Minute No. 5-P
Washington, Pa., May 14, 1980
The monthly meeting of the Prison Board of the County of Washington
met in the Jail at 11:40 a.m. with the following members being present:
Commissioners Mascara, Gilmore and Paluso, Sheriff Fazzoni, District Attorney
Bigi and Controller Stache. Absent being: Judge Sweet. Also present: Warden
Taylor.
Warden's Report
Warden Taylor reported a population of 87 prisoners at the Jail.
He also informed the Board that three female prisoners were being held for
Fayette County, one of which received a sentence of 84 days for writing bad
checks and the other for failing to appear. Warden stated that he had spoken
with Magistrate Cowell about taking care of the sentence so the County would
not have to pay. It was suggested by the Board that the Chairman contact
Magistrate Cowell to settle this matter.
Warden Taylor mentioned the escape on April 18th and explained that
the escape resulted from a malfunction in the electric locking system on one
particular door, which was not padlocked during the time of malfunction.
He stated that the escaped prisoner was apprehended on April 20th and taken to
Western Penitentiary.
Remarks:
Mr. Gilmore asked who was on duty at that time.
Warden Taylor stated that Sargeant Brezinski was on duty and has been reprimanded
which is on record.
Warden Taylor reported that two employees were suspended during the
past two weeks without pay - one for refusing a verbal order and the other for
sleeping on duty during the day.
Remarks:
Mr. Gilmore asked if the guards were working other jobs.
Warden Taylor stated that several of the guards are working at the parks as
Constables.
The Board agreed that this practice would have to stop.
The Warden mentioned the plumbing problems at the Jail.
(Mr. Paluso entered the meeting.)
Regarding the renovation, Warden reported that five ranges are
complete with four to go. He also noted that most of the painting has been
completed and invited the Board to inspect the completed work after today's
meeting.

Chairman mentioned the shakedown held at the Jail and that only two
spoons were found.
Moved by Mr. Gilmore, seconded by Mr. Bigi, approving payment of the
bills for the month of April, 1980. Motion carried unanimously by vote cast by
the Board signifying their approval by stating "Aye".
Meeting adjourned at 11:50 a.m.
