HomeMy WebLinkAboutCOMM - Meeting Minutes - 27-P - 2-10-1982 - PRISON BOARD102 MINUTE BOOK PRISON BOARD WASHINGTON COUNTY, PENNSYLVANIA Minute No. 27-P 7 Washington County Prison Board Washington, PA, February 10, 1982 The monthly meeting of the Washington County Prison Board met in the Commissioners' Conference Room at approximately 11:40 a.m. with the following members being present: Commissioners Paluso, Gilmore, Controller Beharry and Judge Sweet. Absent being: Commissioner Mascara, District Attorney Bigi and Sheriff Fazzoni. Also being present: Chief Clerk Dallatore, Administrative Assistant Davis, Linda Hands, Clerk -Steno II and Byron Smialek of the Observer - Reporter. Vice -Chairman Paluso called the meeting to order; and asked if there were any corrections, additions or omissions to Minute No. 26-P, each member having received a copy. Moved by Mr. Gilmore, seconded by Miss Beharry, that Minute No. 26-P be approved as read. Roll call vote taken: Judge Sweet - Yes; Miss Beharry - Yes; Mr. Gilmore - Yes; Mr. Paluso - Yes. Motion carried unanimously. Warden's Report: Warden Oleski reported that the Jail population is 112 with the follow-' s ing breakdown: Sentenced prisoners 51 Unsentenced prisoners 61 Total 112 Breakdown: Allegheny County 1 Federal 5 Females - Washington County 4 Females - Montgomery County 5 Weekenders 16 Work release 3 Total Washington County 101 Judge Sweet questioned the reason for sending female prisoners from Montgomery County to our County Jail. Warden Oleski stated that the reason for this is that Montgomery County is in the process of building an institution to house females which will not be completed until mid -summer; and in the meantime, they fly the female prisoners with their own planes to the Washington County Airport. Discussion followed. 103 MINUTE B O❑ K PRISON BOARD WASHINGTON COUNTY, PENNSYLVANIA Warden Oleski discussed the situation whereby a female prisoner, who R was on drugs, was slated for Eagleville after being evaluated by MH/MR. She t appeared before Judge Bell for sentencing and wasn't in very good shape. The Sheriff had a problem with her enroute to and from MH/MR. Warden Oleski stated that it is his understanding that she will be committed to Mayview for evaluation!. The Board further discussed this matter and the matter of housing criminally insane women. Warden Oleski brought up the matter of the overtime situation. Warden Oleski explained that on the Salary Board Reorganization table he was short one position. He -had 22 permanent Correctional Officers before and the new table of organization reflects only 21. Warden Oleski explained that Correctional Officer: ;Waltz is off on sick leave without pay for an extended period and as of February 1, Corrine Yaros,a permanent Correctional Officer, retired. He further explained that Sargent Ross is off with an extended illness. Warden Oleski also noted that' Correctional Officer Myers was hurt in a scuffle and will be off for a few more weeks due to a break in his leg. Correctional Officer MaGruda was off for some testing and is in the Mon Valley Hospital. Warden Oleski stated that this would leave him needing some overtime to man the shifts. A discussion followed. Warden Oleski stated that he had received word from Flo Garcia that the bids for the gas stoves would be going out for bids soon. He stated that the Jail is in need of these due to the fact that the State Inspectors cited the Jail' during the recent inspection. Warden Oleski noted that Richard Glance, County Architect, had been in the Jail with the contractor to give some ideas on the installation of the new back door at the Jail. A brief discussion followed on the Jail renovation pro- ject and the funding thereof. Miss Beharry questioned Warden Oleski on the up -date of the rape inci- dent that was discussed at the last meeting. Judge Sweet stated that they did have a Central Magistrates hearing and all parties involved had been held for Court. Judge Sweet also stated that they will be tried in the March Term. Further discussion followed. BILLS Controller Beharry presented to the Board for their consideration and approval the bills for the month of January ($15,762.43). Miss Beharry noted that on the bill from the Washington Hospital ($2,169.30) she wasn't sure if it was correct or if it reflected any reimbursable money for a prisoner from Mont- gomery County. Warden Oleski informed Miss Beharry that Montgomery County does take care of their medical bills. Some discussion followed. Controller Beharry <. stated that she would contact the Sheriff in regard to invoicing. 1 E 104 MINUTE BOOK PRISON BOARD WASHINGTON COUNTY, PENNSYLVANIA . rrmrr wwur;►r• r Miss Beharry noted that there are some outstanding invoices from Decem-' ber and January without purchase orders because of a problem at the Jail. She stated that she has discussed this matter briefly with people at the Jail, at the garage and the Health Center in terms of their emergency needs and not having purchase orders and how we can rectify that situation. Moved by Mr. Gilmore, seconded by Judge Sweet, approving the payment of bills for the month of January, 1982. Roll call vote taken: Judge Sweet - Yes; Miss Beharry - Yes; Mr. Gilmore - Yes; Mr. Paluso - Yes. Motion carried unanimously. Meeting adjourned at approximately Noon.
