HomeMy WebLinkAboutCOMM - Meeting Minutes - 29-P - 4-18-1982 - PRISON BOARD110 PRISON BOARD Minute No. 29-P MINUTE B❑❑ K WASHINGTON COUNTY, PENNSYLVANIA Washington County Prison Board Washington, PA, April 14, 1982 The monthly meeting of the Prison Board of Washington County met in the Commissioners' Conference Room at approximately 11:50 a.m. with the following members being present: Commissioners Paluso, Gilmore and Mascara, Sheriff Fazzoni and Controller Beharry. Absent being: Judge Sweet and District Attorney Bigi. Also being present: Chief Clerk Dallatore, Administrative Assistant Davis, Marge Pennline, Personnel Director; Lou Lignelli, Acting Director of Property & Supplies; Warden Oleski, Linda Hands, Clerk -Steno II and Byron Smialek of The Observer -Reporter. Chairman Mascara called the meeting to order and asked if there were any corrections, additions or omissions to Minute No. 28-P, each member hav- ing received a copy. Moved by Mr. Gilmore, seconded by Controller Beharry, that Minute No. 28-P be approved as read. Motion carried unanimously by the Board signifying their approval by stating "Aye". Warden's Report: Warden 0leski reported to the Board that the Jail population is 123 with the following breakdown: Sentenced prisoners . . . . . . . . . . . . . 67 Unsentenced prisoners . . . . . . . . . . 56 Females . . . . . . . . . . . . . . . . . 6 Work Release (8 males 2 females) . . . . . 10 Weekenders (16 males 3 females). . . . . . 19 Federal holdovers . . . . . . . . . . . . . 1 Allegheny Co. holdovers . . . . . . . . . . . 1 Westmoreland Co. holdovers. . . . . . . . . . 3 Inmates housed in other institutions. . . . . 3 (Robert Mack, Bruce Gaito, Steve German) TOTAL 123 March Average Daily Population 109 Commissioner Gilmore stated that he received a phone call from Sgt. Brezinski (Union Steward) requesting that he be permitted to attend the Special Meeting (Factual Inquiry) that was going to be held this afternoon. The Board consented to this request. Warden Oleski presented to the Board a petition that was left on his desk Monday morning. Warden Oleski stated that this was a petition filed by the prisoners concerning the action being taken with the guards at the Jail. A brief discussion was held. Warden Oleski reported that an inmate (Glassman who had previously fallen down the steps at the Jail) had been brought back to the County for a re 111 MINUTE BD®K PRISON BOARD WASHINGTON COUNTY, PENNSYLVANIA �iOiii •IIIIR{NN ��Ys�' duction in his sentencing and that his return to Camp Hill was delayed due to an accident involving a picnic table. Warden Oleski brought up the matter of overtime payment for the Correctional Officers who were interviewed by the District Attorney's Office and the Correctional Officers who were requested to be present at the Special Meeting this afternoon. Discussion followed. Mr. Mascara stated that this sit- uation could be taken care of at the Salary Board Meeting tommorrow. Controller Beharry reported that the Prison bills were very high this month - $25,620.48 and reflect certain payments from back in December and January in which they are catching up on the paperwork. Controller Beharry i stated that these bills also reflect payments to Washington Hospital. Controller Beharry then presented to the Board the following table showing the cost of main- tenance for prisoners: OUTSTANDING REIMBURSEMENTS Reimbursable March Medical Payment Reimbursable March Maintenance Total Outstanding Reimbursement Medical Outstanding Reimbursement Maintenance Total $4,372.95 5,868.75 10,241.70 2,235.20 2,594.00 4,829.20 Medical Outstanding Reimbursements 6,608.15 Maintenance Outstanding Reimbursements 8,462.75 Total $15,070.90 Controller Beharry explained that this would reflect both medical and maintenance for the month and all the outstanding reimbursements to date. She stated that this would give the Board some idea of what money is owed to the- County for services performed for other Counties either in the Jail or for main taining prisoners. Controller Beharry presented to the Board for their consideration and approval the bills for the month of March, 1982. Moved by Mr. Gilmore, second- ed by.Mr. _Fazzoni, approving the payment of the bills for the month of March. Motion carried by the Board signifying their approval by stating "Aye". Mr. Paluso voted NO on the payment of the bills.* Chairman Mascara presented to the Board an Agreement with Dr. Dennis Davis as physician at the Jail for the sum of $1,300.00 per month, retroactive to April 5, 1982. (Replacing Dr. Erin McKinley). Moved by Mr. Fazzoni, seconded by Mr. Gilmore, approving the fore- going Agreement. * Some discusssion was held concerning the $40.00 invoice for 4 haircuts for the inmates who appeared in Court. t 112 Ul 1 1 MINUTE B110K PRISON BOARD WASHINGTON COUNTY, PENNSYLVANIA Controller Beharry reported that she sent the letter to Dr. Cohen as requested by the Board concerning his invoice in the amount of $250.00. Dr. Cohen indicated to Miss Beharry that his contract had never been cancelled and felt he was entitled to this sum not only in 1981 but also in 1982. However,; Miss Beharry noted that Dr. Cohen further indicated that because he was hurt and could no longer perform the functions, he was not pulling teeth. Miss Beharry noted that the County does not have anything in writing with Dr. Cohen. No action was taken to approve payment to Dr. Cohen. Controller Beharry also informed the Board of an invoice in the amount of $25.00 from Dr. Weller (who is extracting teeth instead of Dr. Cohen) for an extraction ($15.00) and a broken appointment ($10.00). Some discussion followed. Chairman Mascara requested that the Jail notify the dentist of any broken appointments, if at all possible. Chairman Mascara directed that the ex- traction be paid and that the broken appointment be withheld and suggested that Controller Beharry contact Dr. Weller in this regard. Moved by Mr. Gilmore, seconded by Mr. Fazzoni, that the meeting adjourn. Motion carried unanimously by the Board signifying their approval by stating "Aye".
