PRISON BOARD WASHINGTON COUNTY, PENNSYLVANIA

Minute No. 6-P
Washington, Pa., June 11, 1980
The monthly meeting of the Prison Board of the County of Washington
met in the Commissioners' Conference Room at 11:35 a.m, with the following
members being present: Commissioners mascara, Gilmore and Paluso, Controller
Stache and Sheriff Fazzoni. Absent being: District Attorney Bigi and Judge
Sweet. Also being present: Warden Taylor,and Deputy Sheriff Captain Fred
Johns.
Warden presented the bills for the month of May for the Board's
consideration and approval.
(Discussion was held regarding the high food bill and on solutions to reduce
it in the future).
Mr. Mascara suggested that the Warden discuss with the Purchasing Office the
possibility of coordinating the food purchases with the Health Center.
Moved by Mr. Mascara, seconded by Mr. Gilmore, approving payment of
the bills for the month of May, 1980.
Roll call vote taken:
Mr. Stache - Yes; Mr. Paluso - Yes;
Mr. Gilmore - Yes; Mr. mascara - Yes; Mr. Fazzoni - Yes.
Motion carried unanimously.
WARDEN'S REPORT
Warden stated that he and the Deputy Warden had inspected all the
doors, locks and each range involved in the Jail renovation, and that they had
found all the work to be satisfactory.
Warden reported the population of the jail as 105 prisoners with 5
females, 1 of which is from Fayette County, 4 Mexicans from the Federal
Immigration Service, and 3 federal prisoners. He also stated that no money was
spent to farm -out male prisoners during the renovation, but $1,239.50 was
spent to farm -out female prisoners for 67 prison days. Warden stated that
"''_• Fayette County had sent their one female prisoner to Washington, and that we
would hold her for 67 days for them and then bill them.
Warden reported that the Weekender Program, which was suspended for
a couple of weekends, was back in full swing again.
Discussion was held regarding the dangerous situation when prisoners
are taken in and out of the back door of the Jail.
Remarks:
Warden stated that an estimate was made of $4,000 to install,a steel door and
frame with a modern lock.

Mr. Stache stated there might be some funds left over from the Prison Renovation'
funds which could possibly be used for the door, if we don't have to pay it back'
to the State.
Moved by Mr. Mascara, seconded by Mr. Paluso, authorizing the Chief
Clerk to advertise for bids to repair or replace the back door of the Jail.
Motion carried unanimously by vote cast by the Board signifying their approval
by stating "Aye".
Warden stated that he had talked with Mr. Brady about lighting up the
Jail a little better. The Board suggested that new bulbs should be installed
in the existing sockets around the Jail.
Chairman stated that Warden Taylor has been appointed to the Board of
the Mental Health Association.
Chairman also stated that he had been informed by Ron Barshick, Director,
MH/MR, that Mayview Hospital would not take any emergency commitments at night.
Meeting adjourned at 12:05.
