MINUTE BOOK
WASHINGTON COUNTY, PENNSYLVANIA
Washington County Prison Board
Washington, PA, November 10, 1982
The monthly meeting of the Washington County Prison Board met in the Commissioners'
Conference Room at approximately 11:30 a.m, with the following members being present: Judge Glad-.
den, Coninissioners Mascara, Gilmore and Paluso, Controller Beharry, Sheriff Fazzoni and
District Attorney Bigi, who later entered the meeting. Also being present: Chief Clerk Dallatore,
Administrative Assistant Davis, Warden Poland, Linda Hands, Clerk -Steno II and Bryon Smialek of
the Observer -Reporter.
Chairman. Mascara called the meeting to order and asked if there were any corrections,
additions or omissions to Minute No, 37-P, each member having received a copy. Moved by
Mr. Gilmore, seconded by Miss Beharry, that Minute No, 37-P be approved as read. Motion carried'
unanimously by the Board signifying their approval by stating "Aye".
Warden's Report:
Warden Poland reported to the Board that everything was running smoothly at the Jail.
Warden Poland presented to the Board members a copy of an Inmate Handbook. Chairman
Mascara stated that the Board could take official action on this Handbook at the next meeting
after they have reviewed it.
Mr. Poland reported that the Jail''s physician saw approximately 129 men and 2 women
during the past month.
A brief discussion was held on the number of cells in the Jail. Chairman Mascara
stated that once the Jail Renovation Project is completed, there will be an additional 26 cells
available in the Jail.
Warden Poland also reported that there are presently 10 inmates active with C.A.R.E.,
Inc., for counseling services, etc.
Warden Poland then reported to the Board the population at the Jail for the month of
October as follows:

Bills.
Controller Beharry presented to the Board for their consideration and approval the
bills for the month of October, 1982, totaling $20,928.86. Controller Beharry reported that
the water bill for this month was $1,000 less than last month's bill and that they still were
not able to determine the reason for the increase in last month's bill. Discussion followed.
Chairman Mascara suggested that the Warden institute some system for the shower procedure at the;
Jail. Moved by Mr. Gilmore, seconded by Miss Beharry, approving the payment of the bills for
the month of October. Motion carried unanimously by the Board signifying their approval by
stating "Aye".
Controller Beharry noted that upon the recommendation of Commissioner Gilmore, she
again contacted the Department of Public Welfare concerning the matter of reimbursement for
prisoners on Medicaid. Miss Beharry briefly explained some of the State regulations concerning
this matter and stated that she was advised by DPW that it is illegal to pursue payments through
Medicaid beyond the allowable date. Some discussion followed.
Warden Poland recommended to the Board the appointment of Harold Maurer, Probation
Officer I of Adt. Prob,as Deputy Warden. Mr. Poland explained to the Board Mr. Maurer's
qualifications. A lengthy discussion followed.
Moved by Mr. Fazzoni, seconded by Miss Beharry, that the recommendation of Harold
Maurer for the position of Deputy Warden be presented to the Salary Board at its next meeting.
Motion carried unanimously by the Board signifying their approval by stating "Aye".
There being no further business, Chairman Mascara declared the meeting adjourned at
approximately 11:50 a.m.
