Minute No. 1-P
Washington County Prison Board
Washington, PA, January 11, 1984
The Annual Reorganization and monthly meeting of the Washington County Prison Board met;
in the Commissioners' Conference Room at approximately 11:30 a.m, with the following members be-
ing present: Commissioners Mascara, Petrosky and Paluso, Judge Gilmore, Chief Deputy Sheriff
Littleton, District Attorney Pettit and,Controller Beharry. Also being present: Warden Poland,
Linda Hands, Clerk -Steno II; Bryon Smialek, Observer -Reporter and Jim Provance, Herald -Standard.
Chairman Mascara called the meeting to order and asked if there were any corrections,
additions or omissions to Minute No. 51-P, each member having received a copy. Moved by
Miss Beharry, seconded by Mr. Littleton, that Minute No. 52-P be approved as read. Motion carried
unanimously by the Board signifying their approval by stating "Aye".
REORGANIZATION:
Chairman Mascara stated that at this time the Board would take nominations for Chairman,
Vice -Chairman and Secretary. Nominations were opened by Chairman Mascara.
(Judge Gilmore entered the meeting)
Miss Beharry moved to appoint Mr. Mascara as Chairman of the Prison Board for 1984.
Said motion was seconded by Mr. Petrosky.

Motion carried unanimously.
Moved by Miss Beharry, seconded by Mr. Littleton, to appoint Mr. Petrosky as Vice -Chair-
man of the Prison Board for 1984.

Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes.
Motion carried unanimously.
Moved by Mr. Petrosky, seconded by Mr. Paluso, to appoint Miss Beharry as Secretary of
the Prison Board for 1984.

Chairman Mascara noted for the record that the meeting dates for the Prison Board would
continue to be on the second Wednesday of each month at 11:30 a.m.

Warden Poland reported to the Board the following breakdOwn in the Jail population for
the month of December, 1983:

AVERAGE DAILY POPULATION FOR DECEMBER,
1983: 119
Warden, Poland reported that the income for
the month of December for prisoner mainten-
ance was in the amount of $3,847.75 and the room and
board income was $545.00. Mr. Poland also
noted that the doctor saw 117 men and 20 women.
Warden Poland brought to the Board's attention
that Judge Rodgers will have 80 criminal
cases this month. Mr. Poland stated that this might
create a'full Jail but it would be nothing
that he couldn't handle. Some discussion followed.
Warden Poland explained to the Board that he is having problems getting someone to in-
stall the lights and the 220 line for the steam table
at the Jail. Chairman Mascara stated that
he would check into the matter.
Warden Poland noted for the record that the
new Deputy Warden has started working and
is doing a fine job so far.
BILLS:
Controller Beharry presented to the Board for their consideration and approval the bills
for the month of December, 1983, in the amount of $12,896.83. Moved by Mr. Littleton, seconded
by Miss Beharry, approving the payment of the bills for the month of December, 1983.

Warden Poland questioned the Board concerning the status of the jail guards in reaction
to the union contract and their request for decertification from SEIU. Some discussion followed.
The Board advised Warden Poland to continue to abide by the present union contract until a
decision is rendered by the Pennsylvania Labor Relations Board (PLRB).
Miss Beharry brought up the matter of hiring a Counselor at the Jail. She stated she
would like the Prison Board to recommend to the Commissioners for budget consideration that the
position be created and that an attempt be made to fill it. Some discussion to.Llowea. warceui
Poland also brought up the matter of his new table of organization for the Jail. He noted that
it included three more permanent positions at the Jail which are needed due to the renovation.
There being no further business, Chairman Mascara declared the meeting adjourned at
approximately 11:50 a.m.
