N'lwVSA. !M Minute No. 39-P Washington County Prison Board Washington, PA, December 8, 1982 The monthly meeting of the Washington County Prison Board net in the Washington County Jail at approximately 11:40 a.m. with the following members being present: Commissioners Mascara and Gilmore, Controller Beharry and Sheriff Fazzoni. Absent being: Commissioner Paluso, Judge Sweet and District Attorney Bigi. Also being present: Warden Poland, Linda Hands, Clerk - Steno II and Byron Smialek, Observer -Reporter. Chairman Mascara called the meeting to order and asked if there were any corrections, additions or omissions to Minute No. 38-P, each member having received a copy. Moved by Mr. Gilmore, seconded by Miss Beharry, that Minute No. 38-P be approved as read. Motion carried unanimously by the Board signifying their approval by stating "Aye", Warden's Report:, Warden Poland reported to the Board the population at the Jail for the month of November as follows: Unsentenced prisoners 47 Sentenced prisoners 41 Females 5 Work Release prisoners 9 Weekenders 22 Federal Holdovers 2 Allegheny County Holdovers 2 Westmoreland County Holdovers 4 AVERAGE DAILY POPULATION FOR NOVEMBER 92 Warden Poland informed the Board of a problem he is having with one of the inmates (Jerry Lee Warner) who had been transferred to Western Penitentiary for security reasons and has now been brought back to the County Jail for trial. Warden Poland went on to explain that this inmate claimed he was beaten at the Jail and has had pictures taken showing the bruises. Mr. Poland stated that the inmate has refused to eat. Mr. Poland stated that he has the doctor seeing the inmate three times a week. A lengthy discussion followed. Warden Poland stated that he has sent a report of this situation to the Bureau of Corrections. Chairman Mascara suggested that some kind of impartial board be established to review matters of this nature and report their findings back to the Board. More discussion followed. Some discussion was held on the matter of the recent Prison Inspection Report from the : Bureau of Corrections. Warden Poland noted that some of the items in the report could be taken care of in the Jail Renovation Project. Discussion followed. Controller Beharry brought up the matter of the Counselor position at the Jail and questioned if the position is needed. Warden Poland noted that he has included the position on his new table of organization which he is in the process of preparing. Bills: Controller Beharry presented to the Board for their consideration and approval the bills for the month of November, 1982, in the amount of $15,589.38. Miss Beharry noted that the bill 137 MINUTE ❑ ❑ K PRISON BOARD WASHINGTON COUNTY, PENNSYLVANIA .from Herd's Drug Store for drugs reflected a 4-month billing due to the fact that Herd's convertid to a computer system and didn't send a bill until now. Moved by Mr. Fazzoni, seconded by Mr. Gilmore, approving the payment of bills for the month of November, 1982. Roll call vote taken: k Mr. Gilmore - Yes; Miss Beharry - Yes; 3 Mr. Fazzoni - Yes; Mr. Mascara - Yes. Motion carried u an.imusly. OUTSTANDING REIMBURSEMENTS Reimbursable November Medical Payments 85.00 Reimbursable November Maintenance $5,043.50 Total $5,128.50 Outstanding Reimbursement Medical -0- Outstanding Reimbursement Maintenance $ 497.50 Total $ 497.50 Medical Oustanding Reimbursements 85.00 Maintenance Outstanding Reimbursements $5,541.00 Total $5,626.00 Miss Beharry brought up the matter of the Inmate Handbook. Warden Poland stated that he would like to get approval from the Board on the Handbook so that he may put it into effect. Miss Beharry questioned a few of the regulations outlined in the handbook and Warden Poland answered her questions. Some discussion was held. that the Inmate Handbook be adopted. Roll call vote taken: Mr. Gilmre - Yes; Miss Beharry - Yes; Mr. Fazzoni - Yes; Mr. Mascara - Yes. Motion carried unanimously. Moved by Miss Beharry, seconded by Mr. Gilmore, Warden Poland reported to the Board that the Personnel Handbook for employees at the Jail is 50% complete and shoa:ld_be,:done by the end of the week. Warden Poland also reported to the Board that he has ordered a weapons locker for the Sheriff's Deputies to place their pistols when coming over to the Jail. Warden Poland stated that he also ordered a "pill crusher". Warden Poland explained how this "pill crusher" would work and the benefits of having this crusher, i.e., drug bills should decrease. Chairman Mascara questioned the Warden on the procedure which should be followed in the Jail in case of a fire. Warden Poland went on to explain the procedure to the Board. Discussion followed. Chairman Mascara suggested that there should be some fire drills at the Jail. He also suggested that Warden Poland contact the County Fire Marshal, Jack Manning, for his help in getting the fire departments involved in the fire drills. Controller Beharry suggested that the Warden set up some guidelines for fire evacuation procedures and that copies be furnished to the guards and inmates. There being no further business, Chairman Mascara declared the meeting adjourned at approximately 12:00 Noon.
