HomeMy WebLinkAboutCOMM - Meeting Minutes - 24-P - 11-18-1981 - PRISON BOARDMINUTE BOOK PRISON BOARD WASHINGTON COUNTY, PENNSYLVANIA Minute No. 24-P Washington County Prison Board Washington, Pa., November 18, 1981 The monthly meeting of the Prison Board of Washington County met in the Commissioners' Conference Room of the Courthouse Square Office Buildimg at approximately 11:35 a.m. with the following members being present: Commissioners Paluso, Gilmore and Mascara, Judge Sweet (who later entered the meeting), Controller Stache, District Attorney Bigi and Sheriff Fazzoni. Also being present: Administrative Assistant Davis; Warden Oleski, Linda Hands, Secretary, and Barbara Senich of The Observer -Reporter. Controller Stache presented to the Board for their consideration and approval the bills for the month of October, 1981, Moved by Mr. Stache, seconded by Mr. Bigi, approving the payment', of the bills for the month of October. Motion carried unanimously by vote cast by the Board signifying their approval by stating "'Aye"'. Controller Stache presented to the Board the Jail's total receipts for the period of January thru October of 1981 and requested that said list of receipts be included as part of the Minutes. WASHINGTON COUNTY PRISON January $ -0- February $ 5,627.10 March $ 4,120.50 April $ 4,987.50 May $ 1,667.00 June $ 1,514.00 July $ 9,689.50 August $ 4,993.50 September $ 3,373.00 October $ 3,741.50 TOTAL RECEIPTS $39,713.60 Warden Oleski brought to the Board's attention the matter of an outstanding bill dated June of 1980 from the Fayette County Prison in reference to their County Jail housing some of our prisoners. Warden Oleski noted that the amount due was in the area of $57.00 and that for this small amount, it should be paid. Moved by Mr. Mascara, seconded by Mr. Gilmore, that the foregoing bill from the Fayette County Prison be approved for payment. Motion carried unanimous-' ly by vote cast by the Board signifying their approval by stating "Aye". Warden Oleski stated that he is preparing to send to the Bureau of Corrections an answer' with reference to the recent inspection at the Jail. Warden Oleski also noted that the gutter portion of the stairs in the Jail is being repaired. Some discussion followed. (Sheriff Fazzoni left the meeting.) (Judge Sweet entered the meeting.) MINUTE BOOK PRISON BOARD WASHINGTON COUNTY, PENNSYLVANIA Warden Oleski reported that the Jail population is 93 with the following breakdown: 1i 44 - sentenced prisoners 49 - unsentenced prisoners 78 - County prisoners 2 - Allegheny County prisoners 1 - Montgomery County prisoner 4 Federal prisoners 7 - females 1 - out on drug rehabilitation Judge Sweet brought up the matter of a serious problem at the Jail with respect to the lack of a monitor to keep track of prisoners who are sentenced to serve weekends; this posi-', tion was formerly held by a social worker who acted as a counselor to the prisoners. He `stated that an alternative would be to eliminate the weekend sentences. Both Mr. Mascara and Mr. Bigi disagreed with eliminating the program. Discussion followed. It was noted that the Prison Board does not have the power to hire someone for this position. Commissioner Gilmore suggested, d the idea of having someone from the Court Administrator's Office to handle this function but Judge Sweet did not agree. Judge Sweet suggested that the Board consider a motion to recommend that this position be reactivated. t Moved by Mr. Stache, seconded by Mr. Bigi, that the Prison Board recommend that the foregoing position at the Jail be reactivated. Roll call vote taken: Judge Sweet - Yes; Mr. Stache - Yes; Mr. Paluso - Yes; Mr. Gilmore - No; Mr. Mascara - No; Mr. Bigi - Yes. Motion carried. J Meeting adjourned at approximately 12:00 Noon.
