HomeMy WebLinkAboutCOMM - Meeting Minutes - 30-P - 5-12-1982 - PRISON BOARD113 MINUTE BOOK PRISON BOARD WASHINGTON COUNTY, PENNSYLVANIA Minute No. 30-P Washington County Prison Board s Washington, Pa., May 12, 1982 The monthly meeting of the Prison Board of Washington County met in the Commissioners' Conference Room at approximately 12:00 Noon with the following members being present: Judge Sweet, Commissioners Mascara, Gilmore and Paluso and Controller Beharry. Absent being: Sheriff' Fazzoni and District Attorney Bigi. Also being present: Warden Oleski, Chief Clerk Dallatore and Bryon Smialek of The Observer -Reporter. Chairman Mascara called the meeting to order and asked if there were any corrections, additions or omissions to Minute No. 29-P, each member having received a copy. Controller Beharry requested that the minutes reflect (on page 109 third paragraph) the word "they" as meaning the Jail and not the Controller's Office in reference to catching up on the paperwork for the prison bills. Moved by Miss Beharry, seconded by Mr. Gilmore, that Minute No. 29-P be approved, as corrected. Motion carried unanimously by the Board signifying their approval by stating "Aye". Bills Controller Beharry presented to the Board for their consideration and approval the bills for the month of April, 1982. Moved by Mr. Gilmore, seconded by Miss Beharry, approving the payment of the bills for the month of April. Motion carried unanimously by the Board signifying] their approval by stating "Aye". Controller Beharry noted that out of those invoices totaling $29,149.06, approximately $13,710.00 was paid to Western Pa. Hospital and Washington Hospital for inmate Bruce Gaito. Judge Sweet explained that he had sent this inmate to the hospital at Western Penn and the officials there (without the knowledge of anyone in our County) sent him to West Penn Hospital. Some discussion followed. Warden Oleski distributed to the Board members a copy of an article which appeared in the Pittsburgh Post Gazette which was a Notice to Provide Uncompensated Services by Braddock General Hospital located in Braddock, Pennsylvania. Chairman Mascara brought up the matter of a letter dated May 5, 1982, from Sheriff Fazzoni concerning inmate Robert Snyder who had a razor blade in his cell. A brief discussion followed. Judge Sweet indicated that this is a matter for the Warden. Warden Oleski informed the Board of two grievances filed - one in reference to a manage- ment person being assigned to yard duty and the other concerning the institution of an overtime record. Warden Oleski reported to the Board on the hospitalization of Deputy Warden Poland and Captain Phillips. The Board briefly discussed the matter of the $40.00 payment to the barber for four hair- cuts which was approved at last month's meeting. Controller Beharry assured the Warden that the; invoice is_in.the process_, of being._paid. 114 MINUTE BOOK PRISON BOARD WASHINGTON COUNTY, PENNSYLVANIA Controller Beharry reported to the Board that Dr. Weller has agreed to forego the $10.00 due for a broken appointment but has requested that the Jail notify him in the future of any cancellations. A lengthy discussion was held on the matter of medical coverage for the prisoners. Moved by Miss Beharry, seconded by Judge Sweet, that the Warden obtain from each prisoner upon admittance to the Jail the necessary hospitalization/medical coverage information and that this information be included on the inmate's admittance card; said information to be passed on to' the deputy who takes an inmate to the hospital should the need arise. Motion carried unanimously by the Board signifying their approval by stating "Aye". Discussion was held on the new table of organization for the Jail and the Counselor position. Chairman Mascara directed that the Warden work on his table of organization and that Mrs. Pennline, Personnel Director, begin interviewing for the Counselor position. Chairman Mascara also directed that Judge Sweet and Commissioner Paluso interview the applicants and make a recommendation to the Board.
