HomeMy WebLinkAboutCOMM - Meeting Minutes - 4-P - 4-18-1984 - PRISON BOARD176 MINUTE BOOK PRISON BOARD WASHINGTON COUNTY, PENNSYLVANIA a Minute No. 4-P Washington County Prison Board Washington, PA, April 18, 1984 The Washington County Prison Board met for its monthly meeting in the Commissioners' Conference Room at approximately 11:30 a.m, with the following members being present: CommissionersNaacara and Petrosky, Sheriff Fazzoni, Deputy Controller Metcalfe and District Attorney Pettit.. Absent being: Commissioner Paluso and Judge Gilmore, Also being present: Lou Lignelli, Director of Admini- stration, Executive Assistant DuJordan, Administrative Assistant Davis; Warden Poland; Linda Hands, Clerk -Steno II; Jim Provance, Herald -Standard and Byron Smialek, Observer -Reporter, Chairman Mascara called the meeting to order and asked if there were any corrections, additions or omissions to Minute No. 3--P, each member having received a copy. Moved by Mr. Fazzoni, seconded by Mr. Petrosky, that Minute No., 3-P be approved as read. Motion carried unanimously by the Board signifying their approval by stating ''Aye'', WARDEN'S REPORT: Warden Poland reported to the Board the following breakdown in the .Jail population: Sentenced prisoners 61 Unsentenced prisoners 76 Female prisoners 6 Work Release 8 Weekenders 38 U. S. Marshalls 8 AVERAGE DAILY POPULATION FOR MARCH, 1984 143 Population as of April 18, 1984 139 Warden Poland reported to the Board on an incident at the Jail resulting in an alleged assault (inmates Adams and Sherlock). Mr. Poland noted that the Sheriff's Office made an investigation and an arrest, A brief discussion followed. Mr. Poland brought up the matter of prisoner uniforms and stated that he has checked on prices which range from $20 per suit from the Bureau of Corrections to as low as $13.50 a suit from other vendors. Mr. Poland noted that it would cost approximately $5,000.00 to get uniforms for the prisoners. Warden Poland also noted that he would need 2 colors; one for sentenced prisoners and one for unsentenced prisoners, Mr. Poland stated that he has checked into the matter of the film used at the Jail. Mr. Poland pointed out that they only received one bid which was from IRIS, LTD., Inc., of Leesport, PA, in the amount of $349.59 for each case of film. A brief discussion was held. 177 MINUTE B❑® K PRISON BOARD WASHINGTON COUNTY, PENNSYLVANIA Regarding the ambulance service, Warden Poland stated that after 1 contacting several organizations, no one is interested in providing ambulance service to the Jail by contract. Warden Poland also stated that he did a survey of the cleaning suppliesi and received some bids from various vendors. Mr. Poland noted that Washington Bar & Restaurant had the lowest prices. Mr. Poland stated that he also looked into the matter of eye glasses for indigent prisoners. He noted that they are working with the Washington Lions Club and the Washington Blind Association. Mr. Poland went on to explain that both organizations cited priorities in providing "free eye glasses Inmates would be required to meet both financial eligibility and medical priority standards. Warden Poland pointed out that in the financial eligibility, an indigent inmate would automatically qualify. In the second instance, medical priority, both organizations are willing to provide glasses to help an inmate to "see" but not glasses to help an inmate "read". Glasses for blindness prevention are the top priority. He noted that the organizations will bring up the matter at their Board meetings and will get back in touch with him. Regarding the toothbrushes and toothpaste, Mr. Poland has checked with: the Dental Association about supplying these items and noted that they will pre- sent this proposal at their next meeting of the Local Chapter. Mr. Poland stated that he also contacted Dr. Thomas Green, dentist at the Health Center, with regards to doing dental work on inmates which would in- volve transporting the prisoners to the Health Center, Warden Poland mentioned that Dr. Green said that he would have to have permission from Dr. Parks, Washington County Health Center Administrator, and Mr. Fiumelli, Human Services Director. Warden Poland brought up the matter of food storage problems at the Health Center and stated that these items should be kept under lock and key. Warden Poland went on to explain that they need some sort of lock -in system for the stored food. Mr. Poland noted that they have agreed to put a door on the Jail's part of the storage room and to give the Jail a part of another room of which the doors have locks. Mr. Poland pointed out that the Jail's meat supply is also stored with the Health Center's supply and it is easy to have mix-ups as far as whose inventory is whose. Warden Poland reported to the Board that the prisoner maintenance in- come for the month of March was in the amount of $6,813.25 and the income for Room and Board from weekenders and work release prisoners in the amount of $938.00. Warden Poland also reported that the doctor saw 35 men and 11 women. Warden Poland presented to the Board a chart reflecting the population/ over -population at the Jail over a 3-month period (January thru March) and the cost savings to the County by not farming out the inmates, U_ C 1 1 178 MINUTE BOOK PRISON BOARD WASHINGTON COUNTY, PENNSYLVANIA Sheriff Fazzoni questioned District Attorney Pettit on the situation ' of the pre -sentence investigations for prisoners and the overcrowding at the Jail. Some discussion followed. Mr. Pettit stated that he would check into this matter. 1 Chairman Mascara questioned Warden Poland on what has been done with reference to the lock -up system to store food. Warden Poland stated that he has asked the Washington County Health Center to install doors and to give the Jail the key. Mr. Lignelli, Director of Administration, made some comments in this regard. A lengthy discussion followed on the matter of food storage at the Health Center and delivery of items to the Jail and inventory control, Mr, Petrosky noted for the record that the County is working on a more sophisti cated procedure in the matter of inventory of groceries and staples. More dis- cussion followed. BILLS: Deputy Controller Metcalfe presented to the Board for their consideration and approval the bills for the month of March, 1984, in the amount of $20,702.66.• Mr.. Mascara questioned Mr. Metcalfe on the amount of the bill from Jack Frye Sales ($1,532,73) for lotion, disinfectant, etc, Mr. Metcalfe explained to Mr. Mascara that the bill also included detergent ($1,198.00). Chairman Mascara questioned Warden Poland as to whether this was a bid item, Mr. Poland felt that the bill was a little high and stated that he would check into the matter. Mr. Lignelli requested that any bills related to the jail fire be for- warded to him for processing through the insurance company, Mr. Mascara questioned the bill from Columbia Gas ($7,161.69), He suggested the possibility of having an energy consultant come in and do a survey.. Discussion followed. Mr. Mascara directed the Warden to look into this matter, 'More discussion followed. Mr. Lignelli pointed out to the Board that if the air handling unit would be replaced at the Jail, it would be much more energy effi- cient. Mr. Lignelli also pointed out that the present unit was built in the Jail around 19.00 and is not energy efficient and is very costly to operate. Moved by,l, Mr. Petrosky, seconded by Mr. Fazzoni, approving the payment of the bills for March. Motion carried unanimously by the Board signifying their approval by stating "Aye".
