Minute No. 2-P
Washington County Prison Board
Washington, PA, February 8, 1984
The Washington County Prison Board net for their monthly meeting in the C un&ssioners'
Conference Room at approximately 11:30 a.m. with the following members being present: Commissioners
Mascara and Petrosky, Judge Gilmore; Controller Beharry; and Chief Deputy Sheriff Littleton.
Absent being Commissioner Paluso and District Attorney Pettit. Also being present: Chief Clerk
Dallatore, Administrative Assistant Davis; Linda Hands, Clerk -Steno II; Warden Poland, Bryon
Smi_alek, Observer-Repoter and Jim Provance, Herald -Standard.
Chairman Mascara called the meeting to order and asked if there were any corrections,
additions or omissions to Minute No. 1-P, each member having received a copy. Moved by
Mr. Littleton, seconded by Miss Beharry, that Minute No. 1-P be approved as read. Motion carried'
unanimously by the Board signifying their approval by stating "Aye".
WARDEN'S REPORT:
Warden Poland reported to the Board that the Jail is back in full operation after
getting things in working order due to the fire that took place at the Jail. Warden Poland noted,,
however, that there is a little bit of a heat problem in the cafeteria and work release areas
and stated that they are using Kerosun heaters to solve this problem. Mr. Poland explained to
the Board what repairs have been made at the Jail due to the fire. Mr. Poland stated that all
the electrical work has been completed.
Warden Poland noted that he had to utilize some overtime due to the fire.
Warden Poland reported to the Board the following breakdown in the Jail population for
the month of January, 1984:
Sentenced prisoners 80
Unsentenced prisoners 75
Female prisoners 11
Work Release prisoners 9
Weekender prisoners 24
U. S. Marshal Holdovers 7
Philadelphia County Holdovers 1
Drug Enforcement Administration Holdovers 1
AVERAGE DAILY POPULATION FOR JANUARY, 1984 128
Warden Poland reported to the Board that the income for the month of Janaury for
grisoner maintenance was in the amount of 5,757.00 and the room and board income was $475.00.
_-M Poland also noted that the doctor saw 45 men 'and 6 women..
-' Mr. Poland brought to the Board's attention a project he has started in the Jail with
regards to the money coming into the Jail in order to make sure that the money isn't stolen or
rtEsappropriated.
Warden Poland reported to the Board that they have filed an application for a Notary
for the secretary in the Jail (Chris Barnhart).
Miss Beharry commented for the record regarding the Jail fire. She mentioned to Fran.cts
King that the one thing that concerned her and should be corrected is that the emergency smoke

,purge system does not have a power back-up. She felt that if it would have been connected to thel
main power source at the Jail and had its own power source as a back-up, this whole problem could';
have been avoided and although Francis King indicated to her th7
t they are going to insulate the`
conduit so that a fire could not prevent the use of the system, that does not prevent some other
problem with the power sources and creating the same problem in the future. Considering its
importance at the Jail, she feels that there should be some kind of back-up on it. Some discussion
followed.
Mr. Littleton suggested that some sort_.of emergency generator for the whole Jail be
set up. Judge Gilmore suggested checking to see if it could be wired to the Courthouse Square
Office Building. Chairman Mascara noted that he would contact Mr. Lignelli about this matter.
Miss Beharry brought up the matter of the Bureau of Corrections Reinspection Report and++
stated :that she felt it was an outstanding report. Miss Beharry questioned Mr. Poland on the
lighting situation in the individual cells and she also noted that no definite schedule had been
set for this hiring of a counselor.
BILLS:
Controller Beharry presented to the Board for their consideration and approval the bills
for January, 1984, in the amount of $37,258.98. Miss Beharry noted that the bills for this
month were exceptionally high due to the following reasons: (1) a recent invoice ($6,835.07) re-
ceived for Robert Jones for hospital security when he was in. St. John's Hospital in October.
Miss Beharry also noted that the total medical expenditures for this inmate is in the neighbor-
hood of $60,000.00. (2) This year the Jail is being directly charged for its gas ($9,787.70).
Miss Beharry stated that last year Property & Supplies was charged for this particular bill.
(3) Miss Beharry stated that the food bill is also high -and suggested that the matter be checked a
into as it appears that low quantities of food items are being bid.
Moved by Mr. Petrosky, seconded by Mr. Littleton, approving the payment of the bills
for the month of January, 1984. Motion carried unanimously by the Board signifying their approvall
by stating "Aye".
