hour increase to $18.16/hour; increase in hourly salary effective 1/1/19. This increase does not include any increase that may be approved by the Salary Board for 2019 for non -union employees. Juvenile Probation, Zachary Swarrow, Florence Selph and Katerina Findley, all Site Based Monitors, $15.07/hour increase to $18.16/hour; increase in hourly salary effective 1/1/19. This increase does not include any increase that may be approved by the Salary Board for 2019 for non -union employees. Juvenile Probation, Duane Emanuel, Jr., Lead Based Monitor, $15.63/hour increase to $19.23/hour; increase in hourly salary effective 1/1/19. This increase does not include any increase that maybe approved by the Salary Board for 2019 for non -union employees. Juvenile Probation, Brent Williams, Lead Based Monitor, $16.58/hour increase to $19.23/hour; increase in hourly salary effective 1/1/19. This increase does not include any increase that may be approved by the Salary Board for 2019 for non -union employees. Domestic Relations, Lien Specialist, Grade 7-90% - $18.727/hour; abolish one vacant full-time union position effective 1/1/19. Booking Center, Scott Campbell, Booking Center Monitor, $37,930.54/year increased to $40,016.72/year; increase in annual salary effective 1/1/19. This increase does not include any increase that may be approved by the Salary Board for 2019 for non -union employees. Booking Center, Todd Thornburg, Booking Center Manager, $50,428.40/year increased to $60,514.08/year; increase in annual salary effective 1/1/19. This increase does not include any increase that may be approved by the Salary Board for 2019 for non -union employees. Coroner, Matthew Yancosek, Chief Deputy Coroner, $48,202.76/year increased to $52,653.00/year; increase in annual salary effective 1/1/19. This increase does not include any increase that may be approved by the Salary Board for 2019 for non -union employees. CHILDREN & YOUTH SERVICES Children & Youth Services, Confidential Administrative Aide, $30,187.24/year; create one full-time salaried position effective 1/1/19. The requested salary does include any increase that may be approved by the Salary Board for 2019 non -union employees. BHDS BHDS, Accountant I, $47,666.45/year; abolish one full-time salaried position effective 1/1/19 VETERANS' AFFAIRS Veterans' Affairs, Administrative Assistant, $30,187.24/year; create one full-time salaried position effective 1/1/19. The requested salary does include any increase that may be approved by the Salary Board for 2019 non -union employees. TAX REVENUE Tax Revenue, Tax Reassessment Manager; abolish one per -diem position effective 1/1/19. MAINTENANCE Maintenance, Electrician, $25.958/hour; create one temporary position effective 1/1/19. This position will be effective for a period of three months in 2019 beginning with a date to later be determined. OR*J MINUTE BOOK SALARY BOARD IMR LIMITED E1316649LD WASHINGTON COUNTY, PENNSYLANIA Moved by Mrs. Vaughan, seconded by Mr. Shober, approving the salaried employees' 2018 rates will reflect a 3% across the board increase effective retroactive to January 1, 2019. This is in accordance with the budget allotment assigned to each department. Salaried employees hired during 2018 are eligible to receive a 3% across the board increase on their anniversary date. It is the consensus of the Salary Board that any procedural errors 'in the 2019 salary schedule book may be corrected administratively by Human Resources.
