Washington, PA., September 10, 1980
The monthly meeting of the Prison Board of the County of Washington
met in the Commissioners' Conference Room at 11:30 a.m. with the following
members being present: Commissioners Mascara, Gilmore and Paluso, Controller
Stache, Judge Gladden, District Attorney Biqi. Absent being: Sheriff Fazzcnl.
Assistant
Also being present: Chief Clerk Dallatore, Administrative^Davis; Linda Hands,
Secretary; Warden Taylor; Dan Chunko, Assistant District Attorney, Bob Robert-
son, Observer -Reporter.
Vice Chairman called the meeting to order and asked if there were
any corrections, additions or omissions to Minute No. P-P, each member having
received a copy.
Moved by Mr. Mascara, seconded by Judge Gladden, that Minute No 8-P
be approved as read. lotion carried unanimously by vote cast by the Board
signifying their approval by stating "Aye".
Old Business: Overpopulation at the Jail
Warden Taylor reported the Jail population of 101 prisoners with
3 Federal prisoners and 2 females.from Montgomery County.
Der. Mascara stated that he had sent a memo to the Courts regarding
the space problem that the Jail is having due to the over population of prison-
ers.
Warden Taylor stated that -the Jail population is 101, just four
short of full capacity and there will be Criminal Court coming up soon which
will cause some problems. Warden Taylor also stated that only five of the
101 inmates have been sentenced. The rest of the prisoners are awaiting dis-
position of the charges against them or are parole violators and prisoners who
have been sentenced to out -of -county prisons and are back here to await
post -conviction hearings.
Judge Gladden suggested that in reference to the large number of de-
fendants awaiting disposition of their cases, maybe some could he credited
with time already served and released on probation when they appear in court
for sentencing. He stated that he would bring up this matter with the other
members of the Court.

Warden's Report:
`warden Taylor stated that the State Inspector had submitted his report
on the Jail and recommended a study on the feasibility of lighting in each cell...
Warden Taylor reported that the County Jail physician, Erin A. Mc.?.inlev,'
has requested an increase from $1,000.00 to $1,150.00 per month, effective.
September 1, 1980.
Remarks:
Tyr. Gilmore stated thatthis is a reasonable amount for one yeax's' ser-
vice and recommended it be approved.

Controller Stache presented the bills for the month of August for the
Board's consideration and approval.
Moved by Mr. Gilmore, seconded by Mr. Stache, approving the payment of
bills for the month of August, 1980.
