The Washington County Prison Board met in regular session in the Commissioners' Conference
Room in the Courthouse Square Office Building with the following members being present:
Commissioner Gilmore, Judge Gladden, Sheriff Fazzoni, District Attorney Bigi and Roger Metcalfe,
Deputy Controller. Absent being: Conui.ssioners Mascara and Paluso, Also being present: Chief
Clerk Dallatore, Administrative Assistant Davis; Linda Hands, Clerk -Steno II; Warden Poland, and
Bryon Smialek, Observer -Reporter,
Commissioner Gilmore called the meeting to order at approximately 11:35 a.m, and asked
if there were any corrections, additions or omissions to Minute No. 43-P, each member having
received a copy.
Moved by Mr. Fazzoni, seconded by Judge Gladden, that Minute No, 43-P be approved as
read. Motion carried unanimously by the Board signifying their approval by stating "Aye".
Bills:

Roger Metcalfe of the Controller's Office presented to the Board for their consideratioti
and approval the bills for the month of April, 1983, in the amount of $24,009.79, Moved by
Mr. Fazzoni, seconded by Mr. Metcalfe, approving the payment of the bills for April, 1983.
Motion carried unanimously by the Board signifying their approval by stating "Aye".
Mr. Metcalfe then presented to the Board the following Outstanding Reimbursements for
April, 1983:
Reimbursable April Medical Payments -0-
Reimbursable April Maintenance $2,542.00
TOTAL $2,542.00
Outstanding Reimbursement Medical -0-
Outstanding Reimbursement Maintenance $ 923.00

Warden's Report:
Warden Poland stated that the population is still high but is under control. Warden
Poland reported to the Board the following breakdown in the Jail population:
Sentenced prisoners 63
Unsentenced prisoners 54
Female prisoners 9
Work Release prisoners 4
Weekend prisoners 19
Federal prisoner holdovers 2

Warden Poland pointed out that they are trying their best to keep the costs down at the...
Jail on the food budget. A brief discussion followed. Mr. Poland then presented to the Board a
chart reflecting the costs per inmate (expenditures) for 1982 and 1983. More discussion followed,
Warden. Poland informed the Board that he received two proposals for the TV camera and
monitors for the Jail (approxima.te cost $15,000.00). Warden Poland stated that he would rather
table this project until the Renovation Project is completed or even until next year.
Warden Poland reported to the Board that he has one inmate in the Administration Lock-
up (Gerald Adams), Warden Poland stated that he is having problems with this inmate with fighting.
A brief discussion followed.
Sheriff Fazzoni questioned Mr. Poland on the manpower situation at the Jail. Mr. Poland
stated that they are doing well but are going over the budget due to vacation and sick leave.
Some discussion followed.
There being no further business, the meeting adjourned at approximately 11:45 a.m.
