PRISON BOARD WASHINGTON COUNTY, PENNSYLVANIA

Washington County Prison Board
Washington, Pa., March 31, 1982
A Special Meeting of the Prison Board of Washington County was held in the Commissioners'`
Conference Room of the Courthouse Square Office Building at approximately 11:30 a.m. with the
following members being present: Judge Sweet, Commissioners Mascara,.Gilmore and Paluso, Sheriff
Fazzoni and Controller Beharry. Absent being: District Attorney Bigi. Also being present:
'Warden Oleski, Chief Clerk Dallatore, Administrative Assistant Davis, Linda Hands, Clerk -Steno II'
and Lou Lignelli, Acting Director of Property & Supplies. This special meeting was requested by
Judge Sweet in order to discuss the rape incident of January 8th and actions relating thereto.
Chairman Mascara called the meeting to order and noted that on page 105 of the last
minutes (4th paragraph), it should read "Uniform Sentencing Act" instead of "Uniform Firearms
Act". Moved by Mr. Paluso, seconded by Sheriff Fazzoni, that Minute No. 28-P be approved, as
'corrected. Motion carried unanimously by the Board signifying their approval by stating "Aye".
Old Business:
Chairman Mascara asked Warden Oleski about the status of the back door at the Jail.
Warden Oleski reported that the new door has been installed but that the electrical locking device
has not been installed yet.
Commissioner Paluso suggested that the Board defer from any routine items and discuss
only the matter as requested by Judge Sweet.
Judge Sweet asked for a unanimous consent to go into executive session on a personnel
:matter. There being no representative of the news media present, the Board unanimously consented
to go into executive session as requested by Judge Sweet.
(Controller Beharry and Lou Lignelli entered the meeting.)
A lengthy discussion followed. Judge Sweet recommended that the Board appropriate disci-
plinary action against the two guards who were on the night shift during which the rape incident
occurred.
Moved by Judge Sweet, seconded by Sheriff Fazzoni, that the Board take appropriate action
in the instance of the two guards who were on the night shift of January 8th.
More discussion followed.
Roll call vote taken:
Mr. Gilmore - Yes; Mr. Paluso - Yes; Mr. Mascara - Yes;
Judge Sweet - Yes; Sheriff Fazzoni - Yes; Miss Beharry - Yes.
Motion carried unanimously.
More discussion was held. The Board briefly discussed the alternatives of the "appro-
priate disciplinary action". Referring to the Jail labor contract (Article V - Management Rights),
Judge Sweet stated that he felt the "standards of service" were not met by the guards. More
discussion followed. Commissioner Gilmore suggested that the Board conduct a "factual inquiry"
with the guards in attendance. The Board was in agreement to conduct this "factual inquiry" at
4:30 p.m, on Wednesday, April 7, 1982.

Judge Sweet and Warden Oleski reported to the Board on the alleged assault claimed by
inmate Bruce Kenneth Gaito who claimed he was assaulted in his cell during the weekend of
'March 27th-28th. Some discussion followed. It was noted that from the investigation, the alle-
gation was false.
Meeting adjourned at approximately 12:35 p.m.
