HomeMy WebLinkAboutCOMM - Meeting Minutes - PB 12-19-18 - 12-19-2018 - PRISON BOARD187 MINUTE BOOK PRISON BOARD WASHINGTON COUNTY, PENNSYLANIA IMR LIMITED E13166491,,r) Minute No. PB 12-19-18 December 19, 2018 The meeting of the Washington County Prison Board was held in the Washington County Correctional Facility,100 West Cherry Avenue, Washington, Pennsylvania, with the following members being present: Commissioners Larry Maggi, Diana Irey Vaughan; Harlan G. Shober, Jr.; Judge John DiSalle; Controller Mike Namie; and Sheriff Sam Romano. Absent from the meeting was District Attorney Gene Vittone. Also present: Warden Ed Strawn; Director of Administration Scott Fergus; Assistant District Attorney Dennis Paluso; Solicitor J. Lynn DeHaven; Finance Director Joshua Hatfield; Human Resources Acting Director Andrea Johnston; Chief Clerk Cindy Griffin; Administrative Assistant Joyce Thornburg; Executive Secretaries Joy Orndoff, Marie Trossman and Randi Marodi: and Observer -Reporter representative Barbara Miller. Mr. Maggi called the meeting to order at approximately 11:32 a.m. Mr. Maggi asked if there were any corrections, additions or omissions to Minute No. PB 11-14-18, dated November 14, 2018, each member having received a copy. It was moved by Mr. Vittone and seconded by Mr. Namie that Minute No. PB 11-14-18, be approved. The motion was carried unanimously with the Board signifying their approval by stating „Aye„ PUBLIC COMMENTS None. WARDEN'S REPORT Warden Strawn presented the following information to the Board: Income from Other Units for the Maintenance of Inmates for November 2018 Administrative Fee $12,193.52 Social Security $3,600.00 Tylenol/Medical Reimbursement $256.43 Monthly sub -total $16,049.95 Year-to-date grand total $174,826.79 Program Fees and Room and Board Income for November 2018 Billed Collected Work Release Inmates $24,009.60 $19,614.00 Weekend Inmates $1,175.00 $1,132.05 Monthly sub -total $25,184.60 $20,746.05 Year-to-date grand total $169,825.55 $162,918.45 Status of Inmates Confined at the End of November 2018 Full-time Inmates Work Release Inmates Weekend Inmates Unsentenced Inmates Awaiting Sentencing and/or Trial Total Inmates Examinations Performed by the Physician New Commitments Repeat Patients Medical Transports Performed by the Sheriff Contracted Housing Fee/Month Male 61 44 5 207 317 Male 43 Female 6 10 0 53 69 Female 29 Total 67 54 5 260 386 Total 72 9 63 28 $0.00 Warden Strawn recommended to the Board, on behalf of the Washington County Correctional Facility, to award the bid for linen supplies for the correctional facility to the following vendors for the per unit costs submitted in their bid: ATD-American Co., Wyncote, PA Harbor Linen, Marlton, NJ This contract will be effective January 1, 2019 through December 31, 2019, with the option to extend through December 31, 2020, at a yearly cost of approximately $30,000. This bid is being awarded to �9 MINUTE BOOK PRISON BOARD IMR LIMITED E1316649LD WASHINGTON COUNTY, PENNSYLANIA the lowest most responsive and responsible bidders meeting the specifications, and is contingent upon the Board of Commissioners' approval in the meeting to be held December 20, 2018. Warden Strawn recommended to the Board, on behalf of the Washington County Correctional Facility, to award the contract for the provision of HVAC maintenance and preventative maintenance to Scalise Industries Corporation, Lawrence, PA, who was the lowest most responsive and responsible bidder meeting requirements. Time and material repairs will be done on an as needed basis at the rates of between $104.50 and $164.65/hour emergency rate; and projects over $25,000, at the rate of $103.00 and $159.00/hour emergency rate. Material is priced at vendor's cost plus a 16-20% markup. This contract will be effective January 1, 2019 through December 31, 2020, with the option to extend for two additional one-year periods. The contract for Scalise Industries Corp., was approved in the Board of Commissioners' meeting held December 6, 2018, Minute No. 1072. Warden Strawn recommended to the Board, on behalf of the Washington County Correctional Facility, to approve the purchase from Johnson Controls ($30,300.00) our contract of record, for a new fire pump head and smaller jockey pump, and relief valve to replace failing units at the correctional facility. Capital has been recommended for the funding source. The purchase from Johnson Controls was approved in the Board of Commissioners' meeting held December 6, 2018, Minute No. 1072. Warden Strawn recommended to the Board, on behalf of the Washington County Correctional Facility, to approve the hiring of the following 10 applicants as part-time correctional officers and one part-time LPN: Anthony Cox Nina Forlini Danielle Sheraskey Thomas Valerio Kevin Sutton James Smith Morgan Malka Kailee Myers Taylor Bass Heather Flanegan Jennifer Kirkland (LPN) Warden Strawn recommended to the Board, on behalf of the Washington County Correctional Facility, to approve the termination of employees Captain Adrian Fletcher and Officer Lewis Huey. It was moved by Mr. Shober and seconded by Mrs. Vaughan, approving the Warden's Report. The motion was carried unanimously with the Board signifying their approval by stating "Aye". BILLS Mr. Namie presented to the Board for their consideration and approval of the bills dated December 19, 2018, in the amount of $171,329.23. It was moved by Mr. Namie and seconded by Mrs. Vaughan, approving the bills dated December 19, 2018. The motion was carried unanimously with the Board signifying their approval by stating "Aye". (See list of bills attached hereto and made a part hereof.) OLD BUSINESS None. NEW BUSINESS Warden Strawn called an executive session at approximately 11:33 a.m. regarding a personnel matter. Mr. Maggi reconvened the meeting at approximately 11:52 a.m. following the executive session.
