Washington County Prison Board Washington, PA, August 24, 1983 The Washington County Prison Board met for their monthly meeting at the Washington County Jail with the following members being present: CamEssioners Mascara and Gilmore, Sheriff Fazzoni and Deputy Controller Metcalfe. Absent being: Conmisisoner Paluso, Judge Sweet and District Attorney Bigi. Also being present: Warden Poland and Linda Hands, Clerk -Steno II. Chairman Mascara called the meeting to order at approximately 11:30 a.m, and asked if there were any corrections, additions or omissions to Minute No. 46-P, each member having received a copy. Moved by Mr. Fazzoni, seconded by Mr. Gilmore, that Minute No. 46-P be approved as read. Motion carried unanimously by the Board signifying their approval by stating "Aye". BILLS: Deputy Controller Metcalfe presented to the Board for their consideration and approval the bills for the month of July, 1983, in the amount of $28,027.24. Moved by Mr. Fazzoni, seconded by Mr. Metcalfe, approving the payment of the bills for the month of July. Motion carried by the Board signifying their approval by stating "Aye A brief discussion was held on the hospital bills for irffmte Robert Jones. Reimbursable July Medical Payments -0- Reimbursable July Maintenance $2,317.25 TOTAL $2,317.25 Outstanding Reimbursement Medical -0- Outstanding Reimbursement Maintenance $1,751.50 TOTAL $1,751,.50 Total Medical Outstanding Reimbursements -0- Total Maintenance Outstanding Reimbursements $4,068.75 TOTAL Outstanding Reimbursements $4,068.75 BILLED PAID BALANCE Weekenders $190.00 $190.00 -0- Work Release 540.00 480.00 $60.00 WARDEN'S REPORT: Warden Poland reported to the Board the following breakdown in the Jail population for the month of July, 1983: Sentenced prisoners 36 Unsentenced prisoners 60 Females 5 Work Release 5 Weekenders 21 Fayette County 1 Marshals 1 AVERAGE DAILY POPULATION FOR JULY, 1983 ill Warden Poland informed the Board of a complaint received from Dennis Sims, an inmate, about the conditions at the Jail. Warden Poland stated that he prepared a response to this com- plaint and then distributed a copy to each Board member present. 157 MINUTE BOOK PRISON BOARD WASHINGTON COUNTY, PENNSYLVANIA R/WRR RMTN f 00RORA. �A. 1 Warden Poland then presented to Chairman Mascara the response to the Prison inspection ? s report. i Warden Poland also informed the Board of a lawsuit filed by Merle Keith Reed, a copy of which was given to Solicitor Bassi. Mr. Poland noted that this particular lawsuit has since then been withdrawn. Mr. Poland informed the Board that there will be a very overcrowding condition during the month of September. Warden Poland noted that there will be 318 people on the Court list. Warden Poland went on to explain that the population at the Jail is 96 now and 36 cells are down due to the Jail Renovation Project. Some discussion followed on this matter. Chairman Mascara questioned the Warden about the audit of the commissary. It was noted, that the audit has not been completed yet. Warden Poland reported that they are in the process of transferring to Western Penton tiary an innate (G. Evans). Warden Poland went on to explain the trouble this inmate has been causing. A brief discussion followed. Deputy Controller Metcalfe suggested that if it was agreeable with the other Board members that the Prison Board hold its required quarterly meetings at the Jail during the months of March, June, September and December. The Board members present agreed that this schedule would be suitable. However, it was noted that the Board would skip this September; therefore, the next meeting at the Jail would be in December.
