HomeMy WebLinkAboutCOMM - Meeting Minutes - 33-P - 7-14-1982 - PRISON BOARD121 MINUTE B❑❑K PRISON BOARD WASHINGTON COUNTY, PENNSYLVANiA Minute No. 33-P Washington County Prison Board Washington, Pa., July 14, 1982 The monthly meeting of the Washington County Prison Board met in the Commissioners' Con- ference Room at approximately 11:40 a.m. with the following members being present: Judge Sweet,'; Commissioners Mascara and Paluso, Controller Beharry and Deputy Sheriff Littleton. Absent being. Commissioner Gilmore who was out of town and District Attorney Bigi. Also being present: Chief; Clerk Dallatore, Administrative Assistant Davis, Acting Warden Poland, Linda Hands, Clerk -Steno II, and Don Hopey of The Pittsburgh Press. Chairman Mascara called the meeting to order and asked if there were any corrections, additions or omissions to Minute Nos. 31-P and 32-P, each member having received copies. Moved by Judge Sweet, seconded by Mr. Littleton, that Minute Nos, 31-P and 32-P be approved as read. Motion carried unanimously by the Board signifying their approval by stating "Aye". Warden's Report Acting Warden Poland reported to the Board that one of the inmates had to be taken to the hospital due to a heart attack; he is in satisfactory condition. Mr. Poland stated that they have started issuing new MMPI tests on all new Washington County commitments so that those tests are on record. Mr. Poland also reported that he has instituted a new schedule for the Correctional Officers which consists of overlapping shifts; he went on to explain the new schedule. He noted that this new schedule represents a savings on some manpower. Some discussion followed. Chairman Mascara questioned the Warden on the status of the per diem employees. Acting Warden Poland stated that all of the per diem employees are working out fine and that there are no manpower problems. Controller Beharry questioned Mr. Poland on the new table of organization which was to be developed for the Jail. Mr. Poland stated that he had been in contact with Lou Lignelli in this regard. Some discussion followed. Discussion was also held on the matter of the Counselor posi- tion at the Jail. Mr. Poland stated that he felt that a C.O. I could handle this job (on a 65- hour week). Chairman Mascara directed Mr. Poland to meet with the Personnel Director concerning:. this position and come up with a recommendation. Judge Sweet brought up the matter of Obed Lewis being promoted to the rank of Sergeant by his bidding on this position. Judge Sweet noted that Mr. Lewis had been reprimanded for not reporting the rape incident at the Jail to the proper personnel. Controller Beharry questioned the practice of promoting a person who had recently been reprimanded. Judge Sweet requested that the record show that he objects very vigorously to promoting a person who has just been repri- manded and whose shortcomings were, in part, responsible for frustrating the investigation. Discussion followed. Moved by Judge Sweet, seconded by Miss Beharry, that it is the Board's policy in this matter that a person who has immediately been reprimanded officially for shortcoming not be pro-: moted at the first opportunity. Motion carried unanimously by the Board signifying their appro-s; val by stating "Aye". IJ 1 11 122 MINUTE B O O K PRISON BOARD WASHiNGTON COUNTY, PENNSYLVANiA z Acting Warden Poland reported to the Board that as of July 15, 1982, he is suspending all contact visits at the Jail and that any contact visits will be on a set pattern. He felt that this would cut down on contraband at the Jail. r He noted that this had been a policy under former, Warden Taylor's administration. Acting Warden Poland reported to the Board that the Jail population is 110 with the following breakdown: Unsentenced Prisoners 40 Sentenced Prisoners 70 Females 7 Work -Release Prisoners 7 Weekenders 20 Men 2 Female Federal Prisoner Holdovers 5 Fayette County Holdovers 1 Female Allegheny County Holdovers 3 Westmoreland County Holdovers 5 Average Daily Population for June 96 Controller Beharry questioned Acting Warden Poland on the status of the per diem employee who was not being used further at the direction on the District Attorney on July 9th. Discussion+ followed. Chairman Mascara stated that there is an investigation into this matter and that the District Attorney will report to the Board at the next meeting or sooner if necessary. It was noted that the Board supports the temporary action taken in this matter in light of an investiga- tion. Prison Bills Controller Beharry presented to the Board for their consideration and approval the bills for the month of June, 1982, totaling $13,885.91. Miss Beharry also noted that there is approximately $17,000 of unpaid medical bills for the Jail budget. It was noted that a Supplemental Budget Appropriation Request for the Jail was being prepared for consideration at the Commissioners' Meeting to be held tomorrow. Some discussion was also held on any possible hospital bills for inmate Larry Phillips who came into the Jail with a broken leg. Moved by Mr. Paluso, seconded by Judge Sweet, approving the payment of bills for June, 1982. Motion carried unanimously by the Board signifying their approval by stating "Aye". Controller Beharry informed the Board of the following Outstanding Reimbursements: Reimbursable June Medical Payments 164.00 Reimbursable June Maintenance 7,917.00 Total 8,081.00 Outstanding Reimbursement Medical -0- Outstanding Reimbursement Maintenance 1,165.50 Total 1,165.50 Medical Outstanding Reimbursements 164.00 Maintenance Outstanding Reimbursements 9,082.50 Total 9,246.50 123 PRISON BOARD WASHINGTON COUNTY, PENNSYLVANIA Controller Beharry brought to the Board's attention an invoice in the amount of $2.00 for a telephone bill for a prisoner. A brief discussion followed on the matter of the prisoners' 3 use of the phone. Chairman Mascara directed that Acting Warden Poland keep a watch on this matter.
