Minute No. 49-P
Washington County Prison Board
Washington, PA, October 12, 1983
The Washington County Prison Board met for their monthly meeting in the Commissioners'
Conference Room at approximately 11:30 a.m. with the following members being present: Commissioners
Gilmore and Paluso, Controller Beharry and Sheriff Fazzoni. (Commissioner Mascara later entered
the meeting). Absent being: Judge Sweet and District Attorney Bigi. Also being present: Chief
Clerk Dallatore, Linda Hands, Clerk -Steno II; Warden Poland, Bryon Smialek, Observer -Reporter and;
James Provance, Herald -Standard.
Secretary Beharry called the meeting to order and asked if there were any corrections,
additions or omissions to Minute No. 48-P, each member having received a copy. Moved by
Mr. Gilmore, seconded by Mr. Fazzoni, that Minute No. 48-P be approved as. read. Motion carried
unanimously by the Board signifying their approval by stating "Aye".
Warden Poland reported to the Board the following breakdown in the Jail population for
the month of September, 1983:
Sentenced prisoners 73
Unsentenced prisoners 69
Female prisoners 4
Work Release 10
Weekend prisoners 27
U. S. Marshal holdovers 5

Warden Poland reported to the Board that the Jail is in good shape population wise due
to the opening of the weekend/work release area. Warden Poland went on to explain that today he
plans on putting the 4th range back into operation on the left side and tommorrow night he expect$
to start painting the 4th range right side and have that back in operation by Monday. Mr. Poland.
noted that everything is going well but he will need more paint. Warden Poland went onto explain
,the status of the remainder of the renovation work that is being done in the Jail.
Warden Poland brought to the Board's attention the matter of inmate Robert Jones who
-was sent to Western Penitentiary. Mr. Poland noted that this inmate was still costing the County
a lot of money due to the fact that Western Penitentiary had to send him to the hospital.

Controller Beharry noted that the medical bills for Jones amount to approximately $9,064.51. Sept.,)
Discussion followed. Mr. Gilmore questioned Mr. Poland on the status of this prisoner. Mr. Poland
stated that he is an unsentenced prisoner at a State Penitentiary for security reasons. More
discussion followed. Commissioner Gilmore suggested that the Warden contact Judge Gladden con-
cerning this prisoner.
Warden Poland also brought to the Board's attention a matter concerning inmate Gerald
Evans. Mr. Poland noted that the penitentiary doesn't want to house Evans any longer because he
is a sentenced County prisoner in a state penitentiary.
$5,741.35 paid prior to September for inmate Robert Jones - medical expenses.

Warden Poland stated that he will have to house Evans by himself because he is such a problem
and by doing that it will be a problem in itself.
Controller Beharry recommended to the Board and the Warden that some investigation be
done into the matter of purchasing stainless steel mirrors for the ranges in the Jail. Some
discussion was held.
Sheriff Fazzoni questioned Warden Poland on the dining area and when it would be ready
for use. Mr. Poland noted that the area should be ready around November 15th. A brief discussion
followed. ,
BILLS:
Controller Beharry presented to the Board for their consideration and approval the bill$
for the month of September, 1983, in the amount of $28,836.59. Controller Beharry noted that a
substantial part is due to the medical bills for inmate Robert Jones. Discussion followed.
Moved by Mr. Gilmore, seconded by Mr. Fazzoni, approving the payment of the bills for the month
of September. Motion carried unanimously by the Board signifying their approval by stating

Controller Beharry reported to the Board that she has responded to Representative
Roger Raymond Fischer's communication concerning the complaints of inmate Ida Walls with reference
to prison conditions. Controller Beharry noted that she went over to the Jail and met with all
the women prisoners and felt that it would be reasonable to respond to these complaints. Some

discussion followed. Controller Beharry stated that she found that the complaints basically had '
no merit with the slight exception that we didn't have any female trustees at the Jail. Warden
Poland stated that he will try to correct this problem.
There being no further business, Secretary Beharry declared the meeting adjourned at
approximately 11:45 a.m.
