HomeMy WebLinkAboutCOMM - Meeting Minutes - 51-P - 12-14-1983 - PRISON BOARD164 MINUTE BOOK PRISON BOARD WASHINGTON COUNTY, PENNSYLVANIA Minute No, 51-P Washington County Prison Board Washington, PA, December 14, 1983 The Washington County Prison Board met for their monthly meeting in the Washington County Jail at approximately 11:30 a,m. with the following members being present: Commissioners Mascara and Gilmore, Judge Gladden, Controller Beharry, Sheriff Fazzoni and District Attorney Bigi. Absent being: Commissioner Paluso. Also being present: Linda Hands, Clerk -Steno II; Warden Poland, Byron Smialek, Observer -Reporter and Jim Provance, Herald -Standard. Chairman Mascara called the meeting to order and asked if there were any corrections, additions or omissions to Minute No. 50-P, each member having received a copy. Moved by Mr. Gilmore, seconded by Mr. Fa.zzon., that Minute No. 50-P be approved as read. Motion carried unanimously by the Board sigafying their approval by stating "Aye"'. WARDEN "S REPORT: Warden Poland reported to the Board the following breakdown in the Jail population for the month of November, 1983: Sentenced prisoners 88 Unsentenced prisoners 57 Female prisoners 10 Work Release prisoners 10 Weekend prisoners 22 U. S. Marshal holdovers 2 Allegheny County holdovers 1 Philadelphia County holdovers 1 AVERAGE DAILY POPULATION FOR Lam, 1983 109 Warden Poland reported that the income for the month of December for prisoner main- tenance was in the amount of $4,848.50 and the room and board income was $715.00. Warden Poland also noted that the doctor saw 120 men. and 15 women. Ix. Poland brought to the Board's attention that he has interviewed 4 applicants for the position of Deputy Warden and that 5 more interviews are scheduled for Friday. District Attorney Bigi questioned the Board when action would be taken on the position of Deputy Warden. The Board decided to hold a Special Meeting for the purpose of recommending a Deputy Warden on Wednesday, December 21st, in the Commissioners' Conference Room. Warden Poland stated that he did receive some tables for the dining room and that the Jail receiving line should be complete within the next few weeks. Chairman. Mascara questioned Warden Poland concerning complaints from a couple of the inmates at the Jail; namely, inmates C. Porter (concerning his medication) and B. D'Antonio (con- cerning his clothing). Some discusssion followed. Warden Poland also discussed with the Board the matter of a complaint registered by r Mrs. Spriggs and her daughter. Mr. Poland apologized to the Board for any unnecessary language that he used in front of these women. 165 PRISON BOARD a BILLS: MINUTE BOOK WASHINGTON COUNTY, PENNSYLVANIA Controller Beharry presented to the Board for their consideration and approval the bill for the month of November, 1983, in the amount of $20,499.32. Miss Beharry noted that the medical bills for inmate Robert Jones (totaling $8,038.31) should be the last of his medical bills for which the County would be responsible. Miss Beharry also noted that the County has paid approximately $37,000 to $40,000 for medical bills for inmate Jones. Warden Poland was happy to report to the Board that inmate Jones is now a prisoner of the Allegheny County Jail. Some dis- cussion followed. moved by Mr. Gilmore, seconded by Miss Beharry, approving the payment of the bills for the month of November, 1983. Motion carried unanimously by the Board signfying their approval by stating "Aye". Miss Beharry requested that something be done to get electricity hooked up in order for light to be installed; in those cells. Some discussion followed. Warden Poland noted that he has been in contact with the Property & Supplies Department concerning this matter. Chairman Mascara stated that he would check into the matter.
