Minute No. 41-P
Washington County Prison Board
Washington, PA, February 9, 1983
The monthly meeting of the Washington County Prison Board met in the Commissioners'
Conference Room at approximately 11:35 a.m, with the following members being present: Conn-issionors
Mascara and Gilmore, Controller Beharry and Deputy Sheriff Littleton. Absent being: Commissioner

Paluso, who was ill, Judge Sweet and District. Attorney Bigi. Also being present: Chief Clerk
Dallatore, Administrative Assistant Davis, Linda Hands, Clerk -Steno II, Warden Poland and Bryon
Smialek of the Observer -Reporter.
Chairman. Mascara called the meeting to order and asked if there were any corrections,
additions or omissions to Minute No. 41-P, each member having received a copy.
Moved by Miss Beharry, seconded by Mr. Gilmore, that Minute No. 40-P be approved as read.
Roll call vote taken:
Miss Beharry - Yes; Mr. Littleton - Yes;
Mr. Gilmore - Yes; Mr. Mascara - Yes.
Motion carried unanimously.
Warden's Report:
Waren Poland reported to the Board the population at the Jail is 114 with the following:.

AVERAGE DAILY POPULATION FOR JANUARY 109
Warden Poland reported that due to the heavy population at the Jail and the remodeling
being done, he is dealing with the overcrowding problem by housing prisoners in the weight room
and in the area where the holding cells used to be located. Commissioner Gih-ore questioned the
Warden as to whether or not he has talked with the Judges about the heavy population. Warden
Poland noted that the Judges are aware of the situation.
Warden Poland noted that he is still having a problem obtaining beds although he re-
ceived 13 beds through the EMA Director. He noted that mattresses have been ordered but have
not arrived yet.
Warden Poland informed the Board of -some problems he is having with the food for the
Jail which is delivered and stored at the County Health Center. Some discussion followed.
Chairman Mascara stated that he would contact the Property & Supplies Department and try to
resolve this problem.

With regard to the overcrowding at the Jail, Chairman Mascara noted that he recently
sent a letter to Senator Arlen Specter concerning proposed legislation which the Senator is j

sponsoring which would finance the improvement of existing jails. Mr. Mascara requested in his
:letter that such legislation retroactively include financial assistance to counties who have
undertaken modernization and expansion improvements on their own, such as Washington County.
Deputy Sheriff Littleton suggested to the Warden that when he talks to the Judges about
the overcrowding at the Jail, he suggest the idea of putting the weekenders on the "honor system!"
and let the prisoners report back to the Police Department instead of putting them in the Jail
for the weekend. A brief discussion followed.

Bills
Controller Beharry presented to the Board for their consideration and approval the bill
for January, 1983, in the amount of $24,158.81.
Moved by Mr. Gilmore, seconded by Mr. Littleton, approving the payment of the bills for`
the month of January.

Mr. Gilmore - Yes; Mr. Mascara - Yes.
Motion carried unanimously.
Controller Beharry then presented to the Board the Outstanding Reimbursements as follow:

In order to comply with P.S. 61 §409, the Board agreed to hold the next mpn.th's meeting;
at the Jail. (Meeting to be held in the rotunda of the Jail due to the existing remodeling
conditions . )
There being no further business, Chairman Mascara declared the meeting adjourned at
approximately 11:50 a.m.
