HomeMy WebLinkAboutCOMM - Meeting Minutes - 50-P - 11-16-1983 - PRISON BOARD162 MINUTE BOOK PRISON BOARD WASHINGTON COUNTY, PENNSYLVANIA Minute No. 50-P Washington County Prison Board Washington, PA, November 16, 1983 The Washington County Prison Board met for their monthly meeting in the Commissioners' Conference Room at approximately 11:30 a.m. with the following members being present: CamAssioners Mascara, Gilmore and Paluso and Controller Beharry. Absent being: Judge Sweet, Sheriff Fazzoni and District Attorney Bigi. Also being present: Chief Clerk Dallatore; Warden Poland; Administrative Assistant Davis; Linda Hands, Clerk -Steno II; and Bryon Smialek, Observer -Reporter. Chairman Mascara called the meeting to order and asked if there were any corrections, additions or omissions to Minute No. 49-P, each member having received a copy. Moved by Miss Beharry, seconded by Mr. Gilmore, that Minute No. 49-P be approved as read. Motion carried unanimously by the Board signfying their approval by stating "Aye". WARDEN'S REPORT: Warden Poland reported to the Board the following breakdown in the Jail population for the month of November, 1983: Sentenced prisoners 63 Unsentenced prisoners 68 Work Release prisoners 7 Weekend prisoners 15 Female prisoners 8 U. S. Marshal Holdovers 3 Allegheny County Holdovers 3 AVERAGE DAILY POPULATION FOR OCTOBER, 1983 120 Warden Poland presented to the Board a contract with Blue Ribbon Systems, Inc. for the inspection and maintenance service of the Ansul System at the Jail. Warden Poland noted that the contract calls for a twice -a -year inspection at a cost of $50.00 per inspection plus parts. A brief discussion followed. Warden Poland turned the contract over to Chairman Mascara. Warden Poland reported that the total income at the Jail was $3,666.00 for maintenance of prisoners; we had a total of $782 for work release and weekenders and the doctor saw 117 men and 20 women this month. Warden Poland mentioned to the Board that the Fire Marshall was in today checking the Jail. Mr. Poland stated, however, that the only thing the Fire Marshall found wrong was a "zip - cord" in the trustee quarters. Mr. Poland apologized to the Board concerning the way he handled the Deputy Warden situation. Controller Beharry questioned the Warden on what steps are being taken to replace the Deputy Warden. Mr. Poland stated that he hasn't taken any steps as of yet. Some discussion followed on this matter. The Board directed that the Personnel Office and the Warden begin in- terviewing applicants for this position. Warden Poland noted that a Correctional Officer, Keith Hutter, will be resigning on November 20th. 163 MINUTE BOOK PRISON BOARD WASHINGTON COUNTY, PENNSYLVANIA I Warden Poland brought to the Board's attention the matter of needing tables, a serving line and bunk beds at the Jail. Mr. Poland stated that the matter of the carpenters building the tables should be a priority item. Chairman Mascara suggested that the Warden inquire as to the cost of purchasing tables. A discussion followed. BILLS: Controller Beharry presented to the Board for their consideration and approval the bills for the month of October, 1983, in the amount of $30,022.88. Controller Beharry noted that there were four (4) invoices for medical expenses related to inmate Robert Jones totaling $15,113.69. She noted that this amount combined with invoices from the last two months for this inmate total $29,919.55. A brief discussion followed concerning this inmate. Moved by Mr. Paluso, seconded by Miss Beharry, approving the payment of the bills for the month of October. Motion carried unanimously by the Board signfying their approval by stating "Aye".
