PRISON BOARD WASHINGTON COUNTY, PENNSYLVANIA

Minute No. 4-P
Washington, Pa., April 9,1980
The monthly meeting of the Prison Board of the County of Washington
met in the Commissioners Conference Room at 11:30 a.m, with the following
members being present: Commissioners Mascara, Gilmore and Paluso, Sheriff
Fazzoni, and Judith Costa, representing the Controller. Absent being: Judge
Sweet and Acting District Attorney Costa. Also being present: Administrative
Assistant Davis, Betty Gallo, Secretary, and Richard Brady, Director of Property
and Supplies.
Chairman called the meeting to order and asked if there were any
corrections, additions or omissions to Minute No. 3-P, each member having
received a copy.
Moved by Mr. Paluso, seconded by Mr. Mascara, that Minute No. 3--P
be approved as read. Motion carried unanimously by vote cast by the Board
signifying their approval by stating 'Aye'.
Moved by Mr. Gilmore, seconded by Mr. Mascara, approving payment
of the bills for the month of March, 1980. Motion carried by unanimous vote
cast by the Board signifying their approval by stating "Aye'.
New Business:
Chairman informed the Board of a letter from Dr. Erin McKinley
dated April 4, 1980, requesting a salary increase of $1,800 for his services
as physician at the jail.
Remarks:
Mr. Gilmore suggested that this matter be held in abeyance until August, 1980,
when Dr. McKinley's contract comes up for renewal.
Warden presented the following Costs Per Day to Feed Prisoners
in Other Counties, which Judge Sweet had requested.

Warden's Report
Warden reported that the new locking system should be completed
by June 14, with the crew working for 10 days on each range. Warden stated
there was a possibility that the County could finish the painting by letting
some of the prisoners do the painting.

Remarks:
Mr. Gilmore asked the Mr. Brady to see if the contractor would give us some
concession if we did the work ourselves.
Mr. Brady announced that there would be a meeting later today
concerning alleged safety violations at the jail.
Remarks:
Warden stated that some of the prisoners were putting up paper in their cells
to block the lights, and that the Fire Marshall felt this would be a fire E
hazard and suggested that some type of fire proof material be installed.
Warden added that the State Inspectors had failed to mention this when they
inspected the jail.
Mr. Brady questioned whether the jail building was under the City Fire Marshall'rs
authority or if the County adheres to the state.
Mr. Gilmore stated that the only official inspection he knew of was by the
Bureau of Prisons. He suggested that Solicitor DSalle be asked about this.
Warden suggested that the next Prison Board Meeting be held in the
j ail.
Meeting adjourned.
