HomeMy WebLinkAboutCOMM - Meeting Minutes - 12-P - 11-12-1980 - PRISON BOARD76 MINUTE BOOK PRISON BOARD WASHINGTON COUNTY, PENNSYLVANIA 1 1 Minute No. 12-P Washington, Pa., November 12, 1980 The monthly meeting of the Prison Board of the County of Washington met' in the Commissioners' Conference Room at approximately 11:35 a.m, with the followl- ing members being present: Commissioners Mascara, Gilmore and Paluso; District Attorney Bigi; and Sheriff Fazzoni. (Controller Stache later entered the meeting.) Absent being: Judge Sweet. Also being present: Chief Clerk Dallatore; Admini- strative Assistant Davis; Warden Taylor; Jim Felice of Felice Associates; Jim Klingensmith of S.E.I.U.; and Bob Robertson of The Observer -Reporter. Chairman Fazzoni requested the Board's decision as to what rate they wanted to pay the special deputies who worked at the Jail while the eight em- ployees were on suspension. Moved by Mr. Gilmore, seconded by Mr. Mascara, approving the rate of $35.00 per day for the special deputies as per above. Motion carried unanimously by vote cast by the Board signifying their approval by stating "Aye". Chairman Fazzoni informed the Board of four vacancies at the Jail which'' include Lou Matullo's position, Counselor, Captain and Clyde Gregg's position (who will be admitted to the hospital). The Board directed that Lou Matullo's position be posted and Clyde Gregg's position be filled temporarily. Warden's Report: Warden Taylor reported that the population is down to 78. The female prisoners have been farmed out to other counties. (Controller Stache entered the meeting.) Controller Stache presented the bills for the month of October to the Board for their consideration and approval. Moved by Mr. Gilmore, seconded by Mr. Fazzoni, approving the payment of bills for the month of October. Motion carried unanimously by vote cast by the Board signifying their approval by stating "Aye". Old Business: Suspension of Employees A brief discussion was held among the Board members, Jim Felice and Jim Klingensmith concerning the suspension of the eight employees. Moved by Mr. Gilmore, seconded by Mr. Mascara, adopting the following as the position of the Board in connection with the suspension of the eight employees: 77 MINUTE BOOK PRISON BOARD WASHINGTON COUNTY, PENNSYLVANIA BMWs rMaxons MQIJ12 • RIMMM..w. __ After consideration of the activities engaged in by h F the employees on October 30, 1980, in regard to the concerted sick-out at the Jail and realizing that this activity is not only in violation of the union contract but also the laws of the Commonwealth of Pennsylvania, it is the decision of the Prison Board, Salary Board and the Board of County Commissioners that those employees who were involved in the activities are suspended without pay from October 30th thru pay period ending November 14th; and that effective November 15th, said employees are reinstated to their positions. The Board would like to emphatically point out that any future activities of this nature will be dealt with by the most severe action as in accordance with the present union contract and Act 195. Motion carried unanimously by vote cast by the Board signifying their approval by stating "Aye". The Board directed that the Personnel Office send a letter to each of the eight employees involved notifying them of the above action taken by the Board.
