Washington County Prison Board
Washington PA, January 12, 1983
The Annual Reorganization and monthly meeting of the Washington County Prison Board
met in the Commissioners' Conference Room at approximately 11:50 a.m. with the following members
being present: Commissioners Gilmore and Paluso (Commissioner Mascara later entered the meeting);,
Controller Beharry and Ferdel Littleton, Deputy Sheriff. Absent being: Judge Sweet and District'
Attorney Bigi. Also being present: Chief Clerk Dallatore; Administrative Assistant Davis;
Warden Poland; Linda Hands, Clerk -Steno II and Byron Smialek, Observer -Reporter.
Vice -Chairman Paluso called the meeting to order and asked if there were any corrections,
additions or omissions to Minute No. 39-P, each member having received a copy.
Moved by Mr. Gilmore, seconded by Miss Beharry, that Minute No 39-P be approved as read.
Roll call vote taken:
Mr. Littleton - Yes; Miss Beharry - Yes.
Mr. Gilmore - Yes; Mr. Paluso - Yes.
Motion carried unanimously.
Bills:
Controller Beharry reported to the Board the bills for the month of December, 1982 in
the amount of $12,431.66. Controller Beharry noted that the water bill is still a little high
for this time of the year. Some discussion was held between Controller Beharry and Warden Poland`
concerning the invoices to weekenders.
(Chairman Mascara entered the meting)

Warden's Report:

Warden Poland reported to the Board that they have received $3,746.45 from other
counties for prisoners and also $473.00 for room and board for the month of December. Warden
;Poland reported that the Board of Health made an inspection of the Jail and gave the Jail a
Class A rating. Some discussion followed.
Warden Poland reported to the Board the population at the Jail as follows:
Unsentenced Prisoners 76
Sentenced Prisoners 53
Females 7
Work Release Prisoners 6
Weekend Prisoners 17
Federal Holdovers 1
Allegheny County Holdovers 2
Westmoreland County Holdovers 0
Montgomery County Holdovers 0
Mercer County Holdovers 1
AVERAGE DAILY POPULATION FOR DECEMBER 96
Warden Poland noted that the daily average at the Jail was 96 irmmtes and that there
are no more cells left with commodes. Warden Poland stated that they are trying to get some
bunks from Dave Daniels of the EMA Office. Warden Poland stated that they may have to start
housing inmates in the weight roan. A discusssion followed.
Commissioner Paluso suggested that the Jail no longer accept federal prisoners and
prisoners from other counties so that we can take care of our own prisoners. More discussion
followed.
Warden Poland reported that he responded to the Bureau of Corrections Inspection
Evaluation Report. Warden Poland also noted that all visitors coming into the Jail are being
checked with metal detectors and all new commitments are showered.
Warden Poland reported to the Board that there were 2 attempted hangings at the Jail.
(Dec. 29th and Jan. 4)
Warden Poland further explained what happened on each attempt. Some discussion was held.
Warden Poland also informed the Board of 2 lawsuits, one filed by John W. Anderson
and the other filed by Jerry Lee Warner. A brief discussion followed. Warden Poland noted that''
he has contacted Solicitor Bassi concerning these lawsuits.
Mr. Poland stated that he has started in-house training and has had 2 classes already.
Some discussion followed.
Miss Beharry brought up the matter of fire drills at the Jail. Warden Poland explained
to the Board the prescribed fire drill and evacuation procedure. Discussion followed. Deputy
Sheriff Littleton questioned the Warden as to whether he had contacted the State Police.
Mr. Littleton stated that the State Police will supply "support personnel" as far as surrounding;
the area. Mr. Littleton went on to explain that Greensburg State Police would even supply aerial
coverage if the need be. More discussion was held.

Reorganization:.
Moved by Mr. Gilmore, seconded by Mr. Paluso, that the Board retain the same officers
as last year (i.e., Commissioner Mascara as Chairman, Commissioner Paluso as Vice -Chairman and
Controller Beharry as Secretary).
Roll call vote taken:
Mr. Littleton - Yes; Miss Beharry - Yes.
Mr. Gilmore - Yes; Mr. Paluso - Yes;
Mr. Mascara - Yes.
Motion carried unanimously.
There being no further business, Chairman Mascara declared the meeting adjourned at
approximately 12:00 p.m.
