Minute No. 2-P
Washington, Pa., February 13, 1980
The monthly meeting of the Prison Board of the County of Washington
met in the Commissioner's Conference Room at 11:35 a.m. with the following
members being present: Commissioners Mascara, Gilmore and Paluso, Sheriff
Fazzoni, Acting Controller Stache and Judge Sweet. Absent being: Acting
District Attorney Costa. Also present were Warden Taylor and Jon Stevens
of the Observer -Reporter.
Meeting was called to order by Chairman Fazzoni.
Chairman asked if there were any corrections, additions or omissions
to Minute No. 1-P, each member having received a copy.
Moved by Mr. Mascara, seconded by Mr. Paluso, that Minute No. 1-P
be approved as read. Motion carried by unanimous vote cast by the Board
signifying their approval by stating "Aye".
WARDEN'S REPORT
Warden Taylor reported that the schedule for the Jail renovation
has been changed and work has now been scheduled to begin February 22nd.
Remarks:
Mr. Paluso: We are talking about a six month delay since the contract was
supposed to be started. This gets into problems with the grant. We have asked
for an extension on the grant twice already, and now we have to ask for another
extension which could cost the County $90,000 in funds.
Judge Sweet: How long will this operation take when we start it, and will the
grant expire...?
Mr. Gilmore: Three months, and we are on borrowed time.
Mr. Paluso: We have not received an answer to our last request for an extension
on the grant. And the problem is what happens if they do not extend it - do
we cancel that contract?
Judge Sweet: Did we have an expression of time in the contract that it was of
the essence and not merely a formal date?
Mr. Paluso: I do not know what the wording was, but there was a starting date.
We will have to have Mr. Stache look over the contract.
Warden Taylor reported that on Monday, February llth, at 3:00 p.m.
a federal prisoner left the recreational area, climbed up to the cellblock roof
and threatened to jump off. He stated that the staff tried to talk him down
and one of the other prisoners finally tackled him and he was brought down.
He added that no injuries resulted.

Mr. Gilmore: Have you given any more thought to adding more chicken wire as
I suggested before when we had an incident?
Warden: Yes, we had some bids on that, but it was like $15,000 to $17,000,
and it kind of died there.
Chairman presented the bills for the month of January for approval
by the Board.
Moved by Judge Sweet, seconded by Mr. Fazzoni, approving payment

of the bills for the month of January, 1980.
Roll call vote taken:
Judge Sweet - Yes; Mr. Stache - Yes;
Mr. Paluso - Yes; Mr. Gilmore Yes;
Mr. Mascara - Yes; Mr. Fazzoni - Yes.
Motion carried unanimously.
NEW BUSINESS:
Discussion was held concerning sick calls from prisoners and
terminally ill prisoners, particularly a recent prisoner who has cancer.
Remarks:
Mr. Fazzoni: Carl Tucker was brought back here and has been in the hospital
a hundred times. He goes late at night, and I have to call two deputies to
take him... And I think any time we get a guy who is terminally ill we should
come and see you (Judge Sweet). I understand they went to the Judge that
committed him and he refused to let him out...
Judge Sweet: Initially there was an oral request made on the basis that he
was sick and I called Sam Rodgers at Frank's request and Sam agreed that if a
medical report was presented he would let the guy out, so we wouldn't be stuck
for extended treatment, and that is the last I have heard about it... Anytime
you have somebody that is sick that raises the question of whether or not he
ought to be released, you call me and let me deal with it from there with my
colleagues.
(Further discussion was held.)
Judge Sweet: I will look into this Carl Tucker situation. I will send a memo
down to the Chairman of the Board of Commissioners and you can give it whatever
circulation you want to.
Moved by Mr. Mascara, seconded by Judge Sweet, to adjourn the
meeting. Motion carried by unanimous vote cast by the Board signifying their
approval by stating "Aye".
