Minute No. 16-P

Washington, PA, March 18, 1981
The monthly meeting of the Prison Board of the County of Washington
met in the Commissioners' Conference Room at approximately 11:55 a.m, with
the following members being present: Commissioners Paluso and Mascara;
's
Sheriff Fazzoni and Controller Stache. Absent being:Commissioner Gilmore,
District Attorney Bigi and Judge Sweet. Also being present: Chief Clerk
Dallatore, Administrative Assistant Davis, Warden Taylor and Linda Hands,
Secretary.
Chairman called the meeting to order and asked if there were any
corrections, additions or omissions to Minute No. 15-P, each member having
received a copy.
Moved by Mr. Mascara, seconded by Mr. Fazzoni, that Minute No. 15-P
be approved as read. Motion carried unanimously by vote cast by the Board
signifying their approval by stating "Aye".
Warden's Report:
Warden Taylor reported that there was an incident at the Jail Sunday
when one of the prisoners who was on the work release program came into the
Jail and assaulted one of the Correctional Officers. Warden Taylor stated
that due to this incident, the prisoner would be revoked from the work release
program and would be charged with aggravated assualt.
Warden Taylor stated that the other counties have been notified of
the change in our per diem charge for Federal prisoners from $18.50 to $25.00.
Warden Taylor reported that there was a suicide attempt this morning
at the Jail. One of the Jail inmates was on the fourth floor and managed to
situate himself on the catwalk and was going to jump off the fourth floor.
Commissioner Mascara remarked that he had been informed that
approximately $32,000 per year is being spent for feeding the guards at the
Jail. Commissioner Mascara asked Warden Taylor about the policy for meals for
the correctional officers. Warden Taylor explained that some officers, de-
pending on their work shift, get two meals a day while other officers who work
the other shift only get one meal. A brief discussion followed. Mr. Paluso
suggested that the officers get one meal per shift, whether it be lunch or
dinner. The Board was in agreement.
A brief discussion was held on the matter of the contract negotiation'..

Controller Stache presented to the Board for their consideration and

approval the bills for the month of February. Moved by Mr. Mascara, seconded
by Mr. Fazzoni, approving.the payment of bills for the month of February. Motion.
carried unanimously by vote cast by the Board signifying their approval.by
stating "Aye".
Meeting adjourned at approxmately 12:10 a.m.
