HomeMy WebLinkAboutCOMM - Meeting Minutes - 42-P - 3-15-1983 - PRISON BOARD143 MINUTE B❑❑K PRISON BOARD WASHINGTON COUNTY, PENNSYLVANIA Minute No. 42-P I Washington County Prison Board Washington, PA, March 15, 1983 The Washington County Prison Board met in the Washington County Jail at approximately 2:00 p.m, with the following members being present: Judge Sweet, Commissioners Mascara and Gilmore, Controller Beharry and.Sheriff Fazzoni, Absent being: Commissioner Paluso who was ill;,, District Attorney Bigi. Also being present: Warden Poland; Linda Hands, Clerk -Steno II and Susan Larson of Judge Sweet's Office, Chairman Mascara called the meeting to order and asked if there were any corrections, additions or omissions to Minute No. 41-P, each member having received a copy. Moved by Miss Beharry, seconded by Mr. Gilmore, that Minute No. 41-P be approved as read. Motion carried unanimously by the Board signifying their approval by stating "Aye". Warden's Report: Warden Poland reported to the Board that financially they invoiced $967,75 between U. S. Marshalls and Westmoreland County prisoners and $423.00 between work release and weekenders!. Warden Poland reported that the daily average population for February was 115 and that; as of today the March average population is 120. Warden Poland then presented the population breakdown as follows: Sentenced prisoners 76 Unsentenced prisoners 62 Females 12 Weekenders 26 Work Release 5 Westmoreland County Holdovers 2 U. S. Marshall Holdover 1 AVERAGE DAILY POPULATION FOR FEBRUARY 115 Warden Poland noted that the big problem at the Jail is where to put all the extra prisoners that are being committed. Mr. Poland stated that he has contacted Lm gration and they indicated they could donate 2 dozen beds, but we still have to come up with the mattresses for the beds. Warden Poland brought up the idea of "double celling". Discussion was held on this matter. Judge Sweet suggested that the Warden prepare a list of prisoners waiting sentences and to include the sentencing Judge in each case. He stated that he would then review the list with the other Judges to see if any of the prisoners could be sent to the State system or could be released. More discussion followed. Warden Poland stated that he could open the 3rd floor which would house between 30-40 prisoners; however, he noted that there are no restrooms on that floor and he would need a guard 24 hours a day. A brief discussion followed. Judge Sweet stated that he would like to review the list of prisoners before any action is taken. 1 144 1 1 1 MINUTE 8 ❑ ❑ K PRISON BOARD WASHINGTON COUNTY, PENNSYLVANIA x � Warden Poland brought up the matter of purchasing a TV Camera with a wide-angle lens for use at the Jail. Warden Poland explained that due to the construction at the Jail, they have''• lost all visual contact at the front door.. Mr. Poland noted that it would only cost between $30 and $40 to install. Mr. Poland explained to the Board how the camera would be set up. Some discussion followed. of the Big Jail) Judge Sweet requested an executive session of the Board. The Board then went into an executive session. As a result of the executive session, the Warden was directed to inform the Court Administrator's Office when the number of female prisoners exceeds cell capacity. Bills Controller Beharry presented to the Board for their consideration and approval the bills for the month of February, 1983, in the amount of $15,425.21. Controller Beharry noted for the Board's information that the Jail received an invoice from Columbia Gas in February in the amount. of $22,292.00. After investigating the matter, it was discovered that the bill was for both the Jail and Courthouse. Discussion followed. (^January thru December, 1982) Controller Beharry brought to the Board's attention the matter of an invoice for a prisoner (Cuttler) who was guarded at the hospital before he was admitted to the Jail. Controller Beharry pointed out that the amount the County had to pay on that invoice was about $500.00 for meals for the guagds. Miss Beharry explained that since he was not a prisoner at the Jail, she approached the Sheriff and the $500 will be paid from the Sheriff's expenses for deputies. Moved by Mr. Gilmore, seconded by Mr. Fazzoni, approving the payment of the bills for the month of February, 1983. Roll call vote taken: Judge Sweet - Yes; Miss Beharry - Yes; Mr. Fazzoni - Yes; Mr. Gilmore - Yes. Mr. Mascara - Yes. Motion carried unanimously. Controller Beharry brought to the Board's attention a newspaper article with reference to rates for work release and weekender prisoners charged by Greene County which are higher than our rates. Warden Poland noted that our rates are $15.00 a week for work release and $10.00 a week for weekenders. Discussion was held as to whether our rates need to be increased.
