Washington County Prison Board
Washington, PA, September 23, 1982
A Special Meeting of the Prison Board was held on September 23, 1982, in the 7th
Floor Conference Room of the Courthouse Square Office. Building, Washington, Pennsylvania, with
the following members being present: Commissioners Mascara, Gilmore and Paluso, Controller
Beharry, Sheriff Fazzoni. Absent being: Judge Sweet and District Attorney Bigi. Also being
present: Chief Clerk Dallatore, Administrative Assistant Davis, Linda Hands, Clerk -Steno II;
Jim Jefferson, WJPA; Byron Smialek, Observer -Reporter and Amy Johns, WKEG.
Chairman Mascara called the meeting to order at approximately 11:35 a.m. for the
purpose of selecting a Warden who would succeed former Warden Oleski. Chairman Mascara enter-
tained comments in this regard before asking for recommendations from the Search Committee.
There being no comments, Commissioner Paluso, a member of the Search. Committee, stated that after
thoroughly rev.ewi°ng the applications, they have arrived at making a recommendation that Acting
Warden Poland be retained as the permanent Warden at the Jail.
Moved by Mr. Paluso, seconded by Mr. Gilmore, that
Acting Warden
Robert Poland be
appo anted as the new Warden at the Washington County Jail.
Roll call vote taken:
Miss Beharry r Yes; Mr. Fazzont - Yes;
Mr. Gilmore - Yes; Mr. Paluso -- Yes;
Mr. Mascara - Yes.
Motion carried unanimously.
Controller Beharry questioned the Committee as to
a recommendation
of a salary for
Warden Poland. it was: noted that Mr. Poland`.s salary would be
the same as the
former Warden
($22,000).
Sheriff Fazzoni questioned the Board about taking
any action on
selecting a Deputy
Warden at this. time. Chairman Mascara stated that this would
be brought up
at the next regular
monthly Prison Board Meeting. Commissioner Paluso noted that
Mr. Poland is
presently undertaking`
a reorganization of the staff at the Jail.
Chairman Mascara commented that he has been pleased with the results at the County
Jail and the new changes that Mr. Poland has made in the interim which have benefitted the over-
all general operation at the Jail. Controller Beharry agreed with the Chairman and noted that
Mr. Poland has been both aggressive and cooperative during his term as Acting Warden.
The Board then spent a few minutes answering questions of the media.
Mr. Paluso noted that the Search Committee felt it incumbent to come up with a re-
commendation as soon as possible since authorization has been approved to advertise for bids for
the Jail Renovation Project. Some discussion followed on the renovation project at the Jail with
regards to the cost and what work would be involved in the renovation.

There being no further business, Chairman Mascara declared the meeting adjourned
at approximately 11:45 a.m.
