HomeMy WebLinkAboutCOMM - Meeting Minutes - 31-P - 6-9-1982 - PRISON BOARD1 1 1 MINUTE BOOK PRISON BOARD WASHINGTON COUNTY, PENNSYLVANIA Minute No. 31-P i Washington County Prison Board Washington, PA, June 9, 1982 The monthly meeting of the Washington County Prison Board met in the Commissioners' Conference Room at approximately 11:40 a.m. with the following members being present: Commissioners Paluso and Gilmore, Controller Beharry, and Deputy Sheriff Ferdel Littleton. Absent being: Judge Sweet, Commissioner Mascara and District Attorney Bigi. Also being present: Chief Clerk Dallatore, Administrative Assistant Davis, Linda Hands, Clerk -Steno II and Byron Smialek, Observer -Reporter, Don Hopey, Pittsburgh Press. Vice-chairman Paluso called the meeting to order and asked if there were any correcitons, additions or omissions to Minute No. 30-P, each member having received a copy. Moved by Mr. Gilmore, seconded by Controller Beharry, that Minute No. 30-P be approved as read. Bills Roll call vote taken: Miss Beharry - Yes; Mr. Littleton - Yes; Mr. Gilmore - Yes; Mr. Paluso - Yes. Motion carried unanimously. Controller Beharry presented to the Board for their consideration and approval the bills for the month of May, 1982. Controller Beharry noted that out of the invoices totaling $22,778.89, approximately $9,036.92 was paid to Washington Hospital for medical reasons. Controller Beharry noted that there are no medical reimbursements for the month of May. Controller Beharry stated that there are two (2) bills that the Board would be voting on that still need some itemization -- a $695 invoice for surgery on someone's ankle and $325 in dental billings. Discussion followed.` Controller Beharry stated that the medical bills are being watched very carefully in the Controller's Office and that the bills were reduced by approxi- mately $2,500 when their office realized that one inmate had Blue Cross/Blue Shield coverage and another was eligible for Medicare. Deputy Warden Poland stated that one of the prisoners (Phillips) who came in with a broken leg in 3 places has been in the hospital a couple of times. Controller Beharry added that he did have surgery ($695 invoice). Deputy Warden Poland noted that there will be more medical bills on this prisoner. Some dis- cussion followed on whether or not this prisoner should have been examined before his admittance to the Jail. 117 MINUTE BOOK PRISON BOARD WASHINGTON COUNTY, PENNSYLVANIA Moved by Mr. Gilmore, seconded by Miss Beharry, approving the payment of the bills for the month of May. Roll call vote taken: Miss Beharry - Yes; Mr. Littleton - Yes; Mr. Gilmore - Yes; Mr. Paluso - Yes. Motion carried unanimously. Controller Beharry then presented to the Board the following Outstanding Reimbursements: Reimbursable May Medical Payment -0- Reimbursable May Maintenance $3,921.25 Total $3,921.25 Outstanding Reimbursements Medical 435.00 Outstanding Reimbursements Maintenance $1,453.50 Total $1,888.50 Medical Outstanding Reimbursements 1 435.00 Maintenance Outstanding Reimbursements $5,374.75 Total $5,809.75 Warden's Report: Deputy Warden Poland reported to the Board that there was an incident at the Jail whereby a man had impersonated a Correctional Officer from Allegheny County Jail in order to see his wife. Deputy Warden Poland reported that this man was arrested. Some discussion followed. Deputy Warden Poland reported to the Board that the Jail population is 109 with the following breakdown: Unsentenced prisoners 45 Sentenced prisoners 64 Females 7 Work release prisoners 4 Weekenders 16 Men 1 Female Federal Holdovers 5 Fayette County Holdovers 1 Female Allegheny County Holdovers 2 Westmoreland County Holdovers 3 Average Daily Population for May 95 Deputy Warden Poland reported to the Board that two (2) prisoners at the Jail were observed trying to get out of the yard by breaking the wire on the fence located around the yard. Poland stated that they will be restricted from the yard. Some discussion followed.
