Minute No. 34-P 1 Washington County Prison Board Washington, Pa., August 11, 1982 The monthly meeting of the Washington County Prison Board met in the Commissioners' Conference Room at approximately 11:30 a.m. with the following members being present: Commissioner Gilmore, Controller Beharry, Deputy Sheriff Littleton and District Attorney Bigi. Absent being: Judge Sweet, Commissioners Mascara and Paluso. Also being present: Chief Clerk Dallatore, Acting Warden Poland, Administrative Assistant Davis; Linda Hands, Clerk -Steno II; and Bryon Smialek of The Observer -Reporter. Secretary Beharry called the meeting to order (due to the fact that the Chairman and Vice -Chairman were absent) and asked if there were any corrections, additions or omissions to Minute No. 33-P, each member having received a copy. Moved by Commissioner Gilmore, seconded by Deputy Sheriff Littleton, that Minute No. 33-P be approved as read. Motion carried unanimously by the Board signifying their approval by stating "Aye". Warden's Report: Acting Warden Poland reported to the Board on the following new forms and procedures which he has instituted at the Jail: Mr. Poland explained that there are log sheets that each member of the staff must complete for each shift each day which report the work that they did. Some discussion followed. Mr. Poland reported that he has sent motivational letters to all the Correctional Officers. He has put a Control Board (chart showing where every prisoner is located in the Jail) on the 4th floor which will be in addition to the one on the 1st floor. A brief discussion followed. He has devised a doctor slip form whereby each inmate must sign the form and give the reason why he wants to see the doctor. Mr. Poland explained that there will be a daily population sheet. Also, all monies coming into the Jail will be accounted for; this will include week- enders, work release, other counties, etc., and all monies will be turned into the Treasurer's Office. Mr. Poland also explained that there will be a:headcount sheet which will be made every night on the midnight shift. This sheet will show where each and every prisoner is in the Jail; there will be no switching of prisoners' cells. Mr. Poland reported that there will be a services rendered form for the inmates which will show the services provided for the inmate, such as, emergency room, x-rays, lab tests, doctors' slips, sick calls, etc. 125 MINUTE BOOK PRISON BOARD WASHINGTON COUNTY, PENNSYLVANIA Acting Warden Poland also reported that there will be an inmate flow sheet, which is presently in the process of being designed, that will indicate the amoun, of inmates that flow through the Jail during a month's time. Mr. Poland also noted that photographs will be taken of each prisoner upon; admittance to the Jail. Some discussion followed. A brief discussion was held between District Attorney Bigi and Mr. Poland concerning the segregation of prisoners, i.e., violent and non-violent. Acting Warden Poland explained that the prisoners are placed in the Jail according to their crime. Commissioner Gilmore commented that Mr. Poland has accomplished several things in the short time that he has been Acting Warden and that he deserves credit from the Board. Mr. Poland also reported that he has eliminated one day's delivery of donuts at the Jail which should save approximately $200 per month. Prison Bills Controller Beharry presented to the Board for their consideration and approval the bills for the month of July, 1982, totaling $13,673.96. Controller Beharry questioned the practice of using the Ambulance and Chair Service instead of transporting a prisoner to the hospital by use of a County car- Discussion followed. Mr. Poland explained that the Ambulance and Chair Service is used when a prisoner complains of back injury. Some discussion was also held on the matter of obtaining the prisoners' insurance information. It was noted that this insurance information should be included on each prisoner's medical card in addition to his committment papers. Moved by Mr. Gilmore, seconded by Mr. Bigi, approving the payment of bills= for July, 1982. Motion carried unanimously by the Board signifying their approval by stating "Aye". Controller Beharry informed the Board of the following Outstanding Reim- bursements: Reimbursable July Medical Payments $ 173.25 Reimbursable July Maintenance $6,724.25 Total $6,897.50 Outstanding Reimbursement Medical $ -0- Outstanding Reimbursement Maintenance $2,553.00 Total $2,553.00 Medical Outstanding Reimbursements $ 173.25 Maintenance Outstanding Reimbursements $9,277.25 Total j $9,450.50 Controller Beharry questioned the status of the selection of a new Warden; for the Jail. Some discussion followed. Controller Beharry also questioned District Attorney Bigi concerning his investigation of the per diem employee who was no longer being used at the Jail.: Mr. Bigi stated that he has requested an Executive Session of the Prison Board to discuss this matter. 126 MINUTE BOOK PRISON BOARD WASHINGTON COUNTY, PENNSYLVANIA Controller Beharry brought up the matter of the Counselor position at the i Jail. Some discussion followed. Acting Warden Poland stated that he does need someone to do the leg work although it doesn't have to be a counselor as such but; someone in that area to take care of the work release, weekenders, MH/MR, rehabs,; etc; the person could be called a prison liaison for lack of a better name. Mr. Poland stated that it could be a C.O. I. Mr. Gilmore noted the discussion held on this matter at the last month's meeting (p. 121).
