January 15, 1980 The Annual Reorganization and monthly meeting of the Prison Board of the County of Washington met in the Commissioner's Conference Room at 11:35 a.m.' <'< with the following members being present: Commissioners, Mascara, Gilmore and Paluso, Sheriff Fazzoni and Acting Controller Stache. Absent were: District Attorney Costa and Judge Sweet. Also present was Warden Taylor. Meeting was called to order by Chairman Paluso. Chairman asked if there were any corrections, additions or omissions to Minute No. 24-P, each member having received a copy. Moved by Mr. Mascara, seconded by Mr. Gilmore, that Minute No. 24-P be approved as read. Roll call vote taken: Mr. Fazzoni - Yes; Mr. Stache - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes Mr. Paluso - Yes. Motion carried unanimously. REORGANIZATION Chairman Paluso advised the Board that since this is the first meeting of 1980, it is time to reorganize the Prison Board, and that he would like to take nominations for Chairman, Vice -Chairman and Secretary. Nominations were opened by Mr. Mascara. Mr. Mascara moved to appoint Sheriff Fazzoni as Chairman of the Prison Board for 1980. Said motion was seconded by Mr. Stache. Roll call vote taken: Mr. Fazzoni - Yes; Mr. Stache - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes; Mr. Paluso - Yes. Motion carried unanimously. Moved by Sheriff Fazzoni, seconded by Mr. Mascara, approving the appoint- ment of Mr. Stache as Vice -Chairman of the Prison Board for 1980. Roll call vote taken: Mr. Fazzoni - Yes; Mr. Stache - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes; Mr. Paluso - Yes. Motion carried unanimously. Moved by sheriff Fazzoni, seconded by Mr. Mascara, approving the appoint- ment of Mr. Gilmore as Secretary of the Prison Board for 1980. Roll call vote taken: Mr. Fazzoni - Yes; Mr. Stache - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes; Mr. Paluso - Yes. WARDEN'S REPORT Warden Taylor: Just to bring you up-to-date on the jail population, it is 88, 82 of which are our own and 6 are Federal prisoners. The weight machine which the county hadn't received in the last few months was delivered Monday, January 7, 1980, and Sheriff Fazzoni was present when it was installed and was quite impressed with the machine. The cost of the weight machine was $3,372.00. I would also like to report on our Inmate Commissary Account and bring you up-to-date through December 31, 1979. We have $2,058.74 left in the account after the purchase of the weight machine. The institutional pillows that Mr. Paluso recommended were delivered. the Prison Board decided to purchase 25 pillows quarterly instead of purchasing 100 at a time. This was the first shipment. Said pillows are non-flammable and meet the specifications required. Mr. Gilmore: Did we ever get the fire-resistent mattresses? Warden: Yes. Mr. Paluso: They're down there. 1 1 59 MINUTE B ®® K PRISON BOARD WASHINGTON COUNTY, PENNSYLVANIA ow Warden: We are going to California, Pennsylvania tomorrow, January 16, 1980, and I have it set up so that we can get 25 school desks free of charge that we need for our school program. JAIL RENOVATION Warden: The jail renovation will begin January 29, 1980. We have made arrange- ments at the prison, if we have to, to farm people out and the surrounding counties are award of this. However, I don't think it will come about that we will have to spend any money to farm people out. As it stands right now, I have talked this over with Mr. Paluso and one of the Judges so that they would know what's going on as to the renovation. Mr. Paluso: We are trying to rearrange, not the Federal prisoners they are the second means of making space down there, but some of the week -enders and work release people; and we have five (5) up for parole/probation on February 5, 1980.' So we're hoping this will make enough room to work on one range at a time. If not, Jay will have to farm out some prisoners which we get income from, which we are not real anxious to do. If it is necessary, that's what we'll have to do. NEW BUSINESS: Chairman: Do I hear a motion to pay the bills for the month of December, 1979? Moved by Mr. Mascara, seconded by Mr. Gilmore, that the bills for December, 1979, be approved. Roll call vote taken: Mr. Stache - Yes; Mr. Paluso - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes; Mr. Fazzoni - Yes. Motion carried unanimously. (Mr. Paluso then left the meeeting.) Chairman: Is there any further business before the Board? Warden: One more thing. The Annual Report will be ready for the next meeting.' Early statistics show that the average population of 1979 went up to 92 which is up 12 from 1978. So we are averaging 92 people per day. There being no further business before the Board, it was moved by Mr. Mascara and seconded by Sheriff Fazzoni, that the meeting be adjourned. Roll call vote taken: Mr. Stache - Yes; Mr. Gilmore - Yes; Mr. Mascara - Yes; Mr. Fazzoni - Yes. Motion carried unanimously. Meeting adjourned.
