Minute No. PB 1-16-19 January 16, 2019
The meeting of the Washington County Prison Board was held in the 7th floor
conference room, Courthouse Square, Washington, Pennsylvania, with the following members being
present: Commissioners Larry Maggi; Diana Irey Vaughan; Harlan G. Shober, Jr.; Judge John DiSalle;
District Attorney Gene Vittone; Controller Mike Namie; and Sheriff Sam Romano. Also present:
Warden Ed Strawn; Solicitor J. Lynn DeHaven; Finance Director Joshua J. Hatfield; Assistant District
Attorney Dennis Paluso; Human Resources Acting Director Andrea Johnston; Chief Clerk Cindy Griffin;
Deputy Controller Cathy Sams; Administrative Assistant Joyce Thornburg; and Observer -Reporter
representative Barbara Miller.
Mr. Maggi called the meeting to order at approximately 11:31 a.m.
Mr. Maggi asked if there were any corrections, additions or omissions to Minute
No. PB 12-19-18, dated December 19, 2018, each member having received a copy.
It was moved by Mrs. Vaughan and seconded by Mr. Namie that Minute No. PB 12-19-18, be
approved. The motion was carried unanimously with the Board signifying their approval by stating
"Aye".

WARDEN'S REPORT
Warden Strawn presented the following information to the Board:

Warden Strawn recommended to the Board, on behalf of the Washington County Correctional
Facility, to approve entering into an agreement with Washington Physician Hospital Organization,
Inc., including the 2019 price list for the provision of healthcare services for the correctional facility.
This agreement provides for medical services to the inmates onsite at the correctional facility and
outpatient hospital visits and outpatient specialist care. The total annual cost is $92,868.00
($7,739.00 per month) for onsite primary care. Fees for outpatient services will be based on current
Medicare rates, with a $9,000 fixed monthly fee from which WPHO will pay all such claims. This

agreement for the correctional facility was approved in the Board of Commissioners' meeting held
January 3, 2019, Minute No. 1074.
Warden Strawn recommended to the Board, on behalf of the Washington County Correctional
Facility, to extend the current agreement with Good News Ministries for $3,000.00 per month,
totaling $36,000.00 per year, paid through the Inmate Welfare Account. This agreement is effective
January 1, 2019 through December 31, 2019.
It was moved by Mrs. Vaughan and seconded by Mr. Romano, approving the Warden's Report.
The motion was carried unanimously with the Board signifying their approval by stating "Aye".
BILLS
Mr. Namie presented to the Board for their consideration and approval of the bills dated
January 16, 2019, in the amount of $137,270.16.
It was moved by Mr. Namie and seconded by Mr. Shober, approving the bills dated
January 16, 2019. The motion was carried unanimously with the Board signifying their approval by
stating "Aye". (See list of bills attached hereto and made a part hereof.)

There being no further business, Mr. Maggi declared the meeting adjourned at approximately
11:34 a.m.
