HomeMy WebLinkAboutCOMM - Meeting Minutes - 46-P - 7-13-1983 - PRISON BOARD154 1 1 MINUTE BOOK PRISON BOARD WASHINGTON COUNTY, PENNSYLVANIA ;Minute No. 46-P Washington County Prison Board Washington, Pa., July 13, 1983 The Washington County Prison Board met in regular session in the Commission= ers' Conference Room located in the Courthouse Square Office Building, Washington, Pennsylvania, with the following members being present: Commissioners Mascara, Gilmore and Paluso and Controller Beharry. Absent being: Judge Sweet, Sheriff Fazzoni and District Attorney Bigi. Also being present: Chief Clerk Dallatore; Warden Poland; Administrative Assistant Davis; Linda Hands, Clerk -Steno II; Bryon Smialek of The Observer -Reporter and Jim Provance of The Herald Standard. Chairman Mascara called the meeting to order at approximately 11:35 a.m. and asked if there were any corrections, additions or omissions to Minute No. 45-P, each member having received a copy. Moved by Mr. Gilmore, seconded by Miss Beharry, that Minute No. 45-P be approved as read. Motion carried unanimously by the Board signifying their approval by stating "Aye". Warden's Report Warden Poland reported to the Board that the following is a breakdown of the Jail population: Sentenced prisoners 43 Unsentenced prisoners 59 Female prisoners 9 Work Release prisoners 14 Weekend priosners 21 Fayette County Holdovers 2 Allegheny County Holdovers 1 Federal Holdovers 2 AVERAGE DAILY POPULATION FOR JUNE, 1983 -- 109 Warden Poland also informed the.Board of the receipt of the following in- come from other units for the use of the County Prison for the month of June: U. S. Marshal $2,398.75 Westmoreland County 240.50 Allegheny County 569.25 Fayette County 555.00 Greene County Jail 203.50 U.S. Navy 37.00 $4,004.00 Warden Poland noted that $385.00 was received as room and board for the work release and weekend prisoners for the month of June. He also noted that the doctor saw 117 men and 11 women during June. He went on to explain these incidents He also noted that inmate Gerald Adams is still locked up=(he still threatens to' assault). Controller Beharry questioned Warden Poland as to why we are still accept- ing out -of -County prisoners when our Jail is overcrowded. Warden Poland answered that we have 5 out -of -County prisoners; one from protective custody from Allegheny County; two Federals (by contract) and two Fayette holdovers, of which one has gone back to Fayette County. Warden Poland noted that he does ask the other Wardens to look elsewhere before we accept the prisoners and he also notifies them that we will accept them on a day-to-day basis, subject to our overcrowded conditions. Some discussion followed. Bills: Controller Beharry presented to the Board for their consideration and approval the bills for the month of June, 1983, in the amount of $21,316.33. She noted that $5,061.35 of the total bill for Washington Hospital was for the self-inflicted medical problems of Robert Jones and that there is still an out- standing invoice for him from Dr. Harkcom. Moved by Mr. Gilmore, seconded by Mr. Paluso, approving the payment of the bills for the month of June. Motion carried unanimously by the Board signi- fying their approval by stating "Aye". Warden Poland advised the Board that his budget is running low in the areas of overtime, per diem and food. He did note that he could transfer some funds from the Counselor's position. The Board advised Mr. Poland that when he does run out of funds, he should request a supplemental appropriation from the Board of Commissioners. On behalf of the Board, Chairman Mascara congratulated Bryon Smialek of The Observer -Reporter on his recent marriage.
