PRISON BOARD WASHINGTON COUNTY, PENNSYLVANIA

Washington, Pennsylvania
October 30, 1980
A Special Meeting of the Prison Board of the County of Washington was
held in the Commissioners' Conference Room at approximately 1:30 p.m. on Thursd
October 30, 1980, with the following members being present: Commissioners Mas-
cara, Gilmore and Paluso; Judge Sweet; Controller Stache; and Sheriff Fazzoni.
Absent being: District Attorney Bigi. Also being present: Chief Clerk
Dallatore.; Margaret Pennline, Personnel Director; Administrative Assistant Davis;:
Warden Jay Taylor; John Felice and John Riley of Felice Associates; and Marlene
Hohn, Deputy Court Administrator.
The meeting was called for the purpose of discussing the concerted action
and the willful withholding of services by the following eight (8) Jail employees:
(who were scheduled to work the 7:00 a.m. - 3:00 p.m. shift this date)

Don Lewis Richard Brezinski -
William Myers Russell Crupe
Mary Grady Alverta Denson
This matter came to the attention of County Commissioner Chairman Mascara by a
phone call from the Jail Warden at 5:30 a.m. on Thursday, October 30, 1980.
Based upon the urgency of the matter and the need for maintaining tight security
within the Jail, the meeting was hereby called to order.
A lengthy discussion followed.
After careful evaluation and review of this concerted action, the Board
considered the following options: (1) an injunctive relief to immediate discharge
according to the labor agreement with SEIU; or (2) a suspension without pay.
(Meeting recessed and reconvened.)
After further review of this matter and based upon extensive discussion
among the members of the Board, a motion was made by Mr. Stache and seconded by
Mr. Mascara to suspend the above -mentioned employees without pay pending a hearing
to show cause as to whether they should be terminated.
Roll call vote taken:
Judge Sweet - Yes; Mr. Paluso - Yes; Mr. Mascara - Yes;
Mr. Gilmore - Yes; Mr. Stache - Yes; Mr. Fazzoni - Yes.
Motion carried unanimously.
NOTE: It was agreed by all members of the Board that if any employee who was

working the 3:00 p.m. to 11:00 p.m. shift would walk off the job because
of the above action taken by the Board, they would automatically be
terminated.
Meeting adjourned at approximately 4:00 p.m.
